Yeah, this plan will probably take that long without another investor:

However, the two images below indicate what should be completed this year:

There's progress being made, even if it is really slow.

Away I'd hope What's all the space inside the stadium's podium being used for?

But yeah, I was talking more about planting them right around the stadium on the podium itself. It's really nasty up there... grey, windswept, and when you go into the stadium to escape it, you're met with more of the same only minus the wind.

whats with the bizarre windswept car parks, surely this area would offer more value if the car parks were underground or densified into a large multistory car park?

Exactly! Look at the boulevard it's 1/3 boulevard 2/3 car park, disgusting. I can strongly say this is the worst large scale urbanisation 'improvement' failure in the last 10 years!

What's even worse that those impressions show some greenery and even a soccer-field on the roof of the buildings while most of the public space is reserved for parking. Perhaps it's a modern interpretation of Houston's great planning.

That car park next to Olympic Way already exists, but will be redeveloped like the rest of the area in phase 3, whilst the huge car park next to the stadium will be developed in phase 4:
