I've heard they've had issues attracting construction firms to building residential apartments. How goes that process?

Another significant development in Porto Maravilha: A new 32-storey dual-branded hotel building. It will contain the Holiday Inn Porto Maravilha, which will contain 244 rooms, and the Holiday Inn Express Porto Maravilha, which will contain 350 rooms. The building, which is under construction right now, will have a total of 594 rooms. A dual-branded hotel building already exists in New York City at Times Square which contains two Marriott hotels (a Courtyard and a Residence Inn).
