Ive been wathcing these video clips and have to say that this is just insane. Driving or even being on the street must to be a very risky. I dont want to be mean to anyone here but these people seems to have no brain. How did they managed to get a driving license? How easy is the theory and practical in Russia?

That's not so bad actually. The problem is that penalties are not hight enough and the parking is free even in city centrum so everyone can afford to buy a car now (used lada at least). Cities crowded with cars and constant traffic jams make people angry and force them to ignore traffic rules.
The traffic situation is bad compared to europe, but not as bad as in other countries which also suffered rapid automobilisation. |

Funny thing is that Oregon was ranked #2 in one of those "States with Best Drivers" surveys a few years ago.

They overtake to slow, so hold up other traffic to much. Traffic on most Belgian highways is so heavy with the most right lane always full of trucks and the other lanes full of cars. If they start to overtake they cause delay for everyone, if more trucks overtake, the whole highway gets jammed up.
