The roof gives a greater level of comfort for the supporters by providing shade from the sun, and obviously protection when it does rain in Sardinia. Could also be used to collect rainwater and add solar panels. So I would say it's good thing that they're proposing a roof in the new design.

Documents about stadium published on the city govt official website >>> link (in Italian language)

An important news: Cagliari Calcio has already planned an extension of the stadium to a capacity of 30,000 seats (if needed).

In addition, Cagliari Calcio could improve its revenues from:
* stadium naming rights (900k/1m euro per year)
* two brands (food&beverage, internet/telecommunications) that decide to invest in the stadium

Cagliari Calcio stadium will be included in the list of UEFA Category 4 Stadiums. The new sports facility will host competitions of the Champions League and Europa League, qualification matches for the FIFA World Cup, European Cup and Olympic Games (except the final).

The City Council of Cagliari approved the new stadium thanks the new law about "construction and restyling of sports plants" (147/2013), approved by Italian government, which is based on three main principles: 1) the possibility to build sporting venues even using private capital, 2) a cut through the bureaucracy that slows down operations, 3) the possibility of opening new structures and commercial activities inside these venues.

I'm pretty sure that the stadium will have a greater capacity ... 21000 is the minimum capacity , but it says that it could be considered up to 30000 ... and the reason is simple, to the new law on higher stadiums is capacity the higher the commercial square meters ... so there is a big payback

Why build more than 21.000? Not more than 16.000-18.000 will be their in average.
Only cities with more than 400.000 citizens should aim at 30.000 plus stadiums.

Cagliari urban area (1,248 sq km) counts +431,000 inhabitants.
About 200,000 people can reach the stadium in 20 minutes, according to project dossier.

They have calculated the capacity of new stadium considering market research conducted at regional level, benchmark of new european stadia, historical data of old Stadio Sant'Elia. Also they have considered the rule imposed by the FIGC which say that Serie A stadia should have a minumum capacity of 20,000 seats.

Interesting. Do you know when has this rule been introduced?
