Centre’s nod for fresh EIA study on Aranmula airport project


New Delhi: The Ministry of Environment & Forests (MoEF) has given approval for conducting fresh Environment Impact Assessment (EIA) study for the proposed Aranmula Airport project.

The sanction was given after considering the KGS Group’s plea on the matter. The company’s application was considered by an expert committee under MoEF which met on July 29. The committee has also recommended the authorities concerned to collect opinion from local people on the airport.

The committee also examined the state and central governments’ earlier decisions, giving in-principle approval for the airport in the area and also cancellation of environmental clearance thereafter.

The committee, meanwhile, dismissed BJP state President Kummanam Rajasekharan’s plea not to give approval for EIA. The minutes of the committee also state that the authorities have to inform them about the cases coming up against the airport project.

Though an EIA was conducted earlier as per the directives of the MoEF, the National Green Tribunal nullified it stating that the agency which carried out the study has no government recognition.

Hopes revived for Kerala’s fifth international airport

Federal authorities sanction environmental impact study for airport site in Aranmula

Thiruvananthapuram: After years of controversies delaying the realisation of an international airport in Kerala’s Pathanamthitta district, hopes have been revived with India’s federal authorities sanctioning an environment impact study for the project.
The proposed site for the airport is in Aranmula in Pathanamthittta, a district known for its large number of non-resident Keralites.
If realised, it will become the fifth international airport in the state after those at Thiruvananthapuram, Kochi, Kozhikode and Kannur. The Kannur airport is in the final phase of construction.
The federal forest and environment ministry has accorded sanction for conducting an environment impact assessment study for the proposed Aranmula airport on the basis of a request by the KGS group, a Chennai-based company which is the promoter of the project.
An earlier study had been conducted on the same lines, but its findings were turned down by the National Green Tribunal on the grounds that the agency that conducted the study lacked the credentials to do it.

The federal authorities have also asked the promoters to take the opinion of the local residents regarding the requirement of an airport in the area.
The main opposition to the airport had come from the local leaders of the Bharatiya Janata Party and the Rashtriya Swayamsevak Sangh. However, the latest development suggests that the national leadership of the BJP may ask the local leaders who are opposing the project to change their stand.
The airport is considered a boon for residents of Pathanamthitta, Kottayam, Idukki, Alappuzha and Kollam districts, who have to travel far and sometimes even stay overnight to catch flights from the Thiruvananthapuram and Kochi airports.

Already the CM said yesterday KGS group can go ahead with environmental impact study, but state Govt. won't support and give permission for the airport. so for next 5 years no chance for get approval for Aranmula airport

Aranmula: Govt to ground airport project

The state government has decided to cancel the permission granted for the proposed Aranmula airport project.

The Law Department gave legal opinion to the government to rescind the committee constituted to look into the implementation of the project and to cancel the project’s permission. Following this, Chief Minister Pinarayi Vijayan ordered to take immediate steps to cancel the notification declaring the land as industrial area and also to examine whether the government order granting in-principle sanction to the project by the V S Achuthanandan regime at the fag end of its term in 2011. Based on CM’s direction, steps were taken to cancel the sanction.
“Since the in-principle sanction was issued with the approval of the council of ministers, steps are being taken to place the matter before the council of ministers for revoking it. Necessary notification will be issued for revoking the notification after due vetting of the Law Department,” sources said.

Law Department officials said the National Green Tribunal had quashed the environmental clearance for the project and it was upheld by the Supreme Court. Hence, there was no legal impediment for the government to rescind the earlier decision.

The government found the project area constituted large tract of paddy and wet lands which could not be legally converted for the purpose of a private company. The provisions of the Land Reforms Act, especially the ceiling provisions, will also come to play regarding the title and ownership of the land.
