Furthermore, the extension BSR wants to implemented have not passed the EIA clearance yet - so the extension should not be mixed without EIA clearance.

BMA and MRTA have their own ideas - after BMA has conceived BTS Skytrain by signing the contract in 1992, BMA has come up with their masterplan in 1995 but OTP and MoT have rejected the BMA plan but coming up with the plan that please MRTA instead - Worse, the government that control MoT (Ministry of Transportation) and the one that control BMA are from the 2 belligerent political party who have mutual hatred with full political animosity - just like 2 rival siblings in Mahabharata that led to Kurukshetra War.

Mangmoom Common Ticket Card

From October 1st, Mangmoom card can be used in all four rapid transit routes (BTS sukhumvit and silom line, MRT blue and purple line, ARL Airport rail link) as well as BMTA NGV busses, however at first the card can only be used at interchange train stations such as Chatuchak, Mo Chit, Asoke and Phayathai.

The Office of Transport and Traffic Policy and planning (OTP) is accelerating the installation of a Mangmoom card reader at all 4 main lines at interchange stations first for it to be available on October 1 as determined by the government. Then the installation on the remaining stations will follow, since it is complicated and takes a lot of time. It is expected that the Mangmoom card reader will be fully installed in all rapid transit stations in March 2018.

This is the official explanation, the real reason was that they were not happy with the passenger projections given by BSR in their offer. BSR justified the need for the extensions on the basis of being able to reach the passenger projections set in the MRTA tender documents.

Arkom has set the target for the Pink and Yellow line to be approved by the Cabinet by the end of this month. To do so, the proposed extensions for both the Pink and Yellow lines will not be included in the contract.

The acting Governor of MRT will call BTS this week to cut the extensions out of the main contract.

Construction of four electric rail routes in the capital at a cost of 358 billion baht will kick off this year, said Peraphon Thawornsupacharoen, deputy permanent secretary for transport.

The four lines are:
- the 34.5-km Pink Line (Khae Rai - Min Buri) worth 54 billion baht
- the 30.4-km Yellow Line (Lat Phrao - Samrong) valued at 52 billion baht
- the 16.4-km western Orange Line (Thailand Cultural Centre - Taling Chan) costing 121 billion baht and
- the 23.6-km southern Purple Line (Tao Poon - Rat Burana) worth 131 billion baht.

Mr Peraphon said the ministry was waiting for a conclusion on the Pink and Yellow lines' contracts detailing railway extensions from the Office of the Attorney-General and a committee set up under Section 35 of the Public Private Partnership (PPP) Act. The two projects will be forwarded to the cabinet for approval this month in order to sign the contracts in June, and start construction in July. The construction of both lines will take about three years, Mr Peraphon said.

As for the western Orange and the southern Purple lines, the ministry will seek cabinet approval for both projects in June, he said.

BTS/BSR update May 29th 2017: We expect to imminently conclude negotiations and sign contracts for both the Pink and Yellow Lines. Once the MRTA has handed over the required land, construction of the main lines can begin immediately, taking up to 39 months to complete. We estimate that full operation for both lines to be in 2020. The BSR JV proposed extensions to the Pink and Yellow Lines (under “the third envelope”) that should feed additional ridership. These extensions will require further legal processes such as EIA and Cabinet approvals, which may take at least 1 year to conclude.
In FY 2017/18 we expect additional lines to be open for bidding, such as the 16.3km Grey (Phase 1) Line, the 18.3km LRT Line and the 39.6km Orange Line. As a result of BSR JV being awarded the best bid for Pink and Yellow Lines, we believe we are in a much stronger position to win the Grey Line. This is because the Grey Line connects with both the Pink, the Yellow and the Green Line, allowing us to offer more seamless connections between these lines. The LRT Line is expected to be awarded to BTS as it connects with the Green Line and its depot is proposed to be situated on BTS Group land at Thana City that we have earmarked to the BMA without charge. We expect to participate in the bidding process for O&M services for the Orange line. No news on Thaksin station yet.

Good news - BSR just confirmed to me that the cabinet has approved the Pink and Yellow lines this morning 30th May 2017.

The Cabinet on Tuesday approved the awarding of a concession to BTS Joint Venture group to build the Pink Line rail route from Kai Rai to Min Buri district and the Yellow Line route from Lat Phrao to Sam Rong, at a combined cost of Bt100 billion.

The group comprises three listed companies: BTS Group Holdings, Sino-Thai Engineering and Construction, and Ratchaburi Electricity Generation Holding.

Under the concession, the government will invest Bt50 billion in the two projects by laying out an annual average of Bt5 billion over 10 years, with the remainder to be invested by BTS Joint Venture.
