It's not about being petty... there's a huge diference between a motorway and a 4 lane road with same level intersections, etc...
Would a call a city avenue (2x2) a motorway?

Algeria re-routes North Africa highway to protect park

Updated: 8:38 a.m. ET July 2, 2007

ALGIERS - Algeria will re-route part of an $11 billion highway linking it to Morocco and Tunisia so as not to harm a major Mediterranean wetland threatened by the project, a government minister said in remarks published on Monday.

Environmentalists and journalists warned in a petition to President Abdelaziz Bouteflika last month the El Kala coastal park of marshes and forests would eventually disappear unless the 1,200 km (750 mile) road intended to link Algeria to Tunisia and Morocco was routed around it.

The road was due to be built across the 800 sq km (300 sq miles) northeastern park, home of many varieties of predator birds, fox, lynx, tortoise and wild cat, under a plan to build the first direct motorway between Algeria, Morocco and Tunisia.

Ok, I know the differences. And I wasn't talking about city avenues (even where there are cities/towns between Cairo and Libya, there are bypasses). But a 4-lane road all the way between Cairo and Libya surprised me so much, that I simply call it motorway. (now stop being petty )

No need to shout.
And, for comparising porpouses, you could compare this motorway with Spanish AP7/A7, which is about the same length, and also goes by the mediterranium coast, and still it doesn't hve 2x3 lane ins most of it's lenght. Only in the northern part, which is busier.
And I don't believe this motorway in Algeria will have more traffic than the AP7/A7.

But still, there's nothing wrong in buildint it 2x3 all the way... That's good!

Indeed that 4 lane road is surprising for me too.

Btw, is 3 lanes each direction meant 3 driving lanes and emergency lane, or "just" 2 driving lanes and 1 emergency lane? I'm asking b/c we usually don't count emergency lanes.

I guess it's 3 driving lane + exterior shoulder(emergency lane).

You don't count the exterior shoulder (emergency lane) as a lane.

I don't think there's currently enough traffic to justify a 3 lane highway but since money isn't a problem for them, they're planning ahead.

I agree
I know someone who travelled from Morocco to Egypt a long time ago- I think it was in 1970s or maybe even 60s.
