THREE government agencies said yesterday that the Norkis Cyberpark, which will have at least four buildings for Information Technology-Business Process Management (IT-BPM),
will be a big help to boost economic growth in Central Visayas.

National Economic and Development Authority (Neda) 7 Assistant Director Efren Carreon said they have a target growth rate of seven to eight percent for 2014 and with IT-BPM is a key employment factor, that can easily be achieved.


The Norkis Cyberpark was conceptualized by Dr. Norberto Quisumbing Jr., chairman of the Norkis Group of Companies. It will be located in a 2.8- hectare lot on A.S. Fortuna St., Mandaue City.

Of the 2.8 hectares, 114,000 square meters will be allotted for the four buildings.

The first building will be six storeys; the second, eight; the third, 10 storeys; and the fourth, 12 storeys. The rest of the 2.8 hectares will be for the park and parking lots.

Quisumbing said they will invest about P6 billion for the project.

In a press conference last Jan. 30, Quisumbing said that while all his companies have employed a total of more than 6,000 people, he will be happier to see 30,000 people employed in his new venture.

The four buildings will be constructed by Makati-based DEI Properties Inc. chaired by Engineer Danilo E. Ignacio.

Ignacio said the first building will be completed and made operational by September 2014.

“We have started the marketing of the project and we found out the significant demand for Norkis Cyberpark,” Ignacio said.

“When I met Ignacio, who has a rich background in real estate, I was struck by the thought that if we build four buildings, we will be able to employ 30,000 higher paid Filipinos,” Quisumbing said.

He said that his wife, Britta, who passed away recently, approved of the project before she died.

“I am dedicating this project to her,” Quisumbing said.

Assistant Regional Director Lilia Estillore of the Department of Labor and Employment 7 said that because BPM is a key employment generator, it has its separate Industry Tripartite Council that will deal with problems in that group.

The BPM industry has a voluntary code of best practices which was recognized by President Benigno Aquino III in Malacanang, Estillore said.

Director Asteria Caberte of the Department of Trade and Industry said that if Norkis Cyberpark will employ 30,000 BPM workers, that means a lot of disposable income that will immediately circulate in the economy.

“I commend Dr. Quisumbing for initiating this project which will surely be a big impact to the economy of Central Visayas, particularly Cebu,” Caberte said.
