Here are two announcements Bolloré released recently about CAMRAIL:

Cameroon - Chad railway:
The two countries soon linked by train

18 March 2015

As the extension of the Cameroon railway continues to progress towards Chad, with Bolloré Africa Logistics as project engineering partner, the 3rd session of the Cameroon-Chad Rail Commission was held in Yaoundé (Cameroon) from March 2 to 5 2015. The meeting was chaired jointly by Robert Nkili, Cameroon’s Minister of Transport, and Haoua Acyl Ahmat Aghabach, Secretary of State for Civil Aviation and National Meteorology, representing Chad’s Ministry of Infrastructures, Transport and Civil Aviation. Together they restated their intention to fully complete the rail extension project between Ngaoundéré in northern Cameroon and N’Djaména, the capital of Chad. During the meeting, the Commission members took time to visit the Ebaka quarry at Bélabo and the production site for the ballast and concrete sleepers being used in the renovation and modernisation of the existing rail network. The heads of the delegations congratulated Bolloré Africa Logistics for the quality of its installations.

The next meeting of the Cameroon-Chad Rail Commission is scheduled for September 2015 in N’Djaména.

Camrail passenger service:
A new electronic ticketing service with Orange Money

Cameroon. 16 March 2015

Camrail, operator of Cameroon’s national rail concession, in collaboration with Orange Cameroon, has officially launched an electronic ticketing service for its InterCity trains. Operational since February 4 2015, the service, open to Orange network subscribers, implements the Orange Money application to enable paperless train ticket sales. In other words, passengers who have subscribed to the Orange Money system can buy InterCity rail tickets directly from their mobile phones up to two hours before departure. The new payment method facilitates access to InterCity rail tickets, saving time for passengers who now have an alternative to booking their rail travel by e-mail, telephone, at station ticket offices or from partners. E-ticketing is a significant enhancement in the service quality that Camrail is offering its passengers as the company celebrates 15 years of operations in Cameroon. Camrail already hopes to extend its electronic ticketing service to other telephone operators.

The locomotives mentioned in the article and shown in the picture look identical with the newest version of the Grindrod RL30SCC-3.

Camrail to receive five new trains in the July-September 2015 period

(Business in Cameroon) – In the third quarter of 2015, Cameroon Railways (Camrail) is to receive five new trains while five others will be delivered in 2016 by the South African company Grindrod. The announcement about these new acquisitions was made on 16th July 2015 in Douala at “inspection visit” paid by Cameroonian Transportation Minister, Robert Nkili.

Besides the revelation about these acquisitions, which are intended to boost the transportation capacities of French group Bolloré’s subidiary, the Cameroonian rail company also presented recently acquired equipment intended to secure rail travel.

These investments are a part of the No. 2 amendment to the concession with the Cameroonian government, which provides 230 billion FCFA worth of investments for the 2009-2020 period, of which 158 billion will be paid by the concessionaire. From this point of view, for 2015, Camrail plans to invest 22 billion FCFA to improve its equipment.

Cameroon: Second Railway Investment Plan Due in Three Months

By Victorine Biy Nfor

The Inter-ministerial Ad hoc Committee in charge of drawing up of an Investment Plan for Phase Two, PQ2, of the project to modernize railway infrastructure has three months to submit the final document. The task was handed down to the committee by the President of the Inter-ministerial Committee in charge of Railway Infrastructure, COMIFER, who is also the Minister of Transport, Prof. Robert Nkili. He told committee members that they have until December 2015 to submit a feasibility report on the 2016-2020 investment plan.

Brighter Days Ahead!

The context of railway infrastructure development in Cameroon has changed, with the country rejoicing over the ownership of a railway master plan. It provides for the extension of the country's railway line to neighbouring Chad. There is also need to connect the Kribi Deep Seaport to mineral production zones. The Ad hoc Committee therefore has the daunting task of drawing up an investment programme on railway infrastructure, equipment and logistics to meet demand.

The Committee is also expected to propose the allocation of investment resources between government and the country's railway concession, Bolloré Group subsidiary, Cameroon Railways, Camrail. Also of concern is the need for the committee to provide an update of previous contractual obligations of the State and the concessioner as well at the State engineer. Meanwhile, four sub-commissions with focus on infrastructure, movable equipment, financial as well as contractual commitments between Cameroon and Camrail, have been put in place.

Lofty Balance Sheet

The first Railway Investment Plan, PQ1, was from 2009-December 2013. The project sourced FCFA 101 billion against contractual engagements of FCFA 103 billion, with financial commitments evaluated at 96 per cent. The yield on the government side was lofty, with Prof. Robert Nkili revealing that 40 passenger coaches and vans were purchased of the planned 53.

Over 25 km of the 175 km on the Batchenga-Ka'a rail line were rehabilitated during PQ1, though it has since increased to 60 km. Cameroon Railway Company, Camrail, purchased 50 platform wagons and refurbished goods transportation equipment, acquired 25 petroleum wagons, eight new locomotives and rehabilitated equipment for transporting merchandise, amongst others. The overall investment plan to span 2009 to 2020 is evaluated at FCFA 230 billion.
