You could really turn Cairns into a metropolis of the north with the layout of the city, provided it doesn't interfere with flightpaths into the airport.

Unfortunately it does though they are trying to increase the height limit because it's not economically feasible to include underground parking in new developments unless they go higher. Apparently it's what developers want.

There are townhouse complexes that have underground in my neighbourhood, so if they can do it in my part of the world, they can do it in Cairns. I think its an excuses game.

It all depends on the soil type, elevation etc etc. As you know, mud is not an easy medium to deal with, with regards to excavation. Just look at all the above ground car parks in South Bank, Melbourne. Plus water (any that gets in) doesn't run up hill and needs to be pumped out - often continuously or at regular intervals. In such conditions viability falls to large scale projects only where the cost of continuous maintenance (pumping) can be shared by many.


Cairns CBD is also very low lying and some of it even floods during king tides. I actually took a photo of a sting ray in the Esplanade (in the street) outside the RSL during the last king tide. In conditions such as this it's much more expensive to provide underground parking than say, a hilly suburb or one that doesn't flood.

Combine that with basic economics (land values & returns on investment) and.. well you get my drift, as above. Now I'm nota hydraulic engineer but I've worked with enough of them to know that building below high tide level is expensive and is only cost effective in larger developments.
