$200m Hassanabdal-Havelian Expressway agreement signed with ADB



ISLAMABAD – Agreement of 59 kilometer Hassanabdal (Burhan)-Havelian Expressway (E-35) project worth $200 million was signed with Asian Development Bank (ADB) here on Wednesday.
Prime Minister Nawaz Sharif witnessed the signing ceremony of the project at the Prime Minister’s House. ADB President Mr Takehiko Nakao was also present on the occasion. The loan agreement was signed by the Economic Affairs Division secretary while the project agreement was signed by National Highway Authority chairman.
From the Bank’s side both the agreements were signed by ADB Pakistan Country Director Mr Werner Liepach. The Hassanabdal-Burhan-Havelian Expressway Project was part of the National Trade Corridor. It will connect existing M1 at Hassanabdal to Havelian, and will further extend to Abbottabad and Mansehra to North.
The Project is almost parallel with existing N5 which is being urbanized in many sections. Due to high traffic volume and deteriorated road condition, E35 is becoming necessary in order to develop inter-provincial linkages to improve sub-regional connectivity within Pakistan.
Proposed project will construct a north-south access controlled expressway system to link the northern area of Pakistan to existing expressway network and lead to better connectivity and for improving linkages with neighboring countries like China and Afghanistan as well as Central Asian States.
Federal Minister for Finance Ishaq Dar, the secretary finance and the secretary communications also witnessed the ceremony. Earlier, ADB president called on the prime minister and discussed matters of mutual interest.

$200 million for a 59km road? That's like Rs 20 billion? isn't that a bit too much?

Cost of an expressway in that kind of terrain is always high as i know Muree expressway was costing 19 million PKR per KM without fencing and lane marking.

Hilly terrain + project cost stated might actually include additional civil works like rehabilitation of connecting roads and related municipal work. PC-I would shed light on it.

As per the total cost, per km cost of this project works out to be Rs 339 million. Any idea about per km cost of Motorways/Highways in Pakistan?

GRC Pvt Limited won "Hassanabdal-Havelian Expressway (E-35)" road project with the value of Rs 7000 Million approximately. $70 million.

GRC constructed Naluchi cable stay.

$ 70 million for 59 KM is a reasonable amount for E35. I just checked google map, N35 is already connecting Hassanabdal with Mansera. Not sure why they are giving priority to this one over Gawadar M8 motorway.

I guess its to make a direct link from M-1 to join KKH past MMansehra. The current route is quite busy and goes through Haripur and Abbottabad city centers.

Any idea about proposed start and completion dates? With this expressway and reconstruction of KKH, accessing the north will become a lot easier and comfortable.

That make sense. However I think it would be better if they they initiate Ring roads around busy cities like Haripur and Abbottabad than build a new expressway. That will benefit mroe people.

Ring road around Haripur is a possibility but its too small to be eligible for one. Ring road for Abottabad will be very expensive and counterproductive as its a hilly area and the city lies in two (three?) valleys. Ring roads are constructed around cities in flat areas to catalyze development and bring uniformity to on ground expansion of the urban area while mountainous cities have to go linearly in some directions and thus can't grow all around.

The current KKH (Hasanabdal-Mansehra) is mainly a single track road and there are only a few hours in each day that you can hope to not get stuck in traffic. Heavy traffic is a big part of it thus making it ever harder to go to any stretch easily. The distance from N5 to Mansehra is so little, that, even a badly constructed double track road will take half or less the time it takes through the current track.

The new E35 skips Haripur, touches Abottabad city at its borders and has two tracks to boot thus making it hell lot of better than the old one.

In the recent years, traffic on this road has increased to such an extent that on in whole summer season (and on weekends otherwise), long traffic jams are very common. Especially in the eid vacations, so many tourists go to Kaghan valley that vehicles were stuck in 8-10 hours traffic jams. 1 or 2 year back, so many tourists went to Kaghan valley in summer season that whole kaghan valley road was full of vehicles.
So, i think having a motorways standard road till Mansehra will greatly help to ensure smooth traffic for not only these areas, but for areas beyond Mansehra i.e. Chilas, Gilgit, Skardu etc.

Err ..... it goes through what was (no longer administrative unit) but still called Hazara Division. Abbottabad, Haripur, Mansehra, Batagram and Kohistan Districts. It is a recognized region.

Connect this E35 with KKH and soon we'll have China to Multan fast travel.
KKH, E-35, M-1, M-2, M-3, M-4.
Multan to Sadiqabad N-5 is very sexy.

That is what this road is...a connection between M1 near Hassan Abdal and KKH near Mansehra.

According to plan/vision, one day all of KKH would be dual carriage way. This is the first part of it, since this section is congested. The rest of the highway currently has low traffic.

Err ... lot of roads pass through Punjab...but none is called Punjabi Expressway... because it is also a race...
similarly ...Hazara is a region ...but the name also represents a race...
How would it look ... if there were roads called... Punjabi...Balochi...Siraiki...Sindhi etc...these are all regions RECOGNISED...

Indus Highway , Kakuram Highway are types of roads i think ...... by the way use common sense and watch the ad who is giving ad in paper its niether govt nor PMLN some other pro hazara province guys..... in govt papers it is Mansehra Hassanabdal expressway ..... but critic logic is kutta kan ly gya aur bhai kan to check kr lo sath hy ya nhi

I was waiting for this news for what now seems like ages! Whatever you call it, Hazara Expressway, E35, KKH the fact of the matter is that it's a great news for our beloved country in general and people of Hazara in particular. I hope that the provincial government now starts upgrading the Taxila-Haripur and Khanpur-Haripur road to provide a fast route to the regular commuters between Islamabad and Abbottabad/Mansehra.
