That's gonna be the heaven

PR10 corridor completed by 2012 at a total investment of $400 million

Construction is continuing on the last sections of the PR10 expressway across the mountains between Arecibo and Ponce. This connection has encountered frequent major engineering challenges throughout its many years of development, because of the difficult topography and ground conditions. However, the remaining missing segments between Utuado and Adjuntas should be completed within the next few years, creating new connectivity possibilities between the mountainous center and both the north and south coasts.

One of the most critical segments to finish the SIWHN is PR10, which has been under construction since the late 1970s at a cost of $287 million, confirmed José Hernández Borges, deputy executive director of the PRHTA.

PR10 has been built in 23 different stages or segments through the years. There are five segments pending between Utuado and Adjuntas, two are under construction and three will be up for bid in the next few years. PR10, when completed, will finally connect Arecibo to Ponce through a direct expressway, which González expects to be a necessary complement to the commercial traffic that will be generated in the Port of the Américas in Ponce.

Hernández estimates an additional investment of $100 million will be required to finish the project.

Another high-priority project is the construction of the second stage (8.5 Km.) of PR66 from Canóvanas to Río Grande. This second phase segment will go from the Belz Factory Outlet to the Gran Sol Meliá Resort (former Paradisus) entrance in Río Grande.

The total investment requirements, approximately $260 million vs. its toll revenue projection of $5 million are not enough to make it feasible to a public private partnership (PPP) based on its potential return on investment. “We are exploring the possibility of the PRHTA increasing its investment participation in the project to make it more palatable to the private sector or just completing it ourselves,” said González.

The PR3 corridor between San Juan and Fajardo has long experienced congested and hazardous conditions and, like the PR2 west corridor, is lined with roadside development.

Filling this gap in the SIWHN is critical to the future quality of life and economic growth of eastern Puerto Rico. This corridor links San Juan’s residents, airports, and port with the communities, businesses, and recreational and tourism activities of the northeast coast and with Culebra and Vieques, via ferry connections at Fajardo. This access improvement will also be critically important to the redevelopment of the former Roosevelt Roads Naval Station in Ceiba.

PR53 is projected to go from Salinas to Fajardo and connect with PR3. The Salinas to Guayama segment is completed, as is the segment from Fajardo to Yabucoa. The Yabucoa to Guayama segment is in the design stage with the exception of the Mariani Tunnels (610 meters), which are already under construction and should be inaugurated by November 2008 after an investment of

$135 million, explained Hernández.

The completion of PR53 through this area is critical to increasing accessibility for residents and businesses and to enhancing economic development opportunities. PR53 will also allow greater access to the scenic and recreational resources of the southeast coast.

“We are using all the material that was extracted from the Mariani site for additional construction along PR53. The same procedure will be followed in the construction of the 1 km. Santa Elena Tunnels as part of an additional segment of 6 km. in PR53 at an approximate investment of $300 million, which we expect to complete by 2017,” said González.

The two sets of tunnels will be connected by a high bridge with an observation area overlooking Vieques and Culebra and should become a tourist attraction, according to the PRHTA director.

The tunnel complex will be named after Vicente Morales, a community leader and preacher in the 1960s, who reportedly had a vision of two tunnels connecting the southeastern region with the rest of Puerto Rico.

Moving west, the PR2 from Ponce to Hormigueros will be converted into an expressway, eliminating traffic lights and intersections.

“Some segments, such as San Germán to Hormigueros, will be inaugurated this year and the last segments open to the public by March 2008. Then you will be able to drive from Ponce to the Mayagüez Mall without a red light or crossing traffic,” said González.

This 74-kilometer southwest corridor section of PR2 between Ponce and Mayagüez is the longest-remaining nonexpressway portion of the circumferential corridor. But according to Hernández, the conversion could save up to 30 minutes of traveling time.

The upgrading is important to the long-term development of the recreational and tourism opportunities of western Puerto Rico and especially the southwest coast. It is also an important truck freight link between the south and west coasts, and together with the PR2 west corridor, its role in the islandwide freight system will grow with the development of Rafael Hernández Airport as an important air cargo center and the Port of the Américas in Ponce as a major port.

Timing on the Hormigueros to Mayagüez segment is a question mark

“We are in talks with Mayagüez Mayor Guillermo Rodríguez to decide whether to proceed with the Hormigueros to Mayagüez segment prior to the Games [Pan American] to be held in 2010. He wants it finished prior to the games. If not, he would prefer we start building it afterward. The decision one way or another has to be made soon,” said González.

South of Aguadilla and on to Hormigueros, the PR2 highway often presents conditions incompatible with its importance as an element of the SIWHN. Traffic congestion problems occur throughout most of the day between Añasco and Hormigueros. Crossing Mayagüez proper is a complex proposition that in future will likely require partially diverting through-traffic to other existing or proposed north-south connectors, such as PR64 and PR102, which would then require upgrading, along with new connections to PR2 south of Mayagüez.

González said the Mayagüez to Aguadilla segment of PR2 will follow the same concept as the PR2 from Ponce to Hormigueros, building bypasses and eliminating intersections and red lights. It is presently in the design stage but it should be ready by 2012.
