International Competition for the Rehabilitation of Scanderbeg Square



Announcement of Phase I results

The City of Tirana is pleased to announce the Phase I results to all the applicants of this competition and to the interested public.

The number of applications for the first phase is 19.

All the applications were thoroughly reviewed and commented by the Evaluation Committee, on the 6th and 7th of March, which then prepared the shortlist of Stage II finalists. The Evaluation Committee rated the 19 applications on the basis of the Competition Brief principal evaluation criteria. By the end of this process, the Evaluation Committee came out with two applications (the 5th & 6th in the descending rate list ) receiving the same rate. This fact made the Evaluation Committee decide not for 5 finalists, as previously set on the Competition Brief, but for 6 short-listed finalists to follow Stage II.


The Short-Listed Competitors are:

51N4E bvba, (Brussels – Belgium)

ARCHITECTURE-STUDIO, (PARIS - France)

ATENA STUDIO & PARTNERS, (Rome – Italy)

DANIEL LIBESKIND, Architects LLC, (New York – USA)

Josep Lluis Mateo - MAP Arquitectos, S.L., (Barcelona – Spain)

MVRDV & TOPOTEK & ARUP & Jeroen Kooijmans, (Rotterdam - The Netherlands)



The realization of this International Competition is made possible with the financial support of His Highness Sheikh Sabah Al-Ahmed Al-Jaber Al-Sabah, Amir of the State of Kuwait.

PHASE II

The objective is to select, the best proposal for the implementation project for Scanderbeg Square Rehabilitation. The wining proposal should offer, to the best of its ability, all the solutions to the criteria, which are specified by the coordinator, laid out in the Competition Brief, and is required to follow the guidelines given by the Master Plan of Tirana’s City Center.

The Design Assignment includes:

The reconstruction of the restricted area - “Scanderbeg Square”,

The streetscape design of the ‘Entries’ to the Square.

The line of progress for the construction of the new developments within the restricted area of the Square; the lines of progress for the reconstruction of the old buildings within this perimeter; and last, the usage of underground development.

The proposal should offer the best urban, architectural, infrastructural and functional solution, for the rehabilitation of the Scanderbeg Square.


The wining proposal will be announced by an International Jury, composed of experienced professionals.

Deadline for Phase II submission is April 7th, 2008, local time - 4.00 p.m.

The public presentation of the proposals will be in Tirana, on the 10th of April.

The judgment of the International Competition Jury will take place on the 10th and 11th of April.

The announcement of winner and other prizes will be on the 11th of April.

I wouldn't call Architecture Studio major, knowing them.

And most of all, I wouldn't call that piece of crap Liebeskind any important at all
That guy is a fake, a charlatan calling himself an architect.


Now that I've vented off my hate on Liebeskind, I am a little confused as to the whole competition
Is this different from that french master urban plan with the 10 towers that's been going around for years?

The masterplan is a special regulation plan for the city center of Tirana - which includes a much larger area than just "Skenderbeg Square". Each individual project - has to be designed individually, although within the overall legal framework & guidelines of the masterplan..

For example; the masterplan only defines where the 10 towers can be built, defines the height limit etc... But, the towers arent designed by that masterplan in details - all projects has to be designed individually with separate international competitions... Including the "Skenderbeg Square" which is an individual project - but is legally bound to fit in with the overall masterplan and its guidelines for the area.

This is good news. Although i would like to see some implementation of the French masterplan.

its exactly what this competition is for... the area around skenderbeg square couldnt be "implemented" until now without having a detailed project to implement... the same goes to all the other projects regulated by the french masterplan.

Until now, these are the projects that has started implementation:

- TID Tower - under construction
- The orthodox cathedral - under construction
- The National Bank - should start construction any time (financing & project are all in place)

- Archae Tower, is said to have been give green light to start construction..
- EOT Tower - i dont know, but it should start soon (?)...


However, it is after the Skenderbeg Square is regulated properly, I believe the rest of the projects which are foreseen for the area - will have a kickstart.. It is afterall the backbone of the city center..

My proposal to the government as soon as possible banning the entry of cars in Scanderbeg Square.

Changing the terrain structure from asphalt to tiles.
Leasing out space for the construction of restaurants.

I already mentioned the EOT project (Eyes Of Tirana), and I dont have any clue about it either... My best guess would be either some financial problems the investor is facing, or it could be because of the earlier crisis created by the central government VS. local government - which resulted in zero given building permits for a very long period of time...


However personally I am very optimistic about the French Masterplan in general. The reason is this huge "Skenderbeg Square" project which regulates the entire area where also the most important projects are going to be located.. It is first after this project is implemented and the area transformed - that investors will discover a new potential in the area as a direct result of the attraction created by public investments. As I said earlier this area, is the backbone of the city. Amongst other things - the project is supposed to include advanced infrastructure solutions, underground parking lots, reconstructions/renovations of some of the existing buildings etc ...

^ Sorry my bad i did not understand the abbreviations you had for Eyes of Tirana.

You know with the construction of TID tower and Polychromink, it keeps my hopes up that the rest of the projects will follow and will not be inactive. The video somebody posted of the foundation of TID tower fills me with optimism that the rest will follow.

Tirana's downtown face is starting to change. Twin Towers, European Trade Center, Polychromink and soon to be constructed TID tower are all modern landmarks.

Hopefully the growth is not impeded by quarrels between gov. vs local

The others are well known, LIBESKIND especially. Seems also that it is the first time he is designing for Tirana.

ARUP is an engineering consulting firm. The most important, worldwide!
