Former Heaven nightclub owner plans $150m office and hotel complex opposite new RAH



ADELAIDE'S "carpark king" and former Heaven nightclub owner Damian Lester has unveiled plans for a $150 million office and hotel development opposite the new Royal Adelaide Hospital site.

The Lester Group's Enigma 8 project would include an 18-storey office tower fronting North Tce, a 13-storey hotel on West Tce, and a supermarket, specialty shops, cafe and private medical suites.

A $20 million pedestrian tunnel beneath North Tce, connecting the development to the hospital, has also been proposed.

Plans have been lodged with the Development Assessment Commission and, if approved, construction would start next year and be completed by the end of 2016.

A roof garden and terrace would offer views of Adelaide Oval from the office tower, which would have 400 carparks.

Mr Lester, a former lord mayoral candidate, said the project would complement the emerging West End health precinct.

"There has been unprecedented government investment in the northwest corner of the city with the new Royal Adelaide Hospital and SAHMRI (South Australian Health and Medical Research Institute), so we're now delivering much-needed private investment to further enhance the region as a modern, world class health precinct," he said.

"This significant private investment represents the final key economic pillar needed to truly revitalise the West End of the CBD."

Project leader Damien Ellis, from planning firm Intro, said the development would be "ideal for visiting health and research professionals, as well as visitors to the Riverbank precinct".

"The commercial office space will primarily target health-related businesses and organisations that want to align more closely with the new Royal Adelaide Hospital and SAHMRI, while some 400 new carparks will service the complex," he said.

Mr Ellis said the Government Architect had approved the concept for the $20 million underpass and state and federal funds were being sought for it.

The underpass idea will also be presented to the City Council in a few weeks.

Mr Ellis said there was demand for the hotel to be built "immediately", while timing for the office tower would depend on securing tenants to win bank finance.

"We are in discussions with a number of parties," he said.

Developing the site, which forms an L-shape wrapping around the Newmarket Hotel, will require demolishing the former Midnight Pharmacy site and the Empire pool hall.

Mr Lester has a colourful history, mostly recently his conviction in April for failing to obey police directions by faking unconsciousness to avoid a breath test.

In 2009, his carpark companies were found guilty of misleading and deceptive conduct for mimicking council fines and were banned from issuing fines for five years.
