Remove 30 hotels in Ajyad ..

Regarding the projects of Al-Ruwais, Khuzam, and King Abdul Aziz Road in Makkah, the Emir said the companies which were assigned to develop these areas were set up before the final regulations of unplanned neighborhoods had been approved.

Prince Khaled announced that a professional team is studying the negative aspects of previous development projects to correct all mistakes.

Saudis urged to invest in homeland projects

3 December 2013

Makkah Gov. Prince Khaled Al-Faisal on Sunday urged Saudi businessmen to invest their money in the Kingdom to take the country to greater heights.

“Saudi Arabia is now going through an unprecedented phase of progress,” he added.

Prince Khaled was speaking at a signing ceremony for the establishment of the Jurhum Development Company, which has been assigned to develop the Sharashif mountainous region in Makkah, which spans 1.63 million square meters.

“Such are moments that cannot be calculated in days and years but by work and achievement,” the governor said.

He described Custodian of the Two Holy Mosques King Abdullah as a courageous king who takes initiatives.

“You should give priority to the Kingdom when investing,” the governor told Saudi businessmen and businesswomen. “You have a duty toward the Kingdom since this is the country that helped you achieve wealth,” he said.
Prince Khaled said such investments would boost the Kingdom’s growth, benefiting future generations.

“Sharashif will be the first region to be developed under a massive project to develop poor residential districts in the Makkah region,” he pointed out.
He urged businessmen to complete the Sharashif project as quickly as possible.

The governor said the bylaws for the development of the Ruwais and Khozam districts in Jeddah would be revised to comply with new rules and regulations.

Makkah Mayor Osama Al-Bar said work on the Sharashif project would commence in three months.

The Jurhum company will hold its first meeting in a week, he said, adding that its bylaws would be reviewed by mid-December in time for the company to begin business activity by the beginning of 2014.

There are 66 underdeveloped districts in Makkah, which will be developed through five mega projects, the mayor said.

King Abdullah Pilgrims City in the offing

4 December 2013

JEDDAH – The King Abdullah Integrated Pilgrims City Project will be a landmark achievement in offering the best-ever services and facilities to the Haj and Umrah pilgrims, according to Minister of Haj Bandar Hajjar. In an interview with Okaz/Saudi Gazette, Hajjar said studies have been completed for the project and it will be presented soon to Custodian of the Two Holy Mosques King Abdullah for approval. The project, situated 10 km southwest of Makkah, on Jeddah-Makkah Expressway, will be implemented on an area covering two million square meters.

The minister said the city aims at receiving and grouping Haj and Umrah pilgrims and providing them all the facilities and services in one place with the easiest accessibility even in the rush Haj and Umrah seasons. He said that extensive studies, covering all the economic and environmental aspects of the city, will be carried out immediately after getting the approval from the King.

“The city will house all the facilities and departments related with the activities of the ministry in a single site. This will be a sustainable city with several unique features, including facilities for purification of water, using solar energy, basement parking lots, isolated thermal system, central air-conditioning and covered pedestrian paths,” he said.

According to the minister, the city will have service and utility buildings for all the agencies and departments concerned with Haj and Umrah, as well as field service offices and stations for metro and buses, housing for pilgrims, centers for Civil Defense, police, Passports Department, as well as a Haj and Umrah museum, and airline offices.

King Abdullah has approved setting up of a similar pilgrims’ city in Madinah at a location, 4 km from the Haram. “These cities will reduce pressure and rush at the Central Haram Areas,” he added.

Hajjar said a total of 48 Umrah service companies have been licensed for this Umrah season, which begins on Wednesday. These firms will offer services in cooperation with about 2,000 foreign agents.

“The ministry or any other agencies are not levying any fee for issuing Haj and Umrah visas. What the pilgrims have to pay are the expenses for their housing, transportation, food and other services.

Hajjar said the government’s initiative to curb Haj and Umrah overstayers has yielded excellent results. “During the year 2005 (1426H), there were 480,000 overstayers out of the total number of Umrah pilgrims, which was less than three million. However, in the year 2012, which witnessed the highest number of Umrah pilgrims totaling 5.43 million, the number of overstayers fell to 14,000 (0.24 percent),” he said while attributing this mainly to bringing the service under the global electronic network.

“This contributed substantially in controlling the pilgrims’ movements as well as in simplifying procedures for pilgrims. Before introducing this digitized system, the process of issuing Umrah visas took more than two weeks but now it is possible to issue visas within a few minutes,” he said, adding that this helped considerably in improving the services and facilities offered to the pilgrims.

The minister said the extended Umrah program would have a positive impact in further boosting domestic tourism. The Saudi Commission for Tourism and Antiquities (SCTA), which introduced the program, wants to benefit from the huge presence of Umrah pilgrims by making them aware of the tourist and archeological sites, especially Islamic historical places.

There are many pilgrims who want to visit these places, he said. Under the program, pilgrims from 65 countries will be allowed to convert their visas into tourist visas so as to enable them to spend some more time in the Kingdom and visit historical places and tourist attractions.

According to Hajjar, the ministry held several meetings in coordination with the SCTA to work out the integrated system to link Umrah and tourist visas.

“We have taken all measures to prevent overstaying of pilgrims, and the pilgrims will be offered housing, transportation and food during their extended stay,” he said.

Al-Shubah neighborhood in Makkah

6 December 2013 - 02 Safar 1435 H

MAKKAH – Long neglected by security bodies, Al-Shubah neighborhood has become a ghetto, a safe haven for criminals and drug addicts. The neighborhood is one of Makkah’s oldest and is characterized by rundown houses, narrow alleys, steep hills and complete darkness at night.

It is inhabited by large numbers of expatriate workers of varying nationalities and a few citizens. Adel Al-Etaibi, a citizen who lives in the neighborhood, questioned why security bodies had yet to deal with the illegalities and the violators in the area.

He said that the neighborhood lacks and suffers from uncollected garbage, stray cats and dogs and dilapidated homes that are at risk of collapse.

“These houses have become a refuge for criminals, drug addicts, all of who are a threat to women and children. I find it difficult to leave my wife and children alone in the house for long periods of time,” he said.

Citizen and local resident Mohammad Al-Hamad said that in addition to the bad condition of the neighborhoods, illegals have sought refuge in the rough terrain of Al-Sayedah Mountain.

“A large number of illegals took refuge in the neighborhood during the correction campaign and security bodies find it difficult to monitor the Al-Sayedah Mountain area due to its rugged nature.

“In recent years, expatriate workers account for around 80 percent of residents,” he said.

A source at the Makkah Passport Department confirmed the dangers many law-breaking residents pose to the general safety of the public and society. He said Passport Department conducts regular inspections in cooperation with other security bodies and that the department receives complaints from the public on its toll free number.

MAKKAH — The Souk Al-Haramiyyah (thieves’ market) in Makkah, which defied all attempts by the municipality to close it down, has finally succumbed to a development project. The open-air market will be annihilated under the construction work of the King Abdulaziz Project to develop the random areas. The souk is only half a kilometer away from the Grand Mosque.

The souk, which was called Goden Gooda (the long house) in an African language, is located in Al-Mansour district. It was also called the Friday market because it used to open only on Fridays, before it became an all week bazaar.

Later it came to be known as Souk Al-Haramiyyah because most of its goods, consisting of clothes, electric appliances, personal computers and other items, were stolen.

Baker Saleh, who only disclosed he was ‘African’, said the market is more than 16 years old. “It was called the Friday market because the vendors would sell their goods after the dawn prayer on this day. The market used to reach its peak after Friday prayers,” he said.

He said vendors would bring their products to the market on Thursday evenings and guard them until next day. “The selling and buying of the stolen goods became open about six years ago,” he said.

Turki Al-Faheem, a Saudi, said the items being sold in the market were simply unbelievable. “Knives, daggers, fire arms, herbal medicines, hallucination pills and sexual dysfunction drugs were on display,” he said.

He said the vendors had no fears of the police or the municipal inspectors. “After about 20 years of existence and defiance, the market had to finally give in to a development project,” he said.

Hussain Timbukti, a Saudi, said the products for sale in the market were a lot cheaper than those being sold in legitimate shops. “The market was flourishing before finally dying under a development project,” he said.

A spokesman for Makkah municipality said the municipality teams had many times confiscated the goods from the market, but each time the products would be replaced.

“We have confiscated tons of stolen products but the market continued to exist in complete defiance of our efforts,” he said.

Official study blames poor management and “courtesy” among government officials

More than 300 projects in construction and other sectors in the western Saudi town of Makkah have been blocked because of poor management, widespread courtesy among officials and other reasons, according to a government study.

The study was presented at a seminar held in the Western Saudi Rd Sea port of Jeddah at the weekend and reported by Okaz and other Arabic language papers on Sunday.

It showed there are 755 projects are under construction while 228 others have not been approved by the competent authorities. The study said 36 other projects are under tendering and 31 are being considered.

“The study pointed out that more than 300 projects in Makkah have either faltered or have been delayed,” Okaz daily said.

It quoted the study as saying the faltering ventures include six infrastructure and construction projects, two in transport, seven in the economic sector, 116 municipal projects, 103 in education and the rest in health and public works.

“The study cited nine reasons for the failure of those projects including lack of qualified engineers, absence of efficient management of projects and prevailing courtesy among officials,” the paper said without making clear how courtesy is affecting projects.

But it quoted the Makkah region undersecretary Abdul Aziz Al Khudairi as telling the seminar that there is a plan to save faltering projects in the city.

“We have drafted a 10-year plan to transform faltering projects to delayed projects as a first step to have them restarted and delivered on schedule,” he said.

The paper quoted other officials as saying a large part of the projects announced by the Saudi government over the past few years are based in Makkah given the huge value of such projects involving expansion of the Grand Mosque and Makkah Train.
