remember that list only counts "city proper" not suburbs or other surrounding areas

I think if you say 10 or 14 million you would include people not registered in tabien baan (household registries) right?? those official lists might only count official residents of each city (cause they cant accurately count other transient people just passing through casually etc.).....

well just like others have said, the first list only counts the city proper area. so it might be that most pop in Manila don't live in the city proper well, i am not too proud to be on this kind of list anyways

Yeah, I agree with cHemon krub.
being a populous city shouldn't convey anything good.

However, the information I got from the Bank of Thailand (Thai economy at a glance) says this:

Population 62.36 million* (8 million in Bangkok)
* Based on 2005 Central Registration Database, as of 28 April 2005
