4.11 Environment Clearance for International Airport at Keezhallur & Pazhassi
Panchayat, Thalassery, District Kannur, Kerala by M/s Kannur International
Airport [F.No. 11-90/2011-IA-III]

As presented by the project proponent, the project involves construction of
International Airport at Keezhallur & Pazhassi Panchayat, Thalassery, District Kannur,
Kerala. The total land area of the airport is 525.50 ha. The proposed runway length or area
related to the aircraft movement is 3,400 mtr. The proposed built-up area is 50,000 sq.mtr.
The runway of 3400 m x 45 m proposed. The proposed passenger capacity expected is 3,200
(international, arrival – 1,600 and departure – 1,600) and 1,200 (domestic, arrival – 600 and
departure - 600). The proposed flight operation per day is 27 arrivals and 27 departures. The
estimated water requirement will be 110 KLD (fresh water requirement – 68 KLD) and waste
water generation will be 46.00 KLD. The waste water will be treated and about 42.00 KLD
recycled. The solid waste generated is 517 Kg/day. Total power requirement is 2,500 KW.
Three number of 750 KVA DG sets are proposed. The expected project cost is Rs. 1,130
Crores.
The proposal was examined by the EAC in its meeting held in February, 2012 and
finalized ToR including conduct of Public Hearing. The Public Hearing conducted on
18.12.2012 at Mattannur Municipality. The issues raised are connectivity, source of water for
the project, solid waste treatment etc. The responses submitted by the proponent were
examined by the Committee.
During the discussion, the following points emerged:

(i) Clearance shall be obtained from Central Ground water Board for the ground
water drawl as applicable.
(ii) It is indicated that about 30421no of trees are required to be cut. Necessary
permission from competent authority shall be obtained for tree cutting.
Compensatory tree plantation of at least 1: 3 ratio shall be carried out and
cost provision should be made for regular maintenance. In addition, minimum
3 rows of the trees in canopy formation – about 15 m width along the
boundary shall be provided.
(iii) Shall obtain approval of Forests Department/ wildlife warden for the
proposed Peacock Conservation Plan.
(iv) Shall have proper Traffic circulation plan to avoid conflict at the entry and
exist in view of the proposed connectivity to the present 12 m wide road which
is expected to be widened to 24 m.
(v) There shall be no open dumping or storage of Solid waste
(vi) Rehabilitation and resettlement for the reported 123 families shall be as per
the local norms.
(vii) CSR activities viz. Medical schemes, education, infrastructure facilities shall
be carried out as committed.
(viii) All the recommendation of the EMP shall be complied with letter and spirit.
All the mitigation measures submitted in the EIA report shall be prepared in a
matrix format and the compliance for each mitigation plan shall be submitted
to MoEF along with half yearly compliance report to MoEF-RO.
(ix) Submit the intersection plan of the proposed second approach to the Airport.
(x) Shall submit the energy and water conservation measures along with the
details of % saving.
(xi) Submit the details of earth cutting and filling for the project.
The Committee recommended the proposal for EC Clearance after submission of
the information (ix), (x) & (xi) with the above condition in the Clearance letter for strict
compliance by the project proponent.

Kannur airport to get green approval soon


NEW DELHI: The ministry of environment is likely to give its nod for the proposed international airport project in Kannur soon. A final decision on the matter now rests with Union environment minister Jayanthi Natarajan, after a high-level panel has recommended the granting of green clearance to the airport.

The decision to recommend the environmental clearance for the airport was taken at the recent meeting of the Expert Appraisal Committee (EAC) for Building Construction, Coastal Regulation Zone, Infrastructure Development and miscellaneous projects.

The project proponents have been asked to submit details regarding the intersection plan of the proposed second approach to the airport, the energy and water conservation measures and the details of earth cutting and filling for the project before granting final approval. The airport is planned to be built at Keezhallur and Pazhassi Pachayats in Thalassery. The airport-second in Malabar region-will have a built-up area of 50,000 sq metre and it requires a total land area of 525.50 hectares.

The panel assessed the possibility of environmental damage the project cause before recommending it for approval. The committee has also asked the Kannur International Airport Ltd (KIAL) for a detailed rehabilitation and resettlement package for about 123 families, which will lose their land to the project. For the estimated 30,421 trees that would face the axe, the committee recommended compensatory plantation in the ratio of 1:3.

The KIAL will have to get clearance from the Central Ground Water Board for drawing groundwater. The panel also asked project proponents to obtain approval of the wildlife warden for the proposed Peacock Conservation Plan.

The announcement of a request-for-proposal (RFP) bidding schedule for the construction of the Kannur International Airport is expected to give a new momentum to the airport project coming up at Mattannur here.

Seven companies have been shortlisted from bidders participated in a request-for-qualification tender floated for determining eligible companies for engineering, procurement, and construction (EPC) contract to do earthwork, runway construction, and other works .

As per the RFP bidding schedule announced by Minister of Ports K. Babu in the Assembly on Thursday in reply to a submission from A.P. Abdullakutty, MLA, the RFP bidding would be issued on March 30 and the last date for receiving queries was April 15. The pre-bid meeting would be held on April 16, while the bid due date and due date for opening technical proposal would be May 15. Financial bids would be opened on May 20. The letter of award (LOA) would be issued within 10 days of bid date and the contract agreement would be signed within 20 days of the issue of the LOA. The seven shortlisted companies are Sanjose Gammon JV, Larsen and Tourbro Ltd., TAV-Essar, EKO-Unity JV, OJSC Sibmost – Gayatri JV, GMR Infrastructure, and ITD Cementation India Ltd. The companies were shortlisted by Kannur International Airport Ltd. (KIAL) director board meeting on March 20, according to information from the office of the Minister.

The Minister also informed that the third-phase land acquisition process for the airport project was under way. An extent of 1,278 acres had already been acquired for the airport. The total land requirement was 2,000 acres. The State-level empowered committee had already approved the land price proposed by the district-level purchase committee after re-negotiating the price of land for acquiring 642 acres.

Greenfield road

A major infrastructure work envisaged as part of the airport project is the Kannur-Mattannur greenfield road. The Kerala State Road Fund Board has been entrusted to do the survey work for the project.

The Minister informed that the survey work was in progress. The Hong Kong-based AECOM Asia, which had been appointed the integrated project consultancy for construction of the airport, had prepared a new master plan of the airport. The Minister said the master plan had been approved by the director-board meeting. The master plan had been prepared in consultation with the Directorate General of Civil Aviation, Airport Authority of India, Bureau of Civil Aviation Security, and the Indian Meteorological Department.

Kannur airport work in 2 months


Thiruvananthapuram: Construction activities at the Kannur International Airport would begin within a couple of months. The project’s master plan was approved by the director board of the Kannur International Airport Limited on Wednesday.

Announcing this, ports minister K. Babu said in the assembly on Thursday that the environmental clearance for the project was awaited.

Replying to submission by A.P. Abdullakutty (Cong), the minister said seven firms have been shortlisted by the director board for participation in the financial bid for the air-side construction activities. Sanjos Gammon JV, Larsen and Toubro, TAV-Essar, EKO – Unity JV, OJSC Sibmost – Gayatri JV, GMR Infrastructure, and ITD Cementation India were the firms.

The master plan was prepared in consultation with agencies like the Director General of Civil Aviation, the Airports Authority of India and the Bureau of Civil Aviation Security, the minister said.

Babu said the defence ministry had extended the no-objection-certificate for the project by five more years and accepted the state’s plea to take ten acres of land on lease. The Kerala Road Fund Board would be constructing the green-filed roads to the airport.

Kannur airport: uncertainty looms large over compensation


Third phase of land acquisition is nearing completion


Even as an Expert Appraisal Committee of the Ministry of Environment has recommended environmental clearance for the proposed Kannur airport and steps for the third phase of land acquisition are nearing completion, uncertainty looms large over fixing the compensation for civil structures.

During the second phase of land acquisition, the value of buildings was assessed on the basis of Public Works Department (PWD) rates in 2008-09.

When the rates for the third phase were finalised in 2011, an 18 per cent appreciation in the rates was recommended.

Meanwhile, a letter was forwarded by the Kerala Industrial Infrastructure Development Corporation (KINFRA) in early 2011 to the Transport Secretary to fix the price for buildings and houses according to the PWD rates in 2010.

However, a government order is yet to be passed, and the 2008 prices prevail.

One of the land owners said there would be a depreciation of Rs.4 lakh on the total assessed value of a house that cost over Rs.20 lakh if the earlier rates were to be implemented.

Nearly 100 people whose land would be acquired in the third phase face a similar situation.

The appraisal committee, in its recommendation for environmental clearance, had asked Kannur International Airport Ltd. to provide rehabilitation and resettlement package to the affected families as per local norms. A decision in this regard is yet to be taken, C.P. Prakash Babu, a landowner and action committee member, says.

A meeting in September last with the District Collector had put to rest many apprehensions of the land owners’ action committee, which approved of the revised rates for their land.

Deck cleared for eco nod to Kannur airport

TRIVANDRUM - A high-level committee under the federal Ministry of Environment and Forest has recommended environmental clearance to the proposed international airport at Kannur in north Kerala.
The Expert Appraisal Committee (EAC) for Building Construction, Coastal Regulation Zone, Infrastructure Development and Miscellaneous projects gave the recommendation subject to conditions related to compensatory plantation, rehabilitation of the displaced families and waste treatment.

The Kannur International Airport Limited (KIAL), the company developing the fourth international airport in the state, has also been asked to increase the width of the approach road to the airport from the present 12 metre to 24 metre. The company has to plant 91,263 trees against 30,421 trees that would face axe, provide better living conditions to 123 families, which will lose their land to the project, and set up plant for disposal of waste.

The panel’s recommendation is vital for getting the final environmental clearance for the project, hanging fire for more than two decades now. The airport company is expecting the node of the Ministry of Environment soon.

The airport, which is estimated to cost Rs7 billion, is scheduled to be operational by the end of 2015. The tendering process for engineering, procurement, and construction (EPC) contract for the earthwork, runway, and pavements of the airport has already commenced.

The airport coming up at a total land area of 525.5 hectares spread across the Keezhallur and Pazhassi panchayats on the Kannur-Mysore Road will have built-up area of 50,000sq mt. An airport at Kannur is a long standing demand of the expatriates from Kasargod, Kannur and part of Calicut districts as well as the industry.

It is being developed in a private-public participation mode on the lines of the successful Cochin International Airport Ltd or CIAL. The state government holds 26 per cent of the equity, while 23 per cent will be given to public sector undertaking and two per cent to government promoted companies.

The balance is earmarked for institutional investors, companies, cooperative societies /banks, NRIs and residents. Buoyed by the success of the first Greenfield airport at Cochin, the NRIs has been demanding more shares in the KIAL.

The Cochin International Airport Limited, in which more than 10,000 NRIs have invested, has offered 16 per cent dividend to the shareholders during 2011-12 fiscal, when it recorded a net profit of Rs1.02 billion.

RFP issued to seven firms for Kannur airport work

Seven companies, including two Indian ones, were on Monday given the Request for Proposal (RFP) documents for awarding the engineering, procurement, and construction (EPC) contract for the earthwork, runway, and pavements of the international airport near Mattannur in Kannur. The other five companies are based in Spain and Turkey. The RFP was issued by the Kannur International Airport Ltd (KIAL) from its office here.

All the companies were given the master plan, topographic survey, contour survey, grid level, and geotechnical report that has soil characteristics. The seven companies were shortlisted by the evaluation committee of the KIAL headed by the Special Officer and Managing Director V. Thulasidas and the consultant from among the 19 bidders.

Mr. Thulasidas, who is stepping down on Tuesday to join Oman Air as advisor and director board member, told The Hindu that the companies had the freedom to change the master plan if the new one took less time and was cost-effective. The changes would have to be accepted by KIAL and consultant, he added.

The companies will have to give the financial bid and in the next 45 days the pre-bid meeting will be held. KIAL has worked out a time schedule to evaluate the financial bid and award the contract by July so that the work can commence after monsoon in August.

The works to be awarded include all civil and electrical works of the airport except infrastructure such as terminal building, air traffic control tower, and other ancillary structures of the greenfield airport that is to come up on Kannur-Mattannur-Mysore road. It is estimated to cost around Rs.700 crore.

Although it was initially decided to float only tenders for earthwork, the KIAL board decided to include the runway and pavements in the EPC contract. Only one company from among the 26 had qualified for the bid for earthwork.

Mr. Thulasidas, who was working without accepting remuneration for the last four-and-a-half years, said he was moving on with the satisfaction that he could use his expertise in the aviation field for his home State after retiring as CMD of the national carrier. :applause: “The Air India Express launched during my tenure and the Aircraft Maintenance Base will benefit Kerala immensely,” he said.

The EPC II that will include the works for the integrated terminal building, air traffic control tower and technical block of the airport will be awarded once the earthwork begins and the platform is ready.

No offence to the designers, but to be honest, I am afraid if this is some design that has been lifted from some chinese/east asian designers. The interiors mostly contain oriental people and the planes read United States of America. I do not have a good opinion about strict anti plagiarism actions taken in our universities and research institutes.

Having said that, I would be extremely glad if my apprehensions are proven wrong. If this is their genuine design, it is highly creative and these yongsters deserves a lot of appreciations and support.

V.N. Chandran to be MD of KIAL

State to approach AAI to get services of Thiruvananthapuram airport director

The government has sought the services of V.N. Chandran, Director of Thiruvananthapuram International Airport, from the Airports Authority of India (AAI) for appointing him as the Managing Director (MD) of Kannur International Airport Limited (KIAL).

The decision to approach the AAI to get the services of Mr. Chandran on deputation comes in the wake of the Cabinet nod to appoint him as the MD of the KIAL in place of V. Thulasidas who resigned on April 30 after serving four-and-a-half years to become Adviser and Director Board member of Oman Air.

Official sources told The Hindu that the government had decided to write to the AAI seeking that Mr. Chandran be relieved at the earliest so that formal orders on his new posting could be issued. Principal Secretary Tom Jose now holds the charge of the MD of the KIAL.

The decision to appoint Mr. Chandran has come as a surprise in the aviation sector as the names of many, including senior IAS officials such as V.J. Kurian, MD of CIAL; Mr. Jose; and former AAI member P.S. Nair were doing the rounds.

The new MD’s appointment comes at a time when the engineering, procurement, and construction contract for the earthwork, runway, and pavements of the fourth international airport in the State near Mattannur in Kannur is to be awarded.

Biggest challenge

The biggest challenge for the new MD will be to stick to the schedule for making the Kannur airport operational by December 2015.

Mr. Chandran, who has been serving as Director of Thiruvananthapuram International Airport since June 26, 2012, is in the grade of General Manager, and was all set to be elevated as Executive Director in the AAI.

He was transferred on October 21, 2010 from here as Airport Director, Bhubaneswar, following a controversy over commissioning of the Rs.300-crore international terminal complex that has come up on the city side.

Mr. Chandran, a native of Ernakulam, earlier served as Deputy General Manager (Air Traffic Control) here before being promoted as Airport Director.

Yes, What kind of administration? A Man accused by Kerala society for his attempts to scuttle DMRC out of Kochi Metro, who even raised qualifications and validity of India's Metroman ES into Kochi Metro, for which the govt were asked to punish him, got promotion from PWD dept to Principal secretary- Civil Aviation, even scuttling out V.J Kurien out of the position, despite of the fact, he has the best experience in the field.......

‘Kannur airport work by September’


Works on the Kannur airport will start by September, Minister for Ports K. Babu has said.

He told mediapersons here on Tuesday that the government will sign a memorandum of understanding with the construction company on August 10.

The resignation of the Managing Director of Kannur International Airport Ltd (KIAL) would not affect the work, Mr. Babu said adding that a new MD would assume office shortly.

The whole rail discussions around kannur airport is confusing and stays away from reality. Media says A Kannur - Mattannur Railway line is good for airport . At the same time also reports about Thalassery - Mattannur Railway line. And now we are discussing about Mono Rail which covers Payyannur Taliparama Kannur Thalassery and may be Mattannur too... How a govt can approve all these projects for one District in same period.

I think we should focus on Thalassery - Mysore railway line, instead of Kannur - Mattannur Railway line. If Mono Rail comes in future the line should be like Payyannur - Taliparamba - Kannur - Thalssery and an alterantive route of Payyannur - Taliparamba - Mattannur - Iritty (depends on the development of Iritty Municipality) is also preferable. By doing this Mono Rail can cover whole most of the integral part of Kannur Dist.

The airport is not in the way of Thalassery-Mysore line. It passes some where near Thillankeri near Mattannur. I don't see Tly-Mysore rail happening due to heavy financial burden and environmental concerns. Whereas we can have a suburban line to Iritty from Kannur or Thalassery. The airport is in Kannur-Mattannur route. Also KIAL has identified space for railway station in their master plan. They are ready to share land for that. Cost of Kannur-Mattannur line would be less than 200 crores. So that is feasible.

I don't see monorail coming in near future. Even if it comes it is extremely costly. So it would be limited to 10-25 km. Even in Kozhikode it is coming in 15 km. Future expansion to airport will add only another 15 km. So there no chance that it will run through 100+ km in Kannur. Monorail is suitable for short distance urban stretches. It would cost 100 crores/km. Normal railway would cost only 6 crores/km.

Govt set to launch Kannur airport project runway work

The state government is set to launch the work of the runway and allied constructions of the proposed Kannur airport. The airports wing under the department of port is gearing up to invite financial and technical bids from the seven shortlisted firms to choose the final implementing agency.The state had shortlisted them from among 20 companies that responded to the expression of interest (EoI) invite.

The shortlisted companies comprise GMR, L&T, Essar-TAV, ITD Cementation, Sanjose, Gayatri and Eco-Unity, which include Turkish, Spanish and Russian firms having joint ventures with Indian companies. The pre-bid meeting was held here on May 23.The runway and allied construction phase of the project is estimated to cost Rs 700 crore. The government's main criterion while floating the EoI was that the bidder should have undertaken works worth at least 75% of the estimated project cost of Rs 525 crore.The earthwork and airfield activities include construction of runway and allied tarmacs, runway lighting, taxiway lighting, setting up electrical substation, fire station, workshop, and communications buildings on the air-side.The government representatives are also scheduled to meet senior officials of ministry of environment and forests next week for the environment clearance.

This would be followed by another set of activities, including construction of ancillary buildings, parking bays, apron, drainage and culverts, etc.Another major project phase would focus on city-side facilities, including construction of terminal buildings, aerobridges, etc. Once the contractor is chosen, the government expects to complete the construction in two years.Meanwhile, the survey department has completed the aerial survey for the proposed road to the project site. The initial idea was to widen the existing road from National Highway 17 to the site.

The government went for a feasibility study, only to find that there were over 1,400 built-up structures on both sides of the road. They will have to be demolished if the existing road has to be widened.The government has now decided to go for a greenfield road. The 17-km road will have the standards of a national highway, with service roads and utility corridor.

Deadline for vacating airport land


People living in houses in areas acquired for the Kannur International Airport coming up near Mattannur here have been given deadline to vacate the houses and dismantle them.

An official press release here on Tuesday said the Kerala Industrial Infrastructure Development Corporation (Kinfra), which is taking over land for the airport project, urged the residents in the area acquired for the project to leave and dismantle their houses and disconnect their power connections within a week.

If the residents failed to abide by the direction, the residents would be evicted from their houses, the electricity connection in their houses snapped, and the structures dismantled without any prior warning, the press release said.

Kerala govt suggests Chandramouli as Kannur International airport chief

THIRUVANANTHAPURAM: The Kerala government has expressed interest in nominating G Chandramouli to the post of managing director of Kannur International Airport.

Kerala had earlier expressed interest in offering the post to V N Chandran, who is currently the airport director at Trivandrum International Airport and had released a government order, dated May 4, to the effect. V Thulasidas, special officer and MD, Kannur International Airport Ltd, tendered his resignation from the post on April 30.

Sources in minister K Babu's office said that chief secretary Bharat Bushan was keen to suggest Chandramouli's name., especially as AAI had failed to respond to Kerala's request for Chandran to be sent on deputation.

Chandran was transferred, almost overnight, in October 2010, during the commissioning of the new international terminal building. He had pointed out that the defects liability period of the new building was ending and had pushed for a timely inauguration.

Bushan said it was a cabinet decision to nominate Chandramouli, who is, at present, the GM Commercial at AAI, New Delhi. "Though the Kerala government had requested for Chandran to be sent on deputation, the AAI did not want to release him, as Chandran has only a few years left to retire. The job as Kannur airport MD would require at least a 36-month commitment," said Bushan.

Interestingly, Thulasidas, who retired as Kannur airport MD, had continued in the post even after his retirement.
