I'm pretty sure it's going to be demolished. The UIC building is 40 storeys tall, but V on Shenton calls for a 24-storey office tower and a 53-storey residential tower. In particular, the office tower will be built over the site of the current UIC building. Additionally, the structure of the UIC building is vastly different from the architecture of the planned office tower. I'm thinking that they're just taking a long time to put up the scaffolding.
