It took the Bureau of Internal Revenue’s disgraceful ad featuring a doctor sitting on a teacher’s shoulders for citizens to protest. However, this was only the latest installment in an increasingly alarming shame campaign that must be reexamined under the lens of human rights.

Commission on Human Rights Chair Etta Rosales recently criticized a Batangas mayor for parading an alleged tuyo (dried fish) thief around a market, his hands bound behind him, an “I am a thief” sign on his shirt. “While he was not physically harmed, he was treated with indignity and psychologically punished,” Rosales protested. Years ago, the CHR likewise sued Alfredo Lim, then Manila mayor, for spray-painting houses with the message that suspected drug pushers lived there. The Court of Appeals declared Lim’s shame campaign unconstitutional.

And in the case of some Filipino professionals working abroad, a few employers did not recognize the BE curriculum, or did not compensate Filipinos in the same way as professionals of other nationalities, because the latter was usually equipped with 12 years of basic education.

Thus, the department came up with the basic education curriculum reform program dubbed as K to 12, or the kindergarten plus grades 1-12.

Government should improve the services it provide to the people like providing more benefits from SSS, GSIS, Philhealth and Pag-Ibig.

On the other hand, government should discipline the management of these government agencies so that these people do not make these agencies as their personal piggy banks.

So there was a rumor that PNoy might remove some of the 1973 Presidential Decrees. He was warned that it could paralize the PH economy if he touch any of those hundreds of PDs:

Why spend money on ad instead of just catching tax evaders instead whoever they are? I think they are sending a wrong signal here by generalizing that all self employed professionals are tax cheaters.

To make the ad more effective, why can't a teacher carry let's say an SM mall or an airbus on her shoulders to really create a statement.

Only Congress can amend PDs. In any case, some PDs have to amended naman talaga because these are not responsive anymore to the current economic situation of the country. For example, maraming PDs ang nasa list ang about sa taxation. Some of our tax laws have not been adjusted for inflation since at least the Marcos administration kaya kelangan talaga i-overhaul ang mga yan especially na malapit na ang AEC sa 2015.

P.S. I hardly think revising some PDs there (like the granting of citizenship to an alien) would have any effect of the economy. Most likely, someone was just passionate enough to list a bunch of random PDs (I'd say at least a fourth of the list are not anything economy-related) and concocted a rumor.

Also, just to set the record straight, maraming "commenters" ang nagsasabi doon ng "Sinong Presidente ang nakagawa nito" at "ang haba ng listahan ng ginawa niya" etc. To recall, Marcos had executive and legislative powers under and arising from the Constitution. Kung di niya pinasara ang Legislative Assembly, eh most likely the congressmen would have passed those laws anyway.
