I know that on the older trams they had a wooden cage that would drop down and scoop up any passanger that fell in front of the tram (assuming they didn't get caught in the wheels) it was a really old fashioned design but did seem to work I saw it in action once when I worked there one summer, do the new trams have some sort of equivilant?

Modern trams usually have an angled barrier infront of the wheels to stop pedestrians going under, though it doesn't always save lives as the report into the death of a man in Manchester said he was crushed by the design of the protection itself.
