Why do so many foreigners not realise the difference between the UK and England?

What part of the UK do you live in (if you even do!) as around here the only England flags are those flown on churches and sometimes (alongside Union flags) along streets/outside hotels etc.

Chavs and yobs don't go round waving English flags... well, not around here!

And if you think that just because the England flag is used at football matches (which isn't surprising... as it's the England team ) it's then strongly associated with the odd football hooligan (which is so 1980s) then

I associate the English flag with the EDL, which is mostly comprised of football yobs and chavs. No one else (except the CoE) flies the English flag but them, and if I saw an English flag flying from a car or a house, I would assume the person was either a football fan or a bit of a racist chav.
