Merseytravel launches procurement for new trains

Liverpool’s transport body, Merseytravel, has published an OJEU notice launching the procurement of new trains to replace its 40-year-old fleet.

Last month, Merseytravel published the findings of a business case which looked at whether the authority should purchase new trains or refurbish its existing fleet.

The Long Term Rail Strategy (LTRS) suggested that new trains would be needed in the coming years to meet increasing demand

UK: Transport authority Merseytravel announced the five shortlisted bidders for a contract to supply around 50 new electric multiple-units for the Merseyrail suburban network centred on Liverpool on January 11:
  • Bombardier;
  • CAF;
  • Mitsui in a consortium with Alstom and East Japan Railway’s rolling stock manufacturing business J-Trec;
  • Siemens;
  • Stadler
Tender documents are scheduled to be released on January 22, with bids to be submitted by the end of April. A preferred bidder is expected to be chosen towards the end of 2016, and the new EMUs would be delivered by the early 2020s

​Merseytravel’s contribution to the re-build of Ainsdale Station has been confirmed this week, with work on the project due to start later in the year.

Merseytravel directors approved the allocation of £800,000 to the £2.5m scheme for the Merseyrail station which is also being funded through the Government’s National Stations Improvement Programme (NSIP), and Network Rail.

The scheme, due for completion in summer 2017, will see the existing station building demolished to make way for a new booking hall and passenger waiting area with improved information facilities including Wi-Fi and USB charging points

UK: The leaders of the Liverpool City Region Combined Authority gave the go-ahead on December 16 for a £460m project to replace the Merseyrail suburban electric multiple-unit fleet. This includes the selection of Stadler to supply a fleet of 52 trainsets for entry into service from the end of 2020. Contracts are expected to be signed in early 2017.

Bombardier, CAF, Siemens and a consortium of Mitsui, Alstom and East Japan Railway’s rolling stock manufacturing business J-TREC had also been shortlisted for the rolling stock contract

UK: The contract for Stadler Bussnang AG to supply and maintain 52 electric multiple-units was signed by Liverpool region transport authority Merseytravel on February 16.

The deal is worth ‘up to £700m’, including maintenance throughout the EMUs’ expected 35-year lifecycle at the Kirkdale depot which will be designed, built and operated by Stadler, and a potential option for a further 60 vehicles

Merseyrail ran the most reliable trains in Britain last year, new official figures show.
The Office of Rail and Road says that only 1.7 per cent of Merseyrail trains were cancelled or “significantly late” in 2016/17. That works out at one train in every 59.
To be significantly late according to these figures, a train has to be more than half an hour late. That’s longer than many Merseyrail journeys.
The good news comes ahead of the latest strikes that will cause massive travel disruption this weekend.
Merseyrail and the RMT union are locked in a row over the introduction of a new fleet of trains which will remove the need for 220 on-board guard positions.
Twenty-four hour walk-outs will take place on Saturday and Monday.
Merseyrail had the best performance of any train company in Britain, coming just ahead of the Heathrow Express and Chiltern Railways which saw just 1.8% of trains significantly late or cancelled.
Northern Rail, which runs many services from Liverpool Lime Street, also had one of the best scores in Britain at 1.9%.
But TransPennine Express recorded 5% of trains cancelled or severely late, with Virgin Trains West Coast 3.9%, London Midland 2.9% and East Midlands Trains 2.4%.
The worst performer in the UK was Govia Thameslink Railway, which runs trains in and around much of London. It reported 9.2 per cent of trains cancelled or more than 30 minutes late.
