Set for approval anyone know the size NX is letting there at the moment? Could be a big pre let for a new build maybe?

The 20 storey Metropolitan House, which overlooks Five Ways island in Edgbaston and was designed by John Madin, will house 182 flats, including 20 in four new penthouse floors in a rooftop extension.

Land between the tower and nearby Tricorn House, which is currently a decked car park, could be turned into a 12,500 sq m hotel or student flats up to 14 storeys high with the first floor of the hotel or student flats being earmarked for a restaurant or a high end car showroom.


The application by Henderson Global Investors, on behalf of the Oyster Jersey Property Fund, is subject to a legal agreement to be decided this week.

A previous planning application was withdrawn in April after developers were told to provide more affordable homes.

The city council’s planning department was set to refuse the scheme because the developer had designated only two flats as “affordable” – available at 60 per cent of the market rate.

Council policy states that at least 13 of the two bedroom apartments should be affordable, or offset with a £943,000 donation towards housing in the vicinity. The developer was only prepared to offer £150,000, which equated to two properties.

The company also failed to provide spin-off cash to improve the Chamberlain Gardens public open space as requested.

But now the Section 106 agreement includes 13 “affordable” apartments, a Public Open Space contribution of £20,000, nearly £40,000 for public realm improvements in Ladywood Ward and £20,000 for public transport improvements, which equates to £770,790.

To complement the residential use of the 140,000 sq ft tower it is proposed that the lowest two floors could be used for a gym, restaurant, cafe or bar.

Current tenants at Metropolitan House include National Express.

Martin Payne, fund manager at Henderson Global Investors, said: “Although No 1 Hagley Road continues to provide economical office accommodation for current and potential tenants through a flexible leasing structure, we are aware of the changing needs of the business community and the local area.

“We want to ensure that the building will continue to be utilised to its best potential for many years to come. The proposals will not only give a viable long-term use to the building, but also generate the ability to greatly enhance the external appearance of this major landmark which sits in one of the key gateways to the city centre.”

Associated Architects are behind the designs for the scheme.

G W Planning, acting on behalf of the applicant Henderson Global, said in the application: “Office demand has been less and less in Five Ways and the Hagley Road, it has gone out of favour.

“This is the first step in getting regeneration in Five Ways, the first it has seen in probably 30 years.”

The plans for the development of Metropolitan House are the latest in a series of developments around Five Ways island, coming on the back of hopes for a £100 million scheme to transform the dilapidated Five Ways Shopping Centre opposite.

Excellant news ! - hopefully a decent hotel...and a taller tower to boot im gusiing with the 4 new floors it will be up to around 85 mtrs....

They should have put the Morrisons in the gap between Tricorn House and 1 Hagley Road and then built a hotel/student residences/car showroom/restuarant where Edgbaston Shopping Centre was.

The rhetoric from Henderson and their agents suggests that this is a while off, if it sees the light of day.

I wouldn't be surprised if this was an exercise to boost the value of the property rather than actual plan to refurbish it.

it will be interesting to look at the committee report to see ifthe applicant has asked for an extended life span of the standard 3 year permission...

I agree.

I moved a client who took the first floor in here this year and the building doesn't have huge amounts of empty space so the return must be reasonable. http://www.1hagleyroad.com/1hagleyroad.html

To me the numbers don't seem to stack up either. The floorplates are a staggered cross which don't lend themselves itself to being chopped up relatively efficiently.

Selling 180 apartments at say £200k with a view of a busy roundabout isn't going to be easy. Doing that would pocket £36m but factor in the cost of works including an extensive reclad, new services throughout, etc and you're not going to have much left over if at all when you think that Cumberland House was £30m.

I wouldn't be surprised if the Student block was developed though.

There's a big divergence between the demand for grade A office space and grade B/C - availability of grade B space like this is actually increasing as many occupiers want grade A. If the building is nearing a point where it requires refurbishment to stay competitive then they may be looking at a 2-3 year horizon where is going to be difficult to retain tenants as existing leases come up for renewal.

I think the planning committee however need to keep in mind that this is an important location for office space and we need to see more grade A built around here to replace older stock being lost ( thinking about the loss of the office space above Edgbaston shopping centre and five ways shopping centre). But then this is a reason they should never have approved the Morrison's store without other uses above... while this development is largely appropriate and deserves to be judged on its merits

Plans approved for Birmingham 19-storey flats Aaron

Henderson Global has secured planning to convert its 19-storey Hagley Road offices in Birmingham into an apartment block.

It also received outline consent to build a new hotel or student accommodation building on the car park of the existing site.

No.1 Hagley Road building in the Five Ways area was built as offices in the 1970s and its current tenants include transport company National Express.

Local architecture practice, Associated Architects, who masterminded the Mailbox, has developed the new plans for around 180 luxury homes.

Four new penthouse floors will boast spectacular views and will add a new skyline feature at the top.

Martin Payne, fund manager at Henderson Global Investors, said: “We are delighted to have received consent for this scheme, having worked closely with the council and our advisors to ensure the consent allows a viable development of the site whilst providing for improvements to local amenities and providing for affordable housing.

“The proposals will not only give a viable long-term use to the building, but also generate the ability to greatly enhance the external appearance of this major landmark which sits in one of the key gateways to the city centre.”
