Probably the same architect that did the TOV offices on Vincent St.OMG that design is hideous - so mid-late 90's. A horrific combination of the Tuscan-style project home and glassy suburban office park.
Get with the program City of Bayswater; Australia has moved on to contemporary, environmentally conscious architecture for new public buildings (for the moment at least). If that thing is green-star rated (which I thought was now a requirement of new government funded buildings?) I'd be shocked.

Yagan Memorial Park
The nearly $400,000 received by the City of Swan from LotteryWest for the Yagan Memorial Park will go towards the graveside preparation including artworks.
LotteryWest held a cheque presentation for the Yagan Memorial Park at the Perth Town Hall on Wednesday.
Indigenous artists had earlier been asked to express their interest in providing artworks for the park and the City of Swan has now let a tender.
Three artists Shane Pickett, Peter Farmer and Sandra Hill will provide the art and the $398,988 from LotteryWest will go towards that and other works.
Yagan was killed in July 1833. His head was removed and eventually taken to England where it was put on display at the Royal Institute in Liverpool until 1964. Yagan’s kaat (head) was eventually buried in Everton Cemetery.
Thanks to the hard work of local Noongar elders, 164 years after it was sent to England Yagan's kaat was brought back to Australia for burial according to Nyoongah custom.
Yagan's kaat was returned on May 11, 1997. Ken Colbung, Mingili Wanjuri (McGlade) and Richard Wilkes were among those who played a major part in the delegation that retrieved Yagan's kaat.
Funding bodies providing funding for Yagan Memorial Park are:
* Department of Indigenous Affairs - $740,000.00
* Outer Metropolitan Community Funds - $90,000.00
* Lotterywest - $398,988.00
* Indigenous Heritage Program - $30,000.00
A total of $1,258,988.00.
Work on Yagan’s Memorial Park started in March this year and is ongoing.
A number of ceremonies will be held to lay Yagan’s kaat to rest with the dignity the Noongar freedom fighter deserved. The event is seen as being part of a healing process.
The ceremonies will commence in July 2010 and will include men’s and women’s ceremonies and a public event.
Lotterywest considers the Yagan Memorial Park as one of its top 100 projects
