Large-scale office, residential, retail complex planned for Loudoun

A partnership announced plans Tuesday to bring 3 million square feet of office space, 1,800 homes and 600,000 square feet of retail space to the southwest corner of Route 7 and the Loudoun County Parkway.
Called One Loudoun, the joint venture between residential developer Miller and Smith and commercial developer The Meridian Group would build out a 360-acre parcel in Leesburg with amenities including a 300-room, four-star hotel and a World Trade Center.
The World Trade Center concept, a nod to the success of the former trade complex in Manhattan, is designed to promote commerce with other countries.
A portion of One Loudoun's office complex would be devoted to World Trade Center Dulles Airport, headed by the One Loudoun partnership and Michael Runde.
"The World Trade Center is more than an office building," Runde says. "It's one of the largest trade organizations in the world and serves more than 500,000 businesses. These projects have been known to attract and retain tenants at a premium rate."
There are 277 World Trade Center groups around the world, and the closest such complex is in Baltimore.
The proposal still needs to go through an approval process with Loudoun County. Information on the partnership's Web site says the project could break ground in 2008 and would be built out over 10 years.
The housing will contain a mix of single-family homes, townhouses, condominiums and rental properties, says Bill May, vice president of Miller and Smith.
Through One Loudoun's membership with the World Trade Center Association, the complex will also belong to the International Association of Science Parks, which will make it a draw for bioscience office tenants.
That should provide a nice synergy with the Howard Hughes Medical Institute complex being built across the road from One Loudoun's property on Route 7, May says.
"That's a strong play with Howard Hughes," he says. "We're going to get biomedical companies, biotech, international trade and high-tech firms. With companies like AOL and MCI located right down the Loudoun County Parkway, that's a strong tie with high-quality jobs."
One Loudoun will also bring P.F. Changs, Morton's, Maggianos, and McCormick and Shmicks to Loudoun.
