Life on the Line: Exploring Manila's railway trolley cars, means of transport quicker than taxis but which face enemies in the form of trains and the police

In the chaos of Manila's choked roads, a hair-rising mode of transport has evolved: trolley cars that speed through the city's rail tracks, evading frequent trains and the prying eyes of the police.

No traffic, laughs Henarco, pushing a parasol-shaded trolley along a railway track at great speed. Hes been running these rails for 18 years, and at half the price of public transport and a fraction of the travel time, business is booming. But we have enemies, Henarco says, referring to the high-speed trains, which come every 15 minutes, when someone hears the hoot we just jump off! The trains arent the only enemies for the community of trolley drivers who live and work here. They also face periodic raids by the railway police. Yet the service the trolley guys provide buys them a lot of friends and a bit of tolerance...so long as they dont set up shanty towns where they work. Dinner, lunch, everything on this trolley, says Henarco, who was relocated from a shanty town around these tracks, which was demolished by the rail authorities 2 years ago. Henarco and his two children now work, sleep and eat on his trolley and a small side-car, behind the walls of the University where Henarco once studied. I studied computer technology, but I had no money to feed my family. For Henarco, the sacrifice was, just common sense.

7 companies buy bid documents for Integrated Terminal Project

MANILA - Seven firms purchased bid documents for the multibillion-peso integrated terminal system in the south of Metro Manila, according to the Public Private Partnership (PPP) Center.

PPP Center executive director Cosette Canilao identified the seven potential bidders as follows:

Ayala Land Inc,
D.M. Wenceslao & Associates Inc,
Egis Projects Philippines,
Metro Pacific Tollways Corp,
Robinsons Land Corp,
San Miguel Corp, and
Vicente T. Lao Construction


The P2.5-billion Integrated Transport System Project (ITS) - Southwest Terminal involves the finance, design, construction, operation and maintenance of a central transport terminal for 35 years

MANILA, Philippines – Seven firms are eyeing to bid for the proposed P2.5-billion Integrated Transport System project under the Public-Private Partnership (PPP) program.

The project deals with the creation of a Southwest terminal, connecting passengers coming from Cavite to other urban transport systems. The transport systems that will take advantage of the transit terminal include the Light Rail Transit line 1 South Extension to Bacoor in Cavite, city buses and taxis, as well as other public utility vehicles serving Metro Manila.

Sa totoo lang hindi naman solusyon sa trapiko ang terminal na yan e. Ang totoong solusyon ay ang bagong sistema. Kung gagayahin natin ang sistema sa ibang bansa ay siguradong tapos ang problema. Kasi before and after ng terminal ay duon nanggagaling ang problema. Kasi kung hindi isasagobyerno ang public transpo, patuloy at patuloy ang trapiko. Ang siste kasi dahil kailangang makakota ng mga driver, kukuha at kukuha pa rin ang mga yan ng pasahero kahit sa gitna ng kalsada. Isipin mo na lang kung gaano karami ang mga pribadong sasakyan na yan. At alam nating lahat na jan naggagaling ang trapik. Mapa jeepney o bus. Kung napanood nyo ang pag iinterview ni Howie Severino sa isang opisyales ganundin ang obserbasyon nya. Knowing Howie nag aral yan sa amerika kaya alam nya ang sistema. Kasikung isasagobyerno yan, hindi na kailangan ng quota. parang mrt/lrt may tamang tigilan at oras ng pag alis at pagdating ng coach. Dapat ganun din ang sistema sa bus. At hanggat maraming pribadong kumpanya na nagmamayari malaki man o maliit, hindi magbabago ang sistema kahit pa itayo nila ang pinaka magandang terminal sa buong mundo. TANDAAN NYO YAN.....
Pero dahil mawawalan daw ng trabaho ang mga driver, may solusyon pa rin. Halimbawa ay ang bawat kumpanya ay may nakatalagang bawat destinasyon lamang para sa kani kanilang rota lamang. Hindi sila pedeng bumiyahe sa ibang rota ng ibang kumpanya.

So whats up with the new Articulated Buses being implemented in MM? I was just watching it on youtube, and indeed, the new articulated buses will be operational by next month. But the problem is, they said cannot just implement it without reducing the numbers of existing private buses or else it will cause more traffic jams.

PPP deals to decongest metropolis readied

The Department of Transportation and Communications (DOTC) said
the ITS Southwest Terminal
will be built along the Coastal Road that connects Manila to Cavite,
while the ITS-South Terminal will be built at the FTI complex
along the South Luzon Expressway.
The government was originally due to accept bids by June 16.


The Cebu (BRT) project will run
on a 23-kilometer corridor having 33 stations.
It will have 176 high-quality buses.
A detailed engineering design is currently being prepared,
and bidding for its construction is scheduled
for the second quarter of 2015, the DOTC said.

given by Transportation Secretary Joseph Emilio A. Abaya on June 2.
The mid-August date was itself a POSTPONEMENT
from June 16 “to give bidders 30-45 days
from issuance of the final concession agreement
in order to prepare their bids,” Mr. Abaya said.

DOTC rolls-out P4-B ITS South Terminal PPP

Prospective bidders are invited to submit applications to pre-qualify and to submit bids to finance, design, construct, operate and maintain the Php4-Billion Integrated Transport System (ITS) - South Terminal for a period of 35 years, the Department of Transportation and Communications (DOTC) announces in an Invitation to Pre-Qualify and Bid released today.

The ITS-South Terminal project aims to provide a central transport terminal where all modes of transport will be available in one location ensuring efficient and seamless travel for commuting public. The 4.70 hectares south terminal will be located near the Food Terminal Inc. compound in Taguig City.

MPIC, Walter Mart, DMCI team up for P2.5-B transport terminal project

MANILA, Philippines - Infrastructure giant Metro Pacific Investments Corp. (MPIC) is tying up with Walter Mart Property Management Inc. and construction firm DM Consunji Inc. to bid for the P2.5 billion Integrated Transport System Southwest Terminal project.


DMCI Holdings Inc. chief finance officer, Herbert Consunji said in a disclosure to the Philippine Stock Exchange (PSE) that its construction arm is set to join the MPIC Metro Pacific Tollways Corp. (MPTC) and Walter Mart Property Management Inc. consortium as contractor for the Southwest terminal project.

BACOLOD CITY: World Class North Terminal Soon to Rise

A world class transportation terminal will soon rise in the northern side of Bacolod City.

According to Mayor Evelio Leonardia, the proposed North Terminal will be established in the northern part of Bacolod. This is a world-class standard terminal equipped with amenities like refreshments and lodging facilities to especially accommodate tourists.

However, Vallacar will just be using a small area where they can initially operate, considering that the entire plan would include a vast investment of P100 million, as it plans to put up hotels and commercial structures in the area.

North terminal to boost tourism, Leonardia says


Leonardia said the Vallacar Transit has envisioned its terminal to be a modern one that will meet global standards. This will be a terminal that will cater to tourists because it will have a world-class type of operation which will be implemented as a matter of standard in Bacolod, he said.

It will not just have refreshment areas but also lodging facilities[/B], he added.

“in view of the changes in the project structure
and in order to provide ample time”
to interested parties
to prepare their bids.

Another PPP project facing a delay
is the P4.5-billion ITS-South Terminal Project
as the DoTC’s SBAC likewise announced on Oct. 31
that the submission of prequalification documents
for the deal to construct
a central transport terminal
near the Food Terminal, Inc. in Taguig City
has been moved to Nov. 25 from Nov. 4
to “give prospective bidders ample time to prepare their documents.”
