I believe Hedreen was looking for an excuse. They are big boys, and they run the numbers based on a number of factors. This wasn't penciling out. I very much doubt "Union intimidation" was sufficient to make them bail. It would be a first.

This exact scenario isn't that common because alley vacations and giant hotels don't come up much, so it's rarely this political. But delays can easily cancel a project, and developers choose the path of least resistance all the time. I assume that attempting the larger hotel would mean a significant delay and still have risk of needing to concede more fees and concessions. All of this sounds like a reasonable move based on my guesses.

I don't think intimidation is what I would call it, more obstructionist is accurate. Personally I think they were not very imaginative in the their tactics. They were not so much interested in the affordable housing as they were in making sure it was a union shop. Once the minimum wage was raised they lost some of their argument. To me it would have been wiser to let the hotel get built, then do their best to get the union in not make that a demand before building.
