SWR to remove 57 unmanned level crossings in State

Soon, the Bengaluru Division of the South Western Railways (SWR) will be able to bring down the number of accidents taking place at unmanned level crossings if the announcement made in the railway budget are anything to go by.

Railway Minister Suresh Prabhu announced that the Railways plans to eliminate a total of 3,438 level crossings at a whopping cost of Rs 6,581 crore. According to statistics provided by Railways, under SWR, there are 1,270 level crossings, of which 750 are manned and 520 unmanned. Officials said this number has been further reduced, as some of the unmanned crossings have been eliminated.

As per the budget announcement, this year, 970 Railway Overbridges (RoBs) and Railway Underbridges (RuBs) and other safety-related works would be taken up to eliminate 3,438 level crossings, across all states. To facilitate construction of RoBs and RuBs, a web-based application is being commissioned with user-friendly measures for online submission and approval of drawings within 60 days.

In the State, 445 unmanned level crossings will make way for RoBs/RuBs in a phased manner. This year, 57 such crossings will be removed, out of which 22 are in Bengaluru Division alone, said SWR officials. Besides, SWR is planning to convert 100 unmanned level crossings into manned ones. These also include seven unmanned crossings identified as most accident prone in SWR.

On an average about two dozen accidents take place in the jurisdiction of SWR annually, which includes Hubballi, Mysuru and Bengaluru divisions.

Though the number is far less than the national average, officials are making efforts to minimise the number. Railway officials said accidents at unmanned level crossings are due to error of judgment and negligence on the part of road users trying to cross the tracks when trains are approaching. Last year, the Centre had asked the Railways to eliminate all 12,518 unmanned crossings in the country. Lack of funds is delaying the move.

Officials said unmanned crossings are eliminated or converted based on physical monitoring of unmanned level crossing for 24 hours, detailing of trains crossing in that time and multiplying the number with road vehicles moving at the crossing.

Based on this, unmanned crossings are either turned into manned ones or low-height subways are constructed at the site so that light motor vehicles can pass through or diversions at a distance of 200 to 300 metres made for road traffic.

This new line should have been Harihar/Rannebennur to Gadag may be? And would have avoided crossing Tunga
If D-C-T is completed it will have lot of serpent turns and can avoid 40 kms i think.,
Anyways something is better than nothing, we need a direct line to Vijapura from Bengaluru , avoiding H-D.

The last pending would be D-B direct line.

I feel its our duty to honour these young minds to motivate others also.

Existing line distance between Bengaluru-Vijayapura is 720 km

With the new lines,
Bengaluru-Tumakuru-Chitradurga-Davanagere-Amaravathy colony junction(Harihara): 273 Km
Amaravathy colony junction(Harihara)-Harapanahalli-Gadag: 125 km
Gadag-Vijayapura: 192 km

ನಗರದ ಉತ್ತರ ಕರ್ನಾಟಕ ಸಣ್ಣ ಕೈಗಾರಿಕೆಗಳ ಸಂಸ್ಥೆಯ ಸ'ಾ'ವನದಲ್ಲಿ 'ಾರತ ಸರಕಾರದ ಸೂಕ್ಷ್ಮ, ಸಣ್ಣ ಮತ್ತು ಮ'್ಯಮ ಉದ್ದಿಮೆಗಳ ಇಲಾಖೆ ಹಾಗೂ ರಾಜ್ಯ ಸರಕಾರದ ಕೈಗಾರಿಕೆಗಳು ಮತ್ತು ವಾಣಿಜ್ಯ ವಿ'ಾಗದ ಸಹಯೋಗದಲ್ಲಿ ಶುಕ್ರವಾರದಿಂದ ಆರಂ'ಗೊಂಡ ಎರಡು ದಿನಗಳ ರಾಷ್ಟ್ರಮಟ್ಟದ ಮಾರಾಟ ಅಭಿವೃದ್ಧಿ ಕಾರ್ಯಕ್ರಮ ಹಾಗೂ ಕೈಗಾರಿಕಾ ಪ್ರದರ್ಶನ ಉದ್ಘಾಟಿಸಿ ಅವರು ಮಾತನಾಡಿದರು.

ರಾಜ್ಯದಲ್ಲಿ ಉತ್ಪನ್ನಗಳ ಮೇಲೆ ಶೇ. 14.5ರಷ್ಟು ವ್ಯಾಟ್ ವಿಸಲಾಗುತ್ತಿದೆ. ಆದರೆ ಪಶ್ಚಿಮ ಬಂಗಾಳ, ಪಂಜಾಬ್ ಹಾಗೂ ಮಹಾರಾಷ್ಟ್ರ ಮತ್ತಿತರ ರಾಜ್ಯಗಳಲ್ಲಿ ಉತ್ಪನ್ನಗಳ ಮೇಲೆ ಶೇ.2ರಷ್ಟು ಮಾತ್ರ ವ್ಯಾಟ್ ವಿಸಲಾಗುತ್ತಿದೆ. ಆದ್ದರಿಂದ ನೈರುತ್ಯ ರೈಲ್ವೆಯು ವ್ಯಾಟ್ ಹೊರೆ ತಗ್ಗಿಸಲು ನೆರೆಯ ರಾಜ್ಯಗಳಿಂದ ಉತ್ಪನ್ನಗಳನ್ನು ಖರೀದಿ ಮಾಡುತ್ತಿದ್ದು, ಇದರಿಂದ ಆದಾಯಕ್ಕೂ ಪೆಟ್ಟು ಬೀಳುತ್ತಿದೆ ಎಂದು ಹೇಳಿದರು.

ಸಾರ್ವಜನಿಕ ವಲಯದ ಸಂಸ್ಥೆಗಳು ಕೈಗಾರಿಕಾ ಉತ್ಪನ್ನಗಳ ಖರೀದಿಯಲ್ಲಿ ಶೇ.20ರಷ್ಟನ್ನು ಕಡ್ಡಾಯವಾಗಿ ಸಣ್ಣ ಮತ್ತು ಮ'್ಯಮ ಕೈಗಾರಿಕೆಗಳಿಂದ ಖರೀದಿಸಬೇಕು ಎಂದು ಹೊಸದಾಗಿ ಜಾರಿಗೆ ಬಂದ ಕೈಗಾರಿಕಾ ನೀತಿ ಹೇಳುತ್ತಿದೆ. ಹೊಸ ನೀತಿಯಿಂದ ಸ್ಥಳೀಯ ಹಾಗೂ ಸಣ್ಣ ಮತ್ತು ಮ'್ಯಮ ಕೈಗಾರಿಕೆಗಳಿಗೆ ಹೆಚ್ಚಿನ ಪ್ರೋತ್ಸಾಹ ಸಿಗಲಿದೆ ಎಂದು ವಿಶ್ವಾಸ ವ್ಯಕ್ತಪಡಿಸಿದರು.

ಉದ್ಯಮಿ ವಿಕ್ರಮ ಶಿರೂರ ಮಾತನಾಡಿ, ಸಣ್ಣ ಮತ್ತು ಮ'್ಯಮ ಕೈಗಾರಿಕೆಗಳು ಉತ್ಪಾದನೆ ಹಾಗೂ ಸರಬರಾಜುಗಳಲ್ಲಿ ಹೆಚ್ಚಿನ ಮುತವರ್ಜಿ ವಹಿಸಿದ್ದಲ್ಲಿ ಎಲ್ಲ ಕೆಲಸಗಳು ಸುಲ'ವಾಗುತ್ತವೆ ಎಂದರು.

ಮೈಕ್ರೋಫಿನಿಶನ್ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕ ತಿಲಕ್ ವಿಕಂಶೀ, ಮಹೇಶ ಬುರ್ಲಿ ಹಾಗೂ ಮೋಹನ 'ರಮ್ಮಕನವರ ಮಾತನಾಡಿದರು. ನೈರುತ್ಯ ರೈಲ್ವೆ, ಗೇಲ್ ಇಂಡಿಯಾ, ಎನ್*ಎಂಡಿಸಿ, ಎಚ್*ಎಎಲ್ ಸೇರಿದಂತೆ 65ಕ್ಕೂ ಅಕ ಕಂಪನಿಗಳು ಉತ್ಪನ್ನಗಳನ್ನು ಪ್ರದರ್ಶನಕ್ಕಿಟ್ಟಿವೆ.

ಕೊಪ್ಪಳ ; ಹೈದರಾಬಾದ್ ಕರ್ನಾಟಕ ಪ್ರದೇಶದ ಕೊಪ್ಪಳ ಹಾಗೂ ರಾಯಚೂರು ಜಿಲ್ಲೆಗಳ ಜನರ ಹಲವು ವರ್ಷಗಳ ಕನಸಾದ ಮುನಿರಾಬಾದ್-ಮಹೆಬೂಬ್*ನಗರ ರೈಲ್ವೆ ಮಾರ್ಗದಲ್ಲಿ ಪ್ರಯೋಗಾರ್ಥ ರೈಲ್ವೆ ಎಂಜಿನ್, ಸೋಮವಾರ ಸಂಚರಿಸಿದ್ದು, ಹೊಸ ಭರವಸೆ ಮೂಡಿದೆ.

ಈ ರೈಲ್ವೆ ಮಾರ್ಗಕ್ಕೆ 18 ವರ್ಷಗಳ ಹಿಂದೆಯೇ ಶಂಕುಸ್ಥಾಪನೆ ನೆರವೇರಿಸಲಾಗಿದೆ. ಭೂ ಸ್ವಾಧೀನ ಪ್ರಕ್ರಿಯೆ ಸೇರಿ ಎಲ್ಲ ಕಾಮಗಾರಿಗಳು ಹಲವು ವರ್ಷಗಳವರೆಗೆ ನನೆಗುದಿಗೆ ಬಿದ್ದವು. ಈ ಅವಧಿಯಲ್ಲಿಯೇ ಆಂಧ್ರ ಪ್ರದೇಶದಲ್ಲಿ ಆರಂಭವಾಗಿದ್ದ ರೈಲ್ವೆ ಕಾಮಗಾರಿ ರಾಯಚೂರಿನವರೆಗೆ ಮುಗಿದು, ರೈಲು ಸಂಚಾರವೂ ಆರಂಭವಾಗಿದೆ. ರಾಜ್ಯ ವ್ಯಾಪ್ತಿಯ ಕೊಪ್ಪಳ ಬಳಿ ಬಹುದಿನಗಳ ಬಳಿಕ, ರೈಲ್ವೆ ಮಾರ್ಗ ಕಾಮಗಾರಿ ಮುಗಿದು, ರೈಲ್ವೆ ಎಂಜಿನ್ ಸಂಚರಿಸಿರುವುದು ಪ್ರಯಾಣಿಕರ ಸಂತಸ ಇಮ್ಮಡಿಗೊಳಿಸಿದೆ. ಇಷ್ಟು ವರ್ಷಗಳ ಕಾಮಗಾರಿಯಿಂದ ಕೊಪ್ಪಳ ಜಿಲ್ಲೆ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಕೇವಲ 14 ಕಿ.ಮೀ.ವರೆಗೆ ಕಾಮಗಾರಿ ಮುಗಿದಿದೆ. ಸಿಂಧನೂರು ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಭೂ ಸ್ವಾಧೀನ ಪ್ರಕ್ರಿಯೆ ಇನ್ನೂ ಪೂರ್ಣವಾಗಿಲ್ಲ. ಗಿಣಿಗೇರಾದಿಂದ ಗಂಗಾವತಿಯವರೆಗೆ ಭೂ ಸ್ವಾಧೀನ ಮುಗಿದಿದೆ.

ರೈಲ್ವೆ ಇಲಾಖೆಯ ಎಕ್ಸಿಕ್ಯೂಟಿವ್ ಎಂಜಿನಿಯರ್ ಶಿವಕುಮಾರ್ ಅವರು ಈ ಸಂದರ್ಭದಲ್ಲಿ ಮಾತನಾಡಿ, ''ಗಿಣಿಗೇರಾದಿಂದ ಜಬ್ಬಲಗುಡ್ಡದವರೆಗೆ ('0' ಕಿ.ಮೀ.ದಿಂದ 14.50 ಕಿ.ಮೀ.)ರೈಲ್ವೆ ಮಾರ್ಗ ಕಾಮಗಾರಿ ಪೂರ್ಣಗೊಂಡಿದೆ. ಪರೀಕ್ಷಾರ್ಥವಾಗಿ ರೈಲ್ವೆ ಎಂಜಿನ್ ಓಡಿಸಲಾಗುತ್ತಿದ್ದು, ಮುಂಬರುವ ದಿನಗಳಲ್ಲಿ ಉಳಿದ ಕಾಮಗಾರಿ ಪೂರ್ಣಗೊಳಿಸಲಾಗುವುದು. ಚಿಕ್ಕಬೆಣಕಲ್ ಗ್ರಾಮದವರೆಗೆ ಕಾಮಗಾರಿ ತ್ವರಿತವಾಗಿ ನಡೆದಿದೆ. ಮೂರು ತಿಂಗಳಲ್ಲಿ ಕಾಮಗಾರಿ ಮುಗಿಯುವ ಭರವಸೆಯಿದೆ. ಗಂಗಾವತಿ ನಗರದವರೆಗೆ ಕಾಮಗಾರಿ ಮುಗಿಯಲು ಇನ್ನೂ 1 ವರ್ಷ ಬೇಕಾಗಬಹುದು'' ಎಂದರು.

ಕಾಮಗಾರಿ ತ್ವರಿತ:

''ಸಿಂಧನೂರು ನಗರದವರೆಗೆ ಭೂ ಸ್ವಾಧೀನ ಪ್ರಕಿಯೆ ಮುಗಿದಿದೆ. ಆದರೆ ಸಿಂಧನೂರಿನಿಂದ ಗಂಗಾವತಿ ಮಾರ್ಗದ ಕಡೆ ಭೂ ಸ್ವಾಧೀನ ನಡೆದಿಲ್ಲ. ಭೂ ಸ್ವಾಧೀನ ಪ್ರಕ್ರಿಯೆ ಮುಗಿದರೆ, ಉಳಿದೆಲ್ಲ ಕಾಮಗಾರಿಗಳು ತ್ವರಿತಗೊಳ್ಳಲಿವೆ'' ಎಂದು ಶಿವಕುಮಾರ್ ತಿಳಿಸಿದರು.

ನಾಲ್ಕು ತಾಸು ತಡ

ರೈಲ್ವೆ ಮಾರ್ಗದಲ್ಲಿ ಪ್ರಯೋಗಾರ್ಥವಾಗಿ ಸಂಚರಿಸಬೇಕಿದ್ದ ರೈಲು ಎಂಜಿನ್, ನಾಲ್ಕು ತಾಸು ವಿಳಂಬವಾಗಿ ಆಗಮಿಸಿತು. ಹುಬ್ಬಳ್ಳಿಯಿಂದ ಕೊಪ್ಪಳ ತಾಲೂಕಿನ ಗಿಣಿಗೇರಾ ರೈಲ್ವೆ ನಿಲ್ದಾಣಕ್ಕೆ ಬೆಳಗ್ಗೆ 10 ಗಂಟೆಗೆ ರೈಲ್ವೆ ಎಂಜಿನ್ ಆಗಮಿಸಬೇಕಿತ್ತು. ಎಂಜಿನ್ ಬರುವುದು ವಿಳಂಬವಾಗುತ್ತಿದ್ದಂತೆ ಆರಂಭದಲ್ಲಿ ಪ್ರಯೋಗಾರ್ಥ ಸಂಚಾರವನ್ನು 12 ಗಂಟೆಗೆ ನಿಗದಿಗೊಳಿಸಲಾಯಿತು. ಆದರೆ ರೈಲ್ವೆ ಎಂಜಿನ್ ಪ್ರಯೋಗಾರ್ಥವಾಗಿ ಸಂಚರಿಸುವ ವೇಳೆಗೆ ಮಧ್ಯಾಹ್ನ 2 ಗಂಟೆ ಮೀರಿತ್ತು. ಕಾಮಗಾರಿ ಹಲವು ವರ್ಷಗಳಿಂದ ಆಮೆಗತಿಯಲ್ಲಿ ಸಾಗಿದೆ. ಪ್ರಯೋಗಾರ್ಥ ಸಂಚಾರಕ್ಕೆ ಬರಬೇಕಿದ್ದ ರೈಲ್ವೆ ಎಂಜಿನ್ ನಾಲ್ಕು ತಾಸು ತಡವಾಗಿ ಆಗಮಿಸಿ, ಇಡೀ ಯೋಜನೆಯ ನಿಧಾನಕ್ಕೆ ಕನ್ನಡಿಹಿಡಿಯಿತು.

ಶೆಟ್ಟಿಹಳ್ಳಿ, ವಿಜಯನಗರ, ಜಯನಗರ, ಸಿದ್ದ ರಾಮೇಶ್ವರ ನಗರ, ನೃಪತುಂಗ ಬಡಾವಣೆ, ಮಾರುತಿ ನಗರ, ದೇವನೂರು ಸೇರಿದಂತೆ ಆ ಭಾಗದಲ್ಲಿ ಬರುವ ಹಲವು ಬಡಾ ವಣೆಗಳ ಸಾವಿರಾರು ನಿವಾಸಿಗಳು ಪ್ರತಿನಿತ್ಯ ಕಚೇರಿ, ಮನೆಗಳಿಗೆ 5-6 ಕಿ.ಮೀ. ದೂರ ಸುತ್ತಿ ಬರಬೇಕಿದೆ. ಕಾಮ ಗಾರಿ ಕುಂಟುತ್ತಾಸಾಗಿದ್ದು, ಒಂದು ವರ್ಷ ಕಳೆದರೂ ಅಂಡರ್*ಪಾಸ್ ರಸ್ತೆಗೆ ಬೇಕಾದ ಭೂ ಸ್ವಾಧೀನಪಡಿಸಿ ಕೊಳ್ಳುವಲ್ಲಿ ಅಧಿಕಾರಿಗಳು ಮೀನಮೇಷ ಎಣಿಸುತ್ತಿದ್ದು, ಕಾಮಗಾರಿ ವಿಳಂಬವಾಗಲು ಕಾರಣವಾಗಿದೆ ಎಂದು ಪ್ರತಿಭಟನಾಕಾರರು ಆರೋಪಿಸಿದರು.

ಕಳೆದ ಮೂರ*್ನಾಲ್ಕು ತಿಂಗಳ ಹಿಂದೆ ಅಧಿಕಾರಿಗಳು ಜೆಸಿಬಿ ಯಂತ್ರಗಳಿಂದ ರಸ್ತೆ ಅಗೆದು ಕೇವಲ ಅಂಡರ್*ಪಾಸ್ ರಸ್ತೆ ನಿರ್ಮಿಸಿ, ಸರ್ವೀಸ್ ರಸ್ತೆ ನಿರ್ಮಿಸದೆ ಕೈತೊಳೆದುಕೊಳ್ಳಲು ಮುಂದಾದಾಗ ಸ್ಥಳೀಯರಿಂದ ವಿರೋಧ ವ್ಯಕ್ತವಾದ್ದರಿಂದ ರಸ್ತೆ ಕಾಮಗಾರಿ ಮತ್ತೆ ಸ್ಥಗಿತಗೊಂಡಿದ್ದು, ಅಕ್ಕಪಕ್ಕದ ಕಟ್ಟಡದವರು ಓಡಾಡಲು ಆಗದಂಥ ಪರಿಸ್ಥಿತಿ ನಿರ್ಮಾಣವಾಗಿದೆ.

ರಸ್ತೆ ಒತ್ತುವರಿ ಕಗ್ಗಂಟು...: ಕಾಮಗಾರಿ ನಡೆಯುತ್ತಿರುವ ರಸ್ತೆಯ ಎರಡೂ ಬದಿ 10 ಅಡಿ ರಸ್ತೆ ಒತ್ತುವರಿ ನಂತರದ ಭೂಮಿಗೆ ಪರಿಹಾರ ನೀಡುವುದಾಗಿ ಅಧಿಕಾರಿಗಳು ಮತ್ತು ಜನಪ್ರತಿನಧಿಗಳು ಸಭೆ ನಡೆಸಿದಾಗ ಭೂಮಾಲೀಕರು ಇದಕ್ಕೆ ಒಪ್ಪಿಕೊಂಡಿದ್ದರು. ಆದರೆ ಕೆಲ ಜನ ಪ್ರತಿನಿಧಿಗಳ ಒತ್ತಡಕ್ಕೆ ಮಣಿದ ಅಧಿಕಾರಿಗಳು ಶೆಟ್ಟಿಹಳ್ಳಿ ರಸ್ತೆಯ ಬಲಬದಿಯ ರಾಘ ವೇಂದ್ರ ಮಠದ ಬದಿಯಲ್ಲಿ ಯಾವುದೇ ಒತ್ತುವರಿ ಯಾಗಿಲ್ಲ, ಎಡ ರಸ್ತೆ ಬದಿಯಲ್ಲಿ 20 ಅಡಿ ಒತ್ತುವರಿ ಯಾಗಿದೆ. ಉಳಿದ 20 ಅಡಿ ಒತ್ತುವರಿ ನಂತರವಷ್ಟೇ ತಮ್ಮ ಭೂಮಿಗೆ ಪರಿಹಾರ ನೀಡವುದಾಗಿ ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿ ದ್ದರಿಂದ ಬೇಸತ್ತ ಭೂ ಮಾಲೀಕರು ಎರಡು ಬದಿ ಸಮನಾಗಿ ಭೂಮಿ ಕೇಳಿದರೆ ಕೊಡುತ್ತೇವೆ. ಇಲ್ಲ ವಾದಲ್ಲಿ ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ತಮ್ಮ ಭೂಮಿ ಕೊಡುವುದಿಲ್ಲ ಎಂದು ಪಟ್ಟುಹಿಡಿದಿ ರುವುದು ಬಿಕ್ಕಟ್ಟು ಪರಿಹಾರವಾಗದಿರಲು ಕಾರಣವಾಗಿದೆ.

'Hubballi-Ankola railway project awaits Supreme Court nod'

Karwar: "The Central Empowered Committee (CEC) has submitted its report on the Hubballi-Ankola railway project. Soon, the Supreme Court will be approached for kick starting the project keeping in view the necessary modifications which have to be made based on this report", informed Union Railway Minister Suresh Prabhu here on Monday.

Speaking to media persons in Karwar, Mr Prabhu said that the CEC report has mentioned about the elephant corridor and other environmental issues. The government is ready to implement the project without causing much harm to the forests, elephant corridor or any other biodiversity element. The work will begin as soon as the Supreme Court shows green signal.

Progress of railways

He expressed happiness that the railway budget has been showing good results. "Target was set for annual; revenue collection of Rs 8,000 crore for strengthening the railways. But already, Rs 1, 500 crore revenue has been collected. There has been a rise in good transportation. Emphasis is being laid on railway safety and cleanliness. There are plans to make compost of the waste collected in the railway", he said.

Encouraging tourism

He informed that he is visiting all the railway stations in the country to inspect cleanliness and other facilities. A facility in Konkan Railway is very important as its potential tourist destination. He also expressed that they have plans to run trains keeping in view the tourists spots. Mr Prabhu said that the steps will be taken to upgrade the railway stations on the Konkan route and to introduce double line in Konkan.

Training to drivers

He said that the auto rickshaw and taxi drivers at Konkan railway stations have been given training on how to behave with tourists. Target has been set up to provide self-employment to nearly 10,000 people and presently 1,000 people have been employed.

Connecting to port

Speaking about railway connectivity to ports, Mr Prabhu said that that Belekeri and Tadadi ports in Uttara Kannada district must be developed like Gujarat with private partnership.

Mookambika Road Byndoor Station undergoes a sea change

The Mookambika Road Byndoor Railway Station, catering mainly to pilgrims visiting Kollur Mookambika Temple in Udupi district, has undergone a silent, but an enormous change. In the place of a dingy building, a large station building with several passenger amenities is getting ready to serve passengers.

Konkan Railway Corporation Ltd. (KRCL), under whose jurisdiction Byndoor falls, has taken up the renovation work.

While the old station building was located on the eastern side of the track (towards Western Ghats), the new building has come up on the western side, thus bringing the station closer to the National Highway.

Electrification cabling works between Gulbarga-Wadi-Guntakal happening at amazing pace... target completion is Mar 2016.... Currently Yadgir station is cabled completely now.. expect in one year electric locos

Railway committe Interim report on Restructuring of Railways

Railway Committee Interim report recommends restructuring of Zones and also favored reduction of railway zones as it feels currently there are too many zones below are some details from the report


There can be no reforms of any type without transiting to such a commercial accounting system. Of the 17 zones in IR, one happens to be Kolkata Metro, established in October 1984. There are other metro railways in the country and they have nothing to do with IR. Why should Kolkata Metro be a part of IR? For the record, Kolkata Metro’s working expenses are far in excess of itsearnings and its operating ratio, depending on the year, is almost 300.

Why was a decision taken to include Kolkata Metro as an IR zone, instead of making it independent? For a long time, IR possessed only 9 zones. East Central (with headquarters in Hajipur)and North Western (with headquarters in Jaipur) were added in 2002. East Coast (with headquarters in Bhubaneswar), North Central (with headquarters in Allahabad), South East Central (with headquarters in Bilaspur),South Western (with headquarters in Hubli) and West Central (with headquarters in Jabalpur) were added in 2003. Such new zones may have limited multiplier effects in the immediate vicinity, though there are opportunity costs of those expended resources also. But, in terms of economic rationale, the arbitrary creation of zones does not add to IR’s efficiency, however defined. In whatever fashion efficiency is defined, and despite the dangers of a post hoc ergo propter hoc kind of fallacy, by every efficiency indicator, IR’s efficiency was better with 9 zones than with 16. Indeed, Kota division is rather a strange example. It is part of West Central and the headquarters are in Jabalpur. Kota to Jabalpur is a distance of 656 km and takes about 11 hours by train. The headquarters of North Western division is in Jaipur. Kota to Jaipur takes less than 4 hours by train. Why is Kota division not part of the North Western zone? This too underlines the extreme arbitrariness in decision-making


There are too many Zones and Divisions a nd thus a rationalization exercise is required. Further, Kolkata Metro should not be treated as either a Zone or as a part of IR.

As per report Lines with utilization of 100% in KA are as below

Yelahanka-Penukonda SIngle line more than 100% (Second line sanctioned)
Guntakal-Raichur Double line more than 100% ( they should plan for 3rd line )
Gulbarga-Hotgi single line more that 100%(Second line work in progress)
Sakleshpur-Mangalore single line more than 100%(should plan for 2nd line)
Vikarabad-Bidar single line more than 100% (should plan for 2nd line)

if this report is implemented than Zones will get complete autonomy and also number of zones will surely be reduced(may be to 5 North(Delhi) East(Kolkotta) South(Chennai) West(Mumbai) and Central(Nagpur) and making them more accountable in terms of profit/Loss Income expenditure

Do they also talk about Konkan? Lazy to read the report.
Between if whole of South India is under one roof it should be a central location.
