I'm wondering if they were doing that work sans permit - I looked on the permit tracker and there is a stop work status on the property right now. Sometimes the city will allow site work and demo prior to issuing a building permit, but of course there are site/demo permits required for all of that work as well and I don't see those as being issued (doesn't mean they haven't, just don't see it listed on the website).
