The airline’s shrinking flights, to New York of late, uncertainty in its domestic service and failure to offer competitive fares makes it a poor player


The country’s national carrier, Pakistan International Airlines (PIA), remains the last option for most travellers, flying both within the country and abroad. Apart from having an ailing fleet (and an aging flight crew), uncompetitive ticket prices and mediocre at best in-flight services, the airline’s flights are routinely delayed and cancelled, sometimes on the mere behest of influential individuals.

From a business standpoint, the case for PIA is equally bleak. Severe overhead costs and a bloated workforce have ensured that over the last decade, the national carrier has suffered a cumulative loss of Rs400 billion, with 10% (40bn) in the last year. Of that Rs40 billion loss, around Rs2.25 billion was being incurred from the flight to New York, PIA’s last flight into the United States, which flew for the last time on Oct 29. These figures are from the Prime Minister’s Advisor on Aviation, Sardar Mehtab Ahmad Khan.

However, PIA’s General Manager Public Affairs and Spokesperson, Mashood Tajwar, says the route cancellation is nothing permanent. “It’s not like we’ve closed shop permanently,” he says. “I look at it as a temporary respite till we are in a better condition.” Surprisingly, the spokesperson also puts the losses from the NY route at Rs1.5bn. That’s a difference of Rs750m from the figure quoted by the PM’s advisor on aviation.

Still, he admits, the route incurs the most loss on PIA’s network. This is surprising, considering that PIA also flies thrice a week to Toronto, Canada, a destination farther than New York. Tajwar claims that on average, the bi-weekly flight was running at 65 per cent of its seating capacity. Let’s do some mathematics. On a Boeing 777, that’s nearly 250 seats. And with a lower estimate return ticket price of Rs100,000, the yearly income is Rs2.6 billion from the route. Evidently, that’s not enough to keep it going.

The main reason being put forward for culling the route has been high direct operating costs (DOC). Tajwar breaks it down: “The DOC includes fuel consumed for the flight, ground handling charges, in Karachi, New York and Manchester (where the flight lands en route), navigational charges paid to all those countries who have allowed us to use their airspace for the route, aircraft parking charges which, beyond a certain period are charged on a per hour basis, the cost of food and beverages served on the flight, engineering costs and the salaries of the pilots and cabin crew.”

The strategy, going forward, according to Tajwar, is to utilise the limited fleet available to the airline on shorter, better performing routes. PIA’s busiest routes are to Saudi Arabia and the United Arab Emirates. A local travel agent confirms that for Jeddah, PIA is still not the cheapest option flying out of Pakistan, only difference being that on Emirates, the flight breaks in Dubai.

Previously, PIA flew to numerous destinations in the US, including Chicago and Houston. Slowly, they all stopped, for the same economics as New York. “People need to understand that if PIA is losing money, somebody has to pay,” says Zafar Khan, former Chairman of PIA. “Either it’s the tax payer or the government, or you charge higher fares on other routes to cross subsidise.” Fingers have also been pointed at Pakistan’s aviation policy of open skies and how it does not give sufficient protection to the national carrier. “Everybody and their brother is flying in, airlines like Qatar and Etihad, and they’re giants,” says Khan. “We can’t compete with them.”

On the flip side however, the consumer gets the luxury of choice. And when it comes to a choice between the PIA and one of the many modern airlines operating across Pakistan, it’s not a difficult decision to make. “I’d never fly PIA,” says Imran, a frequent traveller to the Middle East. “The aircraft is cramped, the in-flight services are non-existent and the cabin crew rude,” he says. “For nearly the same ticket price (sometimes a little more or less), I can choose from among the best airlines in the world.”

Zafar Khan believes that some sort of middle ground could have been achieved if Pakistan had negotiated better returns for the airline. “You try and get some good rights in return for what you’ve given them.” Sheikh Majeed, who is the advisor to the Skyways Union of PIA Employees, believes that Air Blue, a local competitor to PIA, will be the main beneficiary of the downfall of PIA. He makes an unsubstantiated claim of Air Blue getting new routes into the United States, and that former Prime Minister Nawaz Sharif (who brought in the much criticised Aviation policy in 2015) has vested interests which make him move against state institutions such as PIA and Pakistan Steel Mills.

There is another point of view. With PIA out of the picture for New York, and if one is to believe the grapevine, soon for Barcelona, Milan and Paris as well, foreign carriers operating in the country will be able to hike prices, knowing that the consumer has less choice. “People who’d be complaining about PIA’s prices will soon find out,” says an official who asked not to be named. However, a local travel agent claims that, on the contrary, rates for popular airlines like Emirates, Qatar and Etihad have gone down, averaging about Rs106,500 for a return ticket to the Middle East.

Last week, the government approved Rs13.6bn bailout package for the airline. However, Khan insists this will solve none of the carrier’s problems. “PIA has to go out of government control, they cannot run this airline, there’s too much vested interest, and too much interference,” he says. “The only way forward is to make a good board, empower them, give them a free hand and make them accountable — only then will things get better — otherwise more money is going down the drain.”

As economist Asad Sayeed suggested earlier in the year, PIA’s problems seem to be more on the revenues side than on the wages end. And that the experiment with numerous corporate bigwigs at the airline’s helm have not changed the downward spiral of the carrier. Importantly, he notes that PIA cannot be seen in isolation, but as part of a big wheel, that not only includes the Civil Aviation Authority, but by association, the Pakistan Air Force.

Pakistan set for greater air traffic, stakeholders gear up



KARACHI: Air travel is increasingly becoming a choice for a greater number of Pakistanis with a growing middle-income group and per-capita income changing the trend in the country.

Last year, domestic and international airlines operating to/from multiple airports under the open skies policy in Pakistan have transported around 20 million passengers, equivalent to about 10% of the total population.

“Number of air travellers has increased 40% in the last 5 years to 20 million people in Pakistan,” Standard Chartered Pakistan Chief Executive Officer Shahzad Dada said at the launch of the Emirates Standard Chartered Credit Card here on Monday.

The growth in air travellers is very much in line with the growing per capita income to around $1,700, he said.

“Air travelling has become more affordable [in Pakistan],” Emirates Vice President for Pakistan Jabr Al-Azeeby said at the event.

According to the Economic Survey of Pakistan 2016-17, the per capita income has increased 6.4% to $1,629 from $1,531 in the previous fiscal year 2016.

According to Euromonitor International, Pakistan has become home to a growing middle income group. The size of the middle class in Pakistan is estimated to surpass that of the UK and Italy during 2016-2021, it said.

The growth of the middle class may be gauged from a growing retail market, which the Euromonitor predicts would expand 8.2% per annum during 2016-21 as disposable income has doubled since 2010.

Dada said around 32% of his bank’s clients are air travel savvy.

One other reason for the increase in air travellers, according to civil aviation experts, is the significant drop in jet fuel prices and low inflation in recent years.

The drop in fuel price and inflation has helped airlines to at least maintain their fares.
Pakistan International Airlines (PIA) last year reported issuing an additional 1 million tickets during the 12-month period.

“Pakistan’s aviation industry is increasing at an average growth rate of 8-10% per annum, which is more than double the 3.5-4% growth rate globally,” PIA spokesman Mashood Tajwar told The Express Tribune recently.

The growth is evident from the fact that Pakistan saw the addition of one local airline last year, while other local air carriers have kept on adding new jets to their fleet.

According to sources at the Pakistan Civil Aviation Authority, some new players have also applied for acquiring rights to set up airlines in the country.

According to experts, air travelling would grow notably in Pakistan with formal completion of the infrastructure and power projects worth billions of dollars under the China-Pakistan Economic Corridor.

Pakistan, through its aviation regulator Civil Aviation Authority, is hosting the two-day meeting of Director Generals of Civil Aviation of Developing 8 (D-8) countries to discuss the ways and means for cooperation amongst member states for improving and strengthening the civil aviation sector.

The theme of the 11th meeting is “Adding Wings to Economic Growth and Social Uplift in D-8 Countries”.

The main objective of the meeting is to ensure that the economic growth of all the eight countries is accelerated and their social standing is also uplifted to the international level.

D-8 is a global cooperation amongst major developing countries which include Bangladesh, Egypt, Indonesia, Iran, Malaysia, Nigeria, Pakistan and Turkey.



It aims to promote and enhance joint efforts towards achieving sustainable socio-economic development through effective utilization of economic and social potential of member countries.

D-8 had also established cooperation in Civil Aviation through the implementation of a D-8 Civil Aviation Memorandum of Understanding, which was adopted in September 2007.

The purpose of establishing this cooperation is to enable Civil Aviation organizations of member states to cooperate and coordinate amongst themselves as well as with ICAO and other related regional organizations. international institutions and the industry on all matters related to Civil Aviation.

The meeting is being attended by Secretary Aviation, industry participants from D-8 countries and CEOs of aerospace industry, airlines and other major stakeholders in the field of aviation.

Without any warning came the proclamation that the Pakistan International Airlines (PIA) was shutting down its New York City operations. The argument made was that the expenses incurred by PIA on flying to New York did not make financial sense to the company anymore. Five weekly flights would fly to New York and three other American cities but PIA is now considering surrendering the route altogether. With a significant population of expatriates living in the United States, this decision predictably evoked great hue and cry.

On November 22, 2017, PIA Chairman Irfan Elahi appeared before the National Assembly’s Standing Committee on Parliamentary Affairs to make the claim that, last year, the airline incurred losses of 1.5 billion rupees from its New York operations. He argued that the airline had been saddled with such losses for the past 10-12 years.

When approached, PIA spokesman Mashood Tajwar explained that the route to New York involved a stopover in Manchester. This means that the cost to fly to New York also included airport and cargo handling charges incurred in Manchester. Negating the notion of surrendering the New York route, he termed it the suspension of New York operations.
The additional costs incurred in Manchester are a valid concern, even though the stopover in Manchester is primarily for security checks. Passengers cannot disembark at the airport while the number of new passengers from London to New York is also not significant.

Meanwhile, when costs are compared between the New York route and the Toronto route, there is great similarity in the finances expended. The fuel cost is almost the same as is the crew cost (cockpit crew and cabin crew). Costs for landing an aircraft, parking and housing it are the same, and the turnaround costs (time during which the aircraft must remain parked at the gate) are also the same. Some insiders question why one route is considered profitable while the other has been shut down.

Notwithstanding the operational details, if PIA’s official version is indeed considered, it begs the question: why can’t New York operation be merged with Toronto operations, given that PIA flies non-stop to Toronto. Official word is that Toronto itself is a profit-making route and therefore cannot be saddled with the burden of passengers heading to New York.

On the surface, the logic is sound. But scratch the surface, and the money involved becomes more apparent.

Indeed New York is a hub that connects various flights with different destinations, some not even in the United States. Routes are not just obtained for a substantial sum of money; their approval is contingent on factors such as power connections and diplomatic relations. And once surrendered, they cannot be re-obtained within a matter of days or months.

In the case of New York, a route surrendered means that flight operations have been given up for good since there are a limited number of slots available. Etihad Airways, for example, is a recent phenomenon. And when they applied to the John F Kennedy Airport for a slot, they were turned down simply because the Americans had no space to accommodate another airline.

But PIA can also surrender the route in favour of another airline. Word from the inside is that this route is being surrendered to Etihad Airways, although Tajwar denies such an eventuality.

“We are locked in discussions with the Americans to provide us permission to fly directly to New York,” he says. “We aren’t surrendering the route to any Middle Eastern airlines.”
