HYDERABAD: The Hyderabad Metro Rail project appears to have hit yet another obstacle in the form of a recent high court judgment with the cash-strapped state government having to pay double the registration value of the land acquired for road expansion in the city.

While the additional burden on the exchequer is estimated at Rs 1,000 crore, the government, which is not in a position to spend that much money, has instructed the project concessionaire, Larsen & Toubro, to go ahead with the construction without road widening at many places.

Deputy chief minister Mahmad Mahmood Ali, who holds revenue portfolio, told STOI that the land acquisition committee constituted by the government had decided on Friday to pay thrice the land cost in rural areas and double the price in urban areas. "As far as Metro rail is concerned, land disbursement for commercial development, metro stations, and alignment is almost over and 269 acres have already been given. And the government wants to minimize the demolition of properties in the city with regard to the project," he added.

"Minimizing road widening is in the interest of the project and property owners. Instead of getting tangled in legal cases and wasting time, we thought it better to go ahead without road widening wherever it is possible," said NVS Reddy, managing director of Hyderabad Metro Rail Limited (HMRL).

The government's decision, however, has come at a time when the Research Design and Standard Organisation (RDSO) and Commissioner of Railway Safety (CRF) have started the mandatory tests on the first phase of the project between Nagole and Mettuguda, which is expected to be thrown open to public next March, and officials in the department of municipal administration and urban development feared that the compromise on the road widening might come under the scanner of the RDSO and CRF.

"There are places where the rail track is taking sharper turns than allowed. While the minimum radius of curvature allowed is 120 metres, at some places it is less than 90 metres making the turn sharper than allowed. In order to make these turns wider, we need to acquire more land around the area. But, our hands are tied owing to the government's latest decision. And, it may result in the project facing difficulties in getting safety clearances apart from creating traffic congestion during construction," said a MA&UD official.

As per the original plan, the government was expected to give right of way (RoW) for Metro after widening the road to 100 ft, for which land acquisition along the stretch is required. While the RoW has not been provided at many places in all the three corridors of the Metro rail project, following the high court verdict on November 27, the government has to pay twice the registration value of the land as compensation, according to the new Land Acquisition Act.

For instance, along the 4-km stretch of Greenlands- Ameerpet- Madhuranagar- Yousufguda-Srikrishna Nagar, over 650 properties including shops had been marked for demolition. While the registration value of the land in the area is Rs 65,000 per square yard, now the property owners are entitled to get Rs 1.30 lakh per square yard.

Similarly, buildings including White House, Life Style, Country Club, and Varun Motors have been marked for partial demolition in Begumpet where the registration value of land is Rs 80,000 to Rs 1 lakh per square yard. "We had earlier received a notice from government for partial demolition of our building. The GHMC officials visited us before the high court judgment and told that the land acquisition would begin soon. But now they are delaying the process. The GHMC authorities said they would re-work on compensation for the land to be acquired," said Suraj Prasad Agarwal, owner of White House building where the government has planned to acquire 225 square yards.

Seeking to make light of the matter, L&T officials said the company chose to carry out the works even without road widening for now, and it would demand wider space wherever required. "The issue is likely to come for discussion in the next review meeting headed by chief secretary Rajiv Sharma," said an L&T official.

I passed through entire Stage-I few days back, will post few pics. While I'm no expert it doesnt look like they can keep their Mar 21st date for starting operations. Still full-scale trial runs have not started and just test runs are going on. Except Nagole and Uppal where it is close the rest of the stations are still long way from completion with Mettuguda being the slowest. Forget about landscaping, bus bays, sidewalks, skywalks several basic facilities like roofs (of station, stairs), concourse, escalators, ground works are not completed or are in various stages. Only after all these they can apply for several clearances I've yet not heard much about recruitment & training of employees or is it not published and going on without knowledge of public.

They don't want the metro go through Badi Chowdi either. They want the metro to make a right turn at the MP mall, go all the way to Abids, make left turn and go to Mauzamjahi market and join the line 1 tracks there.
