Anna Library auditorium turns wedding hall

On Sunday evening, the path leading to the auditorium at Anna Centenary Library in Kotturpuram was decked with festive lilac satin ribbons and visitors were greeted by a band of traditional musicians. The occasion — a wedding reception.

The auditorium, considered one of the finest in the city, was also the chosen venue when U.S. Secretary of State Hillary Clinton addressed a huge gathering in the city last July.

However, conduct of wedding receptions, with caterers taking up space under a shamiana for cooking and serving, have raised questions about maintenance of the auditorium.

According to a Government Order issued by the Tamil Development, Religious Endowments and Information Department on August 30, 2011, the auditorium can be let out for government functions, university convocations, school annual days, cultural programmes, music programmes, business conferences (state and national), embassy meetings, general body meetings of multi-national companies, lectures by eminent scholars, and other functions permitted by the government.

On how a wedding qualified under these categories, the official said that though it was a private function, it could be considered a cultural programme. “Permission was given only for the reception and not the wedding which would involve conducting pujas and lighting the ceremonial fire. And the programme began only late in the evening, so that it did not disturb those using the library,” he said.

According to him, only three to four functions are held in the auditorium every month, as not many can afford it — Rs. 2 lakh a day. As per the GO, the rental charge for a day is Rs. 1 lakh, the airconditioner charge is Rs. 30,000, electricity costs Rs. 25,000 per day, sound system comes at Rs. 25,000, conservancy charge is Rs. 10,000, and internet and LCD costs Rs. 10,000 — totalling Rs. 2 lakh.

While the official maintained that cooking was not allowed on the premises and only heating of food purchased from outside was permitted, on Sunday, cooks were seen preparing cutlets and dosas on huge pans, as their assistants sat nearby cutting vegetables.

When this was pointed out, the official said that events of such a scale were a rarity and that maintenance was done systematically.

About the torn curtain screen inside the auditorium and the broken glass door at the entrance, he said that both were being repaired and the glass would be replaced by Thursday.

Earlier, bookings for the auditorium were made through the Department of Public Libraries, but now, they are handled by the Tamil Development, Religious Endowments and Information Department.

PARKING, A HASSLE

Though regular users of the library say that the sound from the music bands or the programmes did not disturb them, finding parking space is a bit of hassle when big functions take place at the auditorium.

“We cannot hear the music inside the library but the parking lots are mostly full. When I saw so many cars parked, I wondered if so many people had come to the library, only to find that there was a programme being held at the auditorium,” said a C.A. aspirant who uses the library regularly.

Though both the auditorium and the library have allocated parking space, some staff members allege that the spill-over from the auditorium programme is usually directed to the library’s parking space.

In November 2011, the state government announced that the library would be converted into a super-specialty paediatric hospital. The issue is pending in the court.

A Bad Day for TN.

I felt like barging in and stopping the function when I passed the Library.

I do not know whose Brain Wave led to this. Pathetic.

India's only world-class library. Could have made it one of South Asia's best but instead . Foolishness of the worst kind.

Madras HC bans use of Anna Library auditorium for weddings

A direction to this effect was given by the first bench comprising chief justice MY Eqbal and Justice TS Sivagnanam, after senior advocate P Wilson drew the court's attention to media reports and photographs showing the use of the state of the art library auditorium for a wedding reception on Sunday.

The library premises, said to be one of the most modern and biggest libraries in Asia, was a pet project of former chief minister M Karunanidhi. The AIADMK government, however, has decided to shift the library to a new facility at Nungambakkam and convert the structure into a child specialty hospital.

The decision has since been stayed by the high court, which has also asked the government not to withdraw any facility currently available to it. On Sunday, onlookers and academics expressed shock at the information department's permission to use the premises for wedding reception. The Times of India carried a front page news with photographs on Monday, showing how the government order banning cooking and eatables inside the premises had been thrown to the wind.

On Monday morning, when the court assembled for routine business, senior advocate Wilson mentioned the matter before the first bench, and said it would amount to violation of the Court's order to the government to maintain the library in good condition and not to withdraw any amenity available there at present. Wilson, who had obtained the stay order in a PIL, said such non-academic functions would demean the premises and hamper academic activities. Users were obstructed from using the parking lot, and heavy movement of guests and vehicles were a distraction, he said.

Government pleader S Venkatesh, while offering apologies to the court, contended that the wedding reception did not disturb library users on Sunday. He, however, gave an undertaking that henceforth the auditorium would not be rented out to such functions.

When he said that it had already been booked for other functions, including a wedding in September, the bench said the government must cancel it and refund the advance amount received from the organisers.

Acceding to Wilson's plea for an early hearing and disposal of the pending PIL so as to avoid such complications, the judges said they would fix a date for early hearing of the case next week.

its a complete mockery. Peak of irony and what else to say? Next the Legislative assembly building might be the target for a high funda wedding function. Goes to show money can do anything in India.

சினிமா பூஜை, இசை வெளியீடு, டிரெய்லர் வெளியீடு நிகழ்ச்சிகளுக்கு இடத்தைக் கொடுத்தபோது எதிர்க்காதவர்கள் எல்லாம் சேட்டு வீட்டு கல்யாணத்துக்குக் கொடுத்தபோது மட்டும் எதிர்ப்பது வேடிக்கையாக இருக்கிறது. வள்ளுவர் கோட்டம் காலம் காலமாக தள்ளுபடி விற்பனை சேலைக் கண்காட்சிகளுக்கு வாடகைக்கு விடப்படுவதை யாரும் இதுவரை எதிர்த்ததாகத் தெரியவில்லை. அங்கே உருப்படியான ஒரு இலக்கிய நிகழ்ச்சி வருடத்துக்கு ஒரு முறை கூட நடப்பதாகத் தெரியவில்லை.

இது தொடர்பாக சில அடிப்படை பிரச்சினைகளைப் பார்ப்போம். முதலில் மாதாமாதம் லட்சக்கணக்கான ரூபாய் பராமரிப்புச் செலவுக்குத் தேவைப்படும் விதத்தில் அண்ணா நூலகத்தில் பெரிய அரங்குகளைக் கட்டியதே தவறு. நூலகத்தில் சிறு கருத்தரங்க அறைகளே போதுமானவை. மற்ற்படி சென்னையில் விதவிதமான அரசு அரங்கங்கள் பொது அரங்கங்கள் உள்ளன.

வருமானத்துக்காக கல்யாணத்துக்கு வாடகைக்கு விடுவதை அரசு இங்கே மட்டுமல்ல இன்னும் பல இடங்களில் செய்கிறது. மாநகராட்சியின் பள்ளிக் கூடத்தை இடித்துக் கட்டப்பட்டது பிட்டி தியாகராயர் அரங்கு. அதுவும் திருமணங்களுக்குத் தரப்படுகிறது. நகராட்சி வசம் நிறைய சமுதாயக் கூடங்கள் உள்ளன. அவையெல்லாம் பெரும்பாலும் திருமண நிகழ்வுகளுக்கே தரப்படுகின்றன. இலக்கிய, நாடக முயற்சிகளுக்கு எங்கேயும் இவை குறைந்த வாடகையில் தரப்படுவதில்லை.

அரசுக்கு வருவாய் வேண்டுமென்றால் தனியே திருமண மண்டபங்களைக் கட்டி வாடகைக்கு விட்டு சம்பாதிக்கலாம். அறிவு சார், இலக்கியம் கலை சார் இடங்களை அத்தகைய விஷயங்களுக்கு மட்டுமே பயன்படுத்த வேண்டும். போகிற போக்கில் அரசு ரேஷன் கடையில் டாஸ்மாக் கிளை திறந்தாலும் நாம் ஆச்சரியப்படுவதற்கில்லை.

காசுக்காக எதையும் செய்யலாம் என்பதே சமூக விதியாக மாற்றப்படும் காலகட்டத்தில் நாம் வாழ்கிறோம்…இல்லையில்லை, இருக்கிறோம். இதெல்லாம் ஒரு வாழ்வா என்ன ?
