Very much Happy for that !!
Hope central government allocate fund without delays and city corporation to well utilise in implementing basic and high-tech projects..
Also expecting some fund from Adani, IL&FS, Lulu, Rajadhani, RP, Infosys and other cooperate houses here for private party component.
I think we can discuss smartcity and AMRUTH projects here. So both funds will really help city to change its face !! But no news on AMRUTH as of now...

Elated Corporation makes smart plans for city

A Special Purpose Vehicle to be formed to execute the proposals under the Smart City Mission programme

Having being included in the Centre’s Smart City Mission, the Thiruvananthapuram Corporation now plans to constitute a special purpose vehicle (SPV) to execute the proposals under the urban development programme.

Speaking to media persons here on Saturday, Thiruvananthapuram Mayor V.K. Prasanth said that the local body had sought the consent of the State government to form the SPV that would have a Board of Directors chaired by the Chief Secretary.

While a government-nominated official would become the Chief Executive Officer (CEO), the other members of the Board would include the Mayor and the Secretary of the Corporation, representatives nominated by Central and State governments, and independent directors.

“While the administrative sanction has already been obtained for the purpose, we hope to constitute the SPV and subsequently, prepare a detailed project report at the earliest. The proposed activities will be launched this year,” he said.

Allocation

With an allocation of Rs. 1,386.10 crore, a lion’s share of the total project estimate had been earmarked for the Area-Based Development that would focus on the region including Palayam and East Fort, he said.

The other component, i.e., Pan-City Development, would be undertaken by utilising an amount of Rs. 152.10 crore.

First component

Among the ambitious projects to be taken under the first component would be the implementation of an effective decentralised waste management system by the year 2020.

The project involved installing aerobic bins, kitchen bins, and material recovery centres, among others.

“For the purpose, the Corporation has approved a by-law for constituting the Thiruvananthapuram Corporation Sanitation Management Committee for coordinating all related efforts. The various wings of the committee including its general body will be formed at the earliest. The local body also intended to undertake each stages of waste collection and disposal without depending on private agencies,” the Mayor said.

Proposed projects

Other proposed projects included ensuring round-the-clock water drinking water supply, setting up underground utility ducts across the city, constructing an adequate number of public toilets, establishing a warehouse and commercial complex at Chalai by retaining its rich heritage, and launching smart water metering services and smart traffic systems, he said.

A council meet that was held earlier welcomed the inclusion of the city in the mission and lauded the efforts made by the Corporation in achieving the distinction.

Smart City: Corporation to emulate Kochi’s ‘flawed’ SPV structure

THIRUVANANTHAPURAM: A day after the state capital topped the new list of 30 cities to be developed under the Centre's Smart City Mission, the city corporation, basking in its glory, seems to have made a wrong move. As the first step, the corporation has decided to blindly follow the Kochi corporation model in forming a special purpose vehicle (SPV) for the implementation of the mission.

As per a note issued by the office of mayor here on Saturday, the corporation plans to form an SPV comprising seven members, emulating Cochin Smart Mission Limited (CSML), the SPV in Kochi, which according to many officials could spell doom for the capital.

As per the guidelines of ministry of urban development (MoUD), each smart city will have an SPV, headed by a full-time chief operating officer (CEO) and nominees of Central, state governments and urban local body on its board. CSML failed in the timely execution of various steps prior to launch of various projects of the mission, mainly owing to the composition of its board of directors.

CSML had chief secretary (CS) of the state as its head while the guidelines say that municipal commissioner, divisional commissioner, collector or chief executive of urban development authority could be the chairperson. The state has had three chief secretaries between 2015 and 2017 and the first board of directors comprising ten members of CSML had to be reconstituted many times after the officials were constantly shuffled from their respective positions.

The result was that smart city project, which works on a sequential pattern of procedures, never gained pace in Kochi and progress has been sluggish. Even the selection of project management consultant turned out to be messy. Of the ten members of CSML board of directors, six officials were changed in one year - some retired from service, some proceeded on leave and in some cases, their portfolios changed.

Now, the city corporation has followed suit obliging to the decision of state high-powered steering committee. In a meeting held in March, the steering committee had directed the corporation to follow Kochi SPV structure and the latter accepted it without checking whether the model was worth emulating.

"To have the chief secretary at the helm, who is bogged down by many responsibilities and retires in a year, won't work for a project that needs constant monitoring. The board of directors should be able to work together for a long period,'' an official associated with the project pointed.

Pune municipal corporation, which was selected along with Kochi in the first list of cities for the mission, had formed the SPV with fifteen members on its board - independent directors, leader of the house, opposition members and councillors in addition to mandatory members prescribed by MoUD. "Such a model works because it ensures a steady team," officials noted.

Controversial remark

However, a remark made by CPI (M) councillor Aisha Baker that the “achievement was not due to the generosity of Union Minister of Urban Development Venkaiah Naidu” threatened to disrupt the rare show of camaraderie.
The Mayor soon ordered that the remark be expunged from official records.

I have been trying to get a copy of the Smart City Proposal Report for Thiruvananthapuram, prepared by I-DECK. Is it available in downloadable pdf format in any Government website. Or if anybody has got a copy, could it be shared here.

In all Newspaper Reports, the proposed Project Components are rather vaguely mentioned. Details are missing. Shall be thankful if anybody having the details could share them in this thread, so that we could have more fruitful discussions.

Concern over SPV model for Smart City projects

High-power steering committee to meet on July 14

The city Corporation seems to be drawing lessons from the failures of the Special Purpose Vehicle (SPV) model for the implementation of Smart City projects in other Corporations while forming a workable model for itself here.

When the State government’s high-power steering committee meets here on July 14 to discuss the formation of the SPV, the local body will put forward its concerns regarding existing SPVs in other Smart City projects.

According to an official at the city Corporation, one of the main concerns is regarding the members who will be part of it.

“The main concern is that there should be a workable model. We need members who can dedicate much of their time for the Smart City project because we have a tight deadline to follow. The first phase of work on the ground is scheduled to be completed by next year. So, we have to get moving fast and sustain the pace all through,” the official said.

Technical panel meeting

The technical committee of the Corporation, formed for the preparation of the Smart City proposal, will meet on July 3 to discuss the strategy for the high-power steering committee meeting. During the meeting, presentations on the Smart City execution in other cities will be done, based on which other points to be put forward will be decided. The local body is also planning to extend the technical committee’s tenure through the execution of the Smart City project.

After the formation of the SPV, another consultant will have to be selected for the preparation of the Detailed Project Report (DPR). Each individual project will have a separate DPR. Once the DPR is prepared, the high-power committee will provide the administrative sanction and technical sanction. According to officials here, after all these processes, the work on the ground is expected to start in four to five months.

Over the next four years, projects worth Rs. 1,538.2 crore will be implemented

Good to see the smart city project in moving in the right direction and pace.
While cities included in the first list are still in the early stage of discussions and planning we are moving forward with enthusiasm. No wonder we are fist in the list even on top of Bangaluru :cheers:

Smart City SPV by month-end

It will be registered as per Company Act, first meeting in August first week

The State government’s high-power steering committee that met here on Friday decided to form the Special Purpose Vehicle (SPV) with the Chief Secretary as the chairperson for the implementation of the Smart City project in Thiruvananthapuram Corporation. The government will appoint a Chief Executive Officer by July 30.

The other members of the SPV are the Corporation Mayor, Local Self Government Department Principal Secretary, Public Works Department Secretary, District Collector, Corporation Secretary, Water Authority Managing Director, Water Resources Department Secretary, Urban Affairs Director and Thiruvananthapuram Development Authority (TRIDA) Secretary.

The SPV will be registered as per the Company Act before July 31. The Corporation will appoint a Company Secretary for this purpose. The first meeting of the SPV will be held in the first week of August.

“The Corporation Secretary will be having the charge of the CEO, until the CEO is appointed. The Secretary will thus coordinate the initial activities, including e-tendering process, for the identification of a consultant,” said an official at the Smart City State Mission.

According to officials at the Smart City State Mission and at the city Corporation, the meeting took the decisions keeping in mind the learnings from the SPV formed for the Smart City project in Kochi Corporation.

Lessons from Kochi

The Corporation officials had expressed the local body’s requirement of members who can dedicate much of their time for the Smart City project, because of a tight deadline. The implementation of the project in Kochi had lagged owing to the non-availability of top officials.

“The general opinion in the meeting was that a top official like the Chief Secretary would be best suited to chair the SPV. We also might not have the issues of non-availability of the officials that Kochi faced as this is the capital city. The government has promised us that a young IAS officer will be made the CEO,” said a Corporation official.

The Corporation also requested for the continuance of its Smart City Cell, which the government has agreed to. The appointment of top officials from various departments in the SPV was aimed at ease of coordination of projects in these departments. The local body will later ask for a member with expertise in Information Technology.
