Horseman Number 1: Actually fencing off a property they have a proposal for
Horseman Number 2: Actually start digging at said site

So are they just excavating early Seattle fill dirt? Or will it be silt and other tidal flat sediment?

That was on a little peninsula in 1875 per this. But there's definitely some fill and old building/piling remnants, which can translate to contamination.
