Maybe the specification was not clear ( contractors get to keep the change if they can save costs ). Usually ( cost more ) ...

This has got to go down in history as the worst airport debacle ever, right?? Has any other airport anywhere in history had this many delays, for as long, with as much cost overrun??

Manila airport's international terminal took 10 years after near-completion to open. It was built by Fraport, also a German company.

The delay was largely due to a legal issue (the consortium that got Fraport to build and operate the terminal was unqualified to bid for the project). Nonetheless the public was appalled by how the thing was horribly built--collapsing ceilings, cracking tiles, narrow pre-departure areas, failing power facilities, just to name a few structural issues. Opening was further delayed since some sections had to be retrofitted. In the end taxpayers had to shoulder the cost for the repairs and the compensation due to the builders.

Is it Fraport's fault? I did some research and lot of blame is on a third party contractor.
