Another possibility is, of course, that the owner has been duped into an extremely disadvantageous contract, where he will bear the costs of a delay caused by the contractor, but I doubt a project on this scale would commit such a basic blunder with the contracts.
Getting a building up and finished is not always a race to an end date. There are many contracts to take into account, that are used to create a schedule. For instance if you a major tenant who is going to occupy a large part of the building, you may set the timing to align with their schedule. The last thing a developer wants is to have a completed building sitting empty for a year or two waiting for the tenants to move in.

Well not necessarily. Depends on the floor height (example stunning lobby with impressive high ceilings at the sacrifice of a floor). I prefer higher feet/meters to a lower floor count. You get higher ceilings

Very True. check out "Antilia", Mukesh Ambani's home. Most expensive in the world..at 2 billion dollars.
The home has 27 floors with extra-high ceilings. (Other buildings of equivalent height may have as many as 60 floors.)

Does pride come before a fall? That’s the theory at least behind what’s known as the “skyscraper index.” Andrew Lawrence, an economist at a British investment bank, posited in 1999 that the massive buildings were the product of overheated economies that quickly went bust. The Sears Tower was built just as the U.S. entered the paradox of stagflation. And as Malaysia stole the title of world’s tallest building, it was being engulfed by the Asian financial crisis.

Looking back in history, the Chrysler and Empire State buildings were completed one year into the Great Depression. Lawrence has extended his analysis from the 1800s to the 2010 anointment of the current title holder, the Burj Khalifa in Dubai, and found that the correlation still holds.

Yes, some people never heard of "correlation does not imply causation." That theory cherry-picks there examples where the correlation exists, and neatly ignores all the other examples where it doesn't. Lots of great, ambitious projects have been built during times of enduring prosperity.

But that only makes sense. Construction and the economy run in cycles. Construction tends to finish for tall buildings right around the end of the economic cycle. There may indeed be correlation but it appears to be proof that the causation is backwards.

"Moved" as in "operated and lifted things up and down" (preferrably more of the former), or as in "swung around in the wind because flexing reduces loads on the hinge"?
