How does state govt the building of a state library preclude the LGA from building a local library (or, going further, a school from building a school library)? Sorry, but I fail to see how both are mutually exclusive.

What a beauty! Joblessbeggar, what I mean is that if the Local councils are effective there woudnt be dearth of basic infrastructure such as libraries, theaters, parks etc. etc. in each LGA. What worries me is that this Governor is unique in every sense and most Governors in Nigeria are not as effective, and so that if he were to leave office he would see his achievements that he worked so hard to accomplish dissapear quicker than a quick sand. If I were him, I would strengthen the Local councils for example by legislation, which would achieve the goal of decentralizing, and taking the real power to the grass roots level. With effective Local councils, each LGA will continue to build and expand upon existing infrastructures irrespective of how incompetent successive Governors may be.
