Jatropha oil refinery planned in Phividec

Talakag, Bukidnon ó Negotiations are under way between the Philippine National Oil Co.ís Alternative Fuels Corp. (PNOC-AFC) and the Phividec Industrial Authority for the lease of 16 hectares of land as future site of a P3-billion jatropha fuel refinery.

During a community consultation held on Tuesday here, Renato S. Velasco, PNOC-AFC chairman, told President Gloria Macapagal-Arroyo that the facility should be operational by 2009 to service the refining needs of jatropha farms in Mindanao.

"Construction will take eight months and will be completed by the time the jatropha trees in Bukidnon would have started producing seeds," Mr. Velasco told the gathering of mostly residents and farm workers from the demonstration and seed planting material area hosted by the municipality.

Elinor L. Malano, alternative fuels operations manager of the firm, said in a separate interview that the domestic market still has insufficient demand to absorb the projected annual production of 200,000 metric tons from the refinery, the bulk of which will be exported to Europe where demand for biofuels is expected to rise as legislation mandating increasingly stringent air quality standards comes online.

Phividec is an ideal site for the jatropha oil refinery due to the presence of the Mindanao Container Terminal, a transshipment hub with an annual capacity of 270,000 TEUs (twenty equivalent units) and feeds cargo to the mother ports of Hong Kong, Kaoshiung and Singapore.

PNOC-AFC has already allocated P670 million as its 30% equity participation in the refinery project which is now being considered for investment by some foreign and local joint-venture partners. The refinery is expected to cost between P3 billion and P3.5 billion and will need 125,000 hectares of jatropha plantations to sustain its operations, Mr. Malano said.

At present, Bukidnon already has 400 hectares of jatropha plantations in this town alone, said Nazal MuŮez, community environment and natural resources officer. Bukidnon Governor Jose Ma. Zubiri, Jr. said the province is targeting 80,000 hectares for jatropha, including ancestral domains of its seven indigenous people, which are marginally productive lands.

PNOC-AFC has committed to purchase the provinceís entire production of jatropha seeds under a soon-to-be-signed agreement, Mr. Velasco said.

Mrs. Arroyo said she has ordered the opening of four million hectares of public land for agro-forestry plantations of individuals, corporations or peopleís cooperatives in 50-ha segments.

Maximo Dichoso, the Environment departmentís regional executive director, said jatropha is one of the identified species eligible to be planted under the agencyís community-based forestry management agreement. "Technically, jatropha curcas is a small tree," Mr. Malano said. "It grows to a height of five to seven meters and has a productive life of 30 to 50 years."

Besides Phividec, PNOC-AFC is also considering other areas for its biofuel refineries such as the PNOC-AFC industrial park in Bataan, the Nasipit EcoZone in Agusan del Norte and in General Santos for a combined refining capacity of one million tons of biodiesel by 2011.

Building: 43,813 sq. meter (4 levels)

There is a possibility to expand up to 6 or 7 levels if there is a demand for additional space.

the site of the new gaisano mall iligan is strategic...unlike the old one which is located in the busiest but constricted corner with no room for expansion.
