CoA doubts BoC’s P255-B take in ’11

POSSIBLE MISDECLARATION, UNDERVALUATION CITED

The Commission on Audit (CoA) doubted the tariff and duty collections of P255 billion reported by the Bureau of Customs (BoC) in 2011 saying that its audit showed spurious documents that put to question the reliability of BoC’s claimed figures.

“The system of checks and balances did not operate, casting doubt on whether there was understatement in the reported BoC cash collections of P255.313 billion due to misdeclaration; undervaluation; misclassification; and/or underdeclaration,” the CoA said in its report.

It was in September, 2011 that Customs Commissioner Rufino Biazon assumed office in place of resigned Aquino ally Angelito Alvarez.

On that year, BoC failed to meet its full-year collection target of P320-billion goal.

The CoA said cash collections reported by the BoC were doubtful because of the incomplete submission of cargo manifests and the corresponding import entries.

‘SIN’ tax revenues in March down by P2.25 billion


“Sin” tax take fell short of its March target by P2.25 billion despite the new excise-tax law that took effect at the start of 2013.

Kim S. Jacinto-Henares, Bureau of Internal Revenue (BIR) commissioner, said over the weekend that the decline in excise-tax revenues dragged the government’s main tax agency’s collection in March.

Tax collection dropped by P340 million to P74.8 billion in March this year from P75.2 billion in the same month last year.

Team PNoy sorties disable Abaya to fix menacing airport problems


Mounting complaints from hundreds of passengers stranded in various domestic airports against an unannounced flight delays, flight cancelations with no proper contingency by airlines to passengers with infants, comfort rooms with no water supply have all landed on deaf ears.

This developed as Transportation and Communications (DoTC) Secretary Emilio Joseph Abaya kept himself busy by actively joining the campaign sorties of the administration candidates Team PNoy at the peak of summer season when local and foreign tourists clogged small domestic airport terminals.

That's correct. Because I, and millions more smokers bought lesser packs of cigarettes when the prices rose due to the new taxation regs! Elasticity of demand in action (our lawmakers didn't factor that out).

Just to add balance on the report...On the same article posted above..

The decrease in collection for the first half was projected and is basically coming in as projected,” she said.

Henares added that they have factored a 70-percent decline in volume in January alone, while excise-tax revenues dropped by only 50 percent during the month.
