Plans to build massive waterfront city near Putrajaya




BEIJING: A massive canal city with a self-contained township comprising residential, commercial and tourism development with interconnected canal waterways will be built in Selangor.

The RM3bil project is being undertaken by Permodalan Negeri Selangor Bhd, the investment arm of the state government, and Kumpulan Europlus Bhd via Canal City Construction Sdn Bhd.

The proposed canal city would cover about 5,400 acres of land to be developed into a waterfront city.


The company has secured the participation of the Shimao Group, through the purchase of about 1,300 acres of land, within the Canal City project, which is located near Putrajaya.

The Shanghai-based Shimao Group, which is one of China’s leading property developers, undertook the signing of the sales and purchase agreement here in conjunction with the visit of Datuk Seri Abdullah Ahmad Badawi.

Deputy chairman Tan Sri Chan Ah Chye signed on behalf of the Malaysian group with Mr Hui Wing Mau, the chairman of the Shimao Group.

One of the Shimao Group’s projects is the Shimao Rivera Garden, where a total of RM3.6bil was channelled into investments to build a series of high-rise luxurious residential towers overlooking the Huangpu River in Shanghai.

The project was ranked No. 1 in the Shanghai property market for the year 2001 and 2002.

According to a press release, through the partnership, Shimao Group would invest about RM450mil in the purchase of land.

The sale of the land and development of the project would be used to finance the construction of two infrastructure projects.

They are the construction of the network of canals connecting the Klang River to the Kuala Langat River as part of a flood mitigation scheme in Selangor.

“A by-product of this construction project is the creation of a canal city occupying an area of about 5,400 acres,” it said.

It would finance the Shah Alam 2 Expressway connecting Shah Alam to Berjuntai Bistari, to be renamed Shah Alam 2.

“The 40km toll-free expressway will reduce travelling time from Shah Alam to Shah Alam 2 to about 23 minutes,” it added.

PNSB & Europlus In S'gor Infrastructure Privatisation Projects

KUALA LUMPUR, May 28 (Bernama) -- Permodalan Negeri Selangor Bhd (PNSB), the investment arm of the Selangor state government, together with Kumpulan Europlus Bhd (KEURO) will undertake two major infrastructure projects in Selangor.

The first involves the construction of a network of canals connecting the Klang River to the Kuala Langat River as part of a flood mitigation scheme.

The project complements the flood mitigation scheme to be undertaken by the federal government and a by-product of this construction project will be the creation of a canal city occupying about 2,185 ha (5,400 acres).

Europlus said the development of the canal city would bring further economic growth, businesses cum social activities, jobs and benefits to people of Selangor.

The second project involves the construction of a 40 km toll-free highway (known as Shah Alam 2 Expressway) connecting Shah Alam, Selangor's state capital, to Shah Alam 2 (previously known as Berjuntai Bistari).

The expressway will reduce travelling time from Shah Alam to Shah Alam 2 to about 25 minutes and its construction will also speed up the development of Shah Alam 2 as well as open up a corridor along the road for development, thus enhancing the economic growth of the whole area, Europlus said.

It said the canal city project would be privatised so as not to burden the Selangor state government. The project has been awarded to Canal City Construction Sdn Bhd, a company spearheaded by PNSB with Radiant Pillars Sdn Bhd, a subsidiary of Europlus as its partner and shareholder.

Canal City, a company with 70 percent bumiputera interest, has been given the task of designing, constructing and financing the project on a turnkey basis.

Europlus said Canal City would be developed into a modern water-front city.

The joint venture company has secured the participation of the Shanghai-based Shimao Group in the project. Shimao, one of China's largest property developers, will invest RM450 million for the purchase of about 526 ha (1,300 acres) or 24 percent of the land in Canal City and undertake property projects worth RM3 billion.

The proposed Canal City is located close to Putrajaya, Kota Kemuning, Putra Heights and Cyberjaya.

Tan Sri Dr Chan Ah Chye, Deputy Chairman and Director of Canal City, signed a sales and purchase agreement with Encik Hui Wing Mau, Chairman of Shimao Group, in Beijing, Friday.

Dominating the housing market

As a result of the merger and rationalisation with Kumpulan Europlus Bhd (KEB), Talam Corp Bhd, which is targeting RM1.5 billion in annual sales for the next three years, is set to reaffirm its position as one of the largest housing developers in the country.

Its executive chairman Tan Sri Chan Ah Chye said the company “is planning to concentrate on residential units” and not commercial properties although the property market “is recovering very well”.

“We believe it is better to wait for the demand for commercial units to go up before we develop more of such properties,” Chan said during a tour of 10 of the company’s projects last week.

The visit to Talam’s projects in the Klang Valley with Chan as tour guide arose as a result of the numerous inquiries the company received since the completion of the merger and rationalisation exercise with its parent company, KEB.

Attended by fund managers, financial analysts and members of the media, the tour provided an insight into the scale of Talam’s ventures.

One of the hottest developments featured was Canal City in south Klang Valley that will spearhead the company’s move into the high-end segment of the market.

Covering 4,300 acres, Canal City, which will be developed over the next 10 to 15 years, will have a total of 60,000 properties. Of this, Talam, which will be enlisting the participation of other parties in the venture, will only be undertaking the development of 15,000 units on 1,000 acres.

As part of the yet-to-be-signed agreement with the other parties, these properties will comprise higher-end products that are expected to match those found in ready townships such as Kota Kemuning and Putrajaya.

Canal City, which finds its genesis in the flood mitigation programme to be undertaken by KEB, is expected to commence in March next year.

Also noteworthy is Pinggiran Cyber, an integrated township near Cyberjaya featuring affordable residential units that will be developed on an 800-acre leasehold parcel with a gross development value of RM679 million.

Other developments covered by the tour were Lagoon Perdana (Sunway, Petaling Jaya), Taman Puncak Jalil (Bukit Jalil, Kuala Lumpur) and Saujana Putra (Kuala Langat bordering Puchong).

Participants were also taken to Talam’s developments in Puchong where they were briefed on the progress of Kinrara Perdana, Jalil Heights, Lestari Puchong, Saujana Puchong and Taman Lestari Permai.

putrajaya is a very nice city. my father works there. it has the most remarkable architecture is all malaysia. it will be very sad to see a copy of hong kong''s ifc built in putrajaya. the architect can do better than this.

KUALA LUMPUR: The Selangor state government will allow the development of Canal City to go ahead, despite the need to review some of the details regarding its effectiveness as a flood mitigation project with the developers, said Selangor Menteri Besar Tan Sri Khalid Ibrahim.

According to Khalid, the review is needed as the state government felt that canals were not the most viable solution to alleviate floods in the southern part of Selangor. He felt that the construction of retention ponds would be more appropriate.

“The canals may be able to prevent floods in the city itself, but ultimately could overflow rivers and cause flooding in other parts of the states. Our view is that the property development and flood mitigation work must go hand in hand to ensure the success of the project,” Khalid said after the dialogue session with Japanese investors here yesterday.

The RM10 billion-project essentially was mandated to Kumpulan Europlus Bhd (KEuro), a company where IJM Corp has an associate stake.

Separately, IJM Corp and KEuro has estsblished a joint-venture company to undertake the RM10 billion Canal City project which is essentially a property development over 1,983 hectares (4,900 acres) in Kuala Selangor. In return for getting the land from the state, the joint venture is to undertake a flood mitigation project for Selangor.


So far, the joint venture has invested some RM130 million in the construction of ponds and canals, resettlement expenses for the Orang Asli in the area and land acquisitions.

On foreign investments in Selangor, Khalid said the state has received RM5.88 billion in foreign direct investment (FDI) up to June this year, compared to RM4.8 billion in 2007. Discussions are under way with Q-Cells of Germany for a RM5 billion solar cells manufacturing plant, and the state is expected to announce another major investment from a UK-based company later this year.

Of the 1,447 Japanese companies currently operating in Malaysia, 617 or 42% of them are based or have operations in Selangor, a testament to the state’s popularity with the Japanese business community, said Khalid.

Khalid assured the Japanese investors that their concerns and needs would be given attention by the state government, and short- and medium-term measures are being planned to overcome the many challenges such as rising crime, traffic congestion and restriction of foreign labour.

Khalid also lamented the fact that almost 60% of the gas produced by Petronas Bhd in Kertih, Terengganu, was being sold to independents power producers (IPPs) while only 10% was for industrial use. “Pressure has to be exerted on Petronas by all parties concerned to ensure there are no empty gas pipelines in industrial areas,” he said.

The state is facing shortages of industrial land at this moment, as established industrial areas such as Shah Alam are almost filled up. Selangor Science Park 2, part of Klang Valley 2, the new growth area in Selangor comprising Sepang and Kuala Langat districts, is now being developed to be the new high-tech industrial centre.
