I think the comparison is over the previous year's fourth quarter, so Q4 2015 is being compared to Q4 2014. This is the way it is done for corporate sales and earnings. Due to seasonal variations (e.g., sports seasons, school and college academic calendars, seasonal tourism), comparing one quarter to its immediately preceding quarter just doesn't make sense.

I'm pretty sure that's right. Of course there are variations from the previous year's quarters in the number of weekends, weather, sporting events, etc. All things being equal, the extra day in a leap year, should add over 1% to the first quarter this year.
