Discovery group invests over P1b for Albay resort

Discovery Leisure Co., the local group behind luxurious hotels such as the Discovery Suites in Ortigas, Discovery Highlands in Tagaytay and Discovery Shores in Boracay, is spending more than P1 billion for a new upscale resort in Albay province. The Tourism Department said the group was constructing a five-star resort, called Discovery Bay Misibis, at a five-hectare beachfront property on Cagraray Island in Misibis, Albay.

Discovery Bay general manager Augusto Lontoc said the Discovery chain of hotels was investing over P1 billion for the construction of the facility. The resort, Lontoc said, would cater to affluent domestic and foreign visitors. Discovery Bay has registered as a member of the Small Luxury Hotels, an international group that accredits top-of-the-line resort facilities.

Tourism Secretary Ace Durano said the new investment was expected to put Albay province at the forefront of the tourism industry in the Bicol region. Once completed by the first quarter of 2009, the resort will have 38 villas. Discovery Leisure is owned by the Tiu family. “Bicol region is a potential tourism haven and that is why we are encouraging the development of various attractions to lure more visitors,” Durano said.

He said luxury resorts such as the Discovery Bay Misibis would have major contribution to the provincial economy, as they would attract high-spending tourists. The development would lead to the employment of more Bicolanos, he added. Cagraray Island is also the site of the first-class Misibis Resorts and Estates, developed by Misibis Land Inc.

Durano said President Gloria Macapagal Arroyo would inaugurate the soft opening of the Discovery Bay Resort in November. The Discovery Group is also building a wharf, called Embarcadero, at the port of Legazpi, the capital of Albay, to provide visitors easy access to the resort.

Bicolano trader allots P5 B for various projects

Legazpi City, Albay — Bicolano businessman Elizaldy S. Co, chairman of the Sunwest Group of Companies, is investing upwards of P5 billion in the next three years for his various projects in the renewable energy, real estate, leisure, retail, information and communication technology, aviation and even mining sectors that will elevate the Bicol region’s economic status. In an interview with a select group of reporters, Co revealed that he is investing a total of P3.2 billion for his retail and ICT complex in Legazpi City and for his real estate and leisure resort development in Cagraray Island in Bacacay, Albay.

Co’s retail and ICT mall in Legazpi City has been tagged as the Embarcadero with a total of 51,000 square meters of which 31,000 square meters is for the first ever call center operations in Legazpi and 20,000 square meters is for a shopping mall. The cost of development for the Embarcadero, Co said, is around P1.6 billion.

A separate P1.6 billion, the 38-year old construction magnate said, will be spent on his 400-hectare Misibis Residential Estate and Discovery Bay Misibis Resort. The Misibis Residential Estate is comprised of 300 residential lots which have actually been all sold out already to Filipino-American buyers.

A second phase of development, Co said, envisions a possible residential condotel. The Discovery Bay Misibis Resort is being marketed under the Discovery brand and will be managed by the HSAI Raintree hospitality management group which also manages the Discovery Suites in Ortigas, the Discovery Shores in Boracay and the Discovery Country Suites in Tagaytay.

The Discovery Suites, the Discovery Shores and the Discovery Country Suites is owned separately by the Tiu family. The Discovery Bay Misibis Resort will be composed of 30 luxury villas under its phase I of development. Discovery Bay Misibis is eyeing a soft opening by December this year. Co said phase II of Discovery Bay Misibis would involve the addition of another 100 rooms in a three-story condominium style development. As part of the leisure amenity to the Discovery Bay Misibis, Co revealed, he is eyeing the development of a hot spring-mud bath spa facility in the near-by “Boiling Lake” island.


Aside from his real estate, retail and leisure developments, Co, is also set to develop some $300 million worth of renewable energy projects in Antique and Catanduanes involving hydro-power, solar and windpower under his Sunwest Water and Electric Co., Inc. (SUWECO).

Energy Secretary Angelo T. Reyes last month led the groundbreaking for two of Co’s mini-hydro power projects in Solong, San Miguel, Catanduanes and in Bacacay, Albay.Aside from his renewable energy projects in Bicol, Co revealed that he has pipeline projects in Negros, Cagayan and Pangasinan. Financing for his renewable energy projects, Co said, is readily being serviced by the Development Bank of the Philippines, Allied Bank and Bank of the Philippine Islands. Co’s primary business is in various government infrastructure construction.

However, he also has a planned social, low-cost housing project in Legazpi City, an aviation company known as the Misibis Aviation Company which rents out three executive helicopters and a 29-seater Jetstream exective jet, and a possible renewable mining project which is still in the feasibility stage.

According to Co, his main goal is primarily to provide economic stimulus to his native Bicol region. Tourism Secretary Joseph “Ace” Durano over the weekend attended the blessing of Co’s recently renovated Hotel Venezia in Legazpi City and the still under-construction Discovery Bay Misibis Resort. During the blessing, Durano welcomed Co’s investments which he said would help boost tourism in the Bicol region. Legazpi Mayor Noel Rosal, for his part, noted that Co’s investment in the ICT - call center sector is already attracting interest from well-known call center operators Sutherland, Teletech and even Convergys.

Bicol tourist arrivals seen to increase by 10%

Legazpi City, Albay — Tourist arrivals in the Bicol region is projected to increase 10 percent next year to finally hit the one-million mark, according to Tourism Secretary Joseph “Ace” Durano. Tourism receipts for the region by next year, Durano projected, could reach P530 million. Durano made the projection at the blessing over the weekend of two major hotel developments in Albay and one in Legazpi  City  of the Hotel Venezia and the other in Misibis, Bacacay, Albay of the Discovery Bay Misibis owned by Bicolano businessman Elizaldy S. Co.

In an interview with a group of select reporters at the sidelines of the blessing for the resort last Aug. 8, Durano said by 2009, with Discovery Bay Misibis fully operational, tourist arrivals in the region is projected to “grow by 10 percent , to hit the one-million mark.” For the first quarter of this year, 256,746 tourists arrived in the Bicol region, with foreign travelers accounting for 35,258 and the rest comprised of domestic tourists including balikbayans, according to the regional office of the Department of Tourism.

Bicol’s tourist arrivals and receipts have been steadily rising with the successful marketing of Camarines Sur as the “wakeboarding capital” of the Philippines. Durano said Camarines Sur accounted for 51 percent of the 897,680 total arrivals in Bicol last year. Total arrivals jumped 41 percent  from the 637,127 recorded in 2006. The first phase of the P1.6-billion Discovery Bay Misibis resort is already under construction with a soft opening scheduled on Dec. 8 this year.

Discovery Bay Misibis will be managed by HSAI Raintree, a hotel management firm which is a partnership between the Tiu family and hotelier Annabella Santos-Wisniewski. Hotel Venezia, is a 40-room hotel located in Renaissance Gardens in Legazpi City. It offers a stunning view of Mayon Volcano and is located just five minutes away from the Legazpi Airport.

HSAI Raintree is managing the city hotel as well. Durano said that with Discovery Bay Misibis, Bicol will attract a more upscale crowd with higher spending power, pushing tourism receipts in the region to P530 million. In a separate interview, Wisniewski said that Discovery Bay Misibis has just been included in the Small Luxury Hotels of the World list, the second Philippine hotel to be included in the prestigious list. 


The first SLH in the Philippines is Discovery Shores Boracay which is owned by the Discovery Leisure Co. of the Tiu family.

Philippines Firm Takes Forefront in Innovative Dev't Ventures


LEGAZPI CITY, Aug 13 Asia Pulse - An investment firm in the Philippines' area of Bicolano, headed by a young construction magnate, has put itself in the forefront of industries involving eco-tourism, real-estate, information technology, leisure, hotel and renewable energy among other multi-billion-peso innovative ventures nationwide. On August 8, 2008, the Sunwest Group of Companies (SGC) held the blessings and soft opening of Embarcadero de Legazpi, a 24 7 operational well-masterplanned information technology, modern trading hub and lifestyle destination in a seafront environment here.

Embarcadero is patterned somewhat after the Fisherman's Wharf in San Francisco, California and will house a wide call center, a mall, market, restaurants and a hotel. The call center alone, he said, will occupy 31,000 sq m of the total 51,000-sq-m Embarcadero site, according to Elizalde Co, the 38-year-old SGC president and chief executive officer.

This newest P1.6-billion investment would open on the last quarter of this year. "We have already started training prospective call-center agents to fell up job vacancies when this call center opens while business-process outsourcing firms such as Convergys, Sutherland Global Services and TeleTech have been invited to put up units in the Embarcadero," Co said.

A separate P1.6 billion had been earmarked for the 40-hectare Discovery Bay Misibis and Misibis Residential Estate in Cagraray Island in the municipality of Bacacay, Albay. Both projects that are being undertaken by the Misibis Land Inc. are fronting the Albay Gulf. The Misibis Residential Estate that lies within a 20-hectare elevated terrain gifted below with clean and fine white sand beaches, crystal-clear seawater and green environment is comprised of 300 residential properties sold mostly to Filipino-American and Japanese retirees for private development.

Discovery Bay Misibis that will be composed of 38 luxury villas and 100-room three-story resort units within a five-hectare property to be managed by HSAI Raintree, the hospitality management firm behind Discovery Suites and Country Suites in Tagaytay City and Discovery Shores in Boracay. This project was also launched last Aug. 8 and Co said, Discovery Bay Misisbis even before the affair had already been made a member of the Small Luxury Hotels of the World (SLH), the second of which in the Philippines after Discovery Shores Boracay.

An accrediting SLH member that paid a visit recently said the island resort is even more luxurious than Discover Shores, Co said. To complement its world-class reputation, Co said he recently bought for Discovery Bay Misibis a brand-new Bell 407 helicopter, a British Aerospace Jet-Stream 32 (BAe J32), a 29-seater private plane, a Catamaran ferry from Austhai Marine and semi-submersible vessel.

These luxurious air and sea transportation facilities will give resort guests the finest amenities such as flying over the crater of Mt. Mayon or have a peer at the lush sea life of the Pacific Ocean, he said. "Unlike Boracay that caters more to party crowds, Misibis would attract eco-tourists or those who prefer nature and adventure," Co said.

Horse-back riding around the 400-hectare island would also be available while a petting zoo is also being planned to be set up within the resort, he said. To serve as another amenity for Discovery Bay Misibis, Co is also studying the possibility of developing a hot spring-mud bath spa facility at the Nag-aso Spring, a hot sulfur-rich lake in the municipality of Manito which is a 45-minute boat ride southwest of Misibis.

Misibis was designed to stimulate local economy and open more employment opportunities to the homegrown labor force has been declared by President Gloria Macapagal-Arroyo Arroyo as a tourism estate zone, the third of such zones in the country after Palawan and Laoag, according to Co.


The bulk of SGC projects are in renewable energy, where Co said he intends to spend about P13.2 billion for the construction of various mini-hydro and hybrid power projects in Luzon and Visayas in the next two years. SGCs Sunwest Water and Electric Co. Inc. (Suweco) inaugurated last month a twin renewable-energy projects the hydro-power plant in Catanduanes that generates 2.3 megawatts of electricity for the island province and the 2.7-mw solar and wind power facilities in Misibis, Cagraray Island. Suweco is also set to start works on an 8-mw mini-hydroelectric power plant in Antique while other power plants in the pipeline are three more mini-hydropower plants for Antique, another three in Catanduanes. By 2010, Suweco would also be able to put up more renewable-energy plants in Negros Occidental, Iloilo City and Cagayan, the low-key Bicolano construction tycoon said.

The power projects are funded from internally generated funds, as well as bank loans and Co said SGC started investing in renewable energy projects because "they are good for the environment and acceptable to the people. We can no longer ignore the problem of climate change." In the next three years, SGC is investing some P16 billion for all its development projects more particularly on renewable energy that would offer cheaper electricity and liberate communities from erratic power supply from fossil-fed sources, he said.

Discovery Bay Misibis in Small Luxury Hotels of the World



Tourism gets mega-kick in Bicol’s hot new properties

LEGAZPI CITY, Albay—HSAI Raintree Management Co. is expanding its reach throughout the Philippines with the recent inauguration of Hotel Venezia, a business hotel in Legazpi City, and the soon-to-open Discovery Bay Misibis, a luxury resort in Cagraray Island, Albay. Both properties are expected to give a major boost to the tourist arrivals in the Bicol region, said Tourism Secretary Joseph “Ace” Durano. In an interview with select reporters at the sidelines of the blessing of the resort on August 8, Durano said with the recent opening of Hotel Venezia, and with Discovery Bay Misibis fully operational next year, tourist arrivals in the region are projected to “grow by 10 percent,” hitting the 1-million mark in 2009.

Both properties are owned by low-key Bicolano businessman Elizaldy Co, who made his fortune in the construction business. He is chairman of the Sunwest Group of Companies, which hired HSAI Raintree to manage both properties. HSAI Raintree—a hospitality-management firm—is a partnership between the Tiu family of the JKTC Group of Companies and veteran hotelier Annabella Santos-Wisniewski’s Raintree Inc.

HSAI Raintree also manages the Discovery Suites along ADB Avenue in Pasig City, Discovery Country Suites on Tagaytay City and Discovery Shores in Boracay Island. These properties are owned by the Discovery Leisure Co., a unit of the Tiu family’s JKTC Group.

Raising the bar for Bicol hotels

The 40-room Hotel Venezia, located in a subdivision owned by Co called Renaissance Gardens in Legazpi City, is seen raising the bar for the business hotel market in Bicol with its superior facilities, luxury amenities and professional service. First opened in July 2004, the hotel underwent extensive refurbishment under the guidance of HSAI Raintree, which took over management in June 2008. Its guest rooms feature an LCD TV, Wi-Fi connection at the business center, 24-hour room service, function rooms and a restaurant called the Café San Marco. A number of its rooms offer a stunning view of the Mayon Volcano, while the hotel is centrally located, making it accessible to a number of natural tourist destinations within Albay and the other provinces in Bicol.

“Hotel Venezia will introduce a new level of service and style that will appeal to both business and leisure travelers in this booming city,” said Wisniewski. “The hotel creates an environment that enables guests to stay connected whether they are doing business or even while playing a round of golf at Legazpi Golf Club in Tabaco,” she added. The hotel is only two minutes away from the airport and is close to several business and government offices. It offers complimentary shuttle service to and from the airport, as well as package tours of nearby tourist destinations.

Luxury villas, condotels

Separately, construction is ongoing at the P1.6-billion Discovery Bay Misibis, with the first phase scheduled for completion in time for the resort’s soft opening this December. The first phase will feature 38 luxury villas, seven of which will be by the beach fronting the Albay Gulf, and the rest by two pools. Co said after December, he will start constructing three-story resort units, which are projected to be finished by 2010. It will have a total of 100 rooms and occupy 20 hectares of the entire 400-ha. Misibis property.

Discovery Bay Misibis is actually the second phase of Co’s real-estate project in the area under his Misibis Land Co. The first phase, dubbed Misibi Residential Estate, commenced in 2005 with the sale of 300 lots to individual home-owners, mostly Filipino-Americans for private development. A third phase is the construction of separate condotel units to be dubbed Amalfi Condotels. Project costs have yet to be determined for this development.

According to Wisniewski, Discovery Bay Misibis has just been accredited by the Small Luxury Hotels (SLH) of the World, the second Philippine hotel to be included in the exclusive list of small hotels with their own luxurious touches and individual charms. The first SLH in the Philippines is Discovery Shores Boracay. The SLH membership covers 440 hotels in more than 70 countries, offering prospective guests centralized reservations and booking system to any of its member-properties around the world.


Major waterfront development

Another Co property, the P1.6-billion Embarcadero, will be managed by Wisniewski’s own company, Foodparks by Raintree Inc. The Embarcadero, located at the Legazpi Port, is a major waterfront development seen to become a destination for both local and international visitors to the Bicol region. Owned by Co’s Embarcadero Land Ventures, the Embarcadero is designed as a one-stop dining, shopping, entertainment and leisure destination anchored on what is bruited to be the “largest e-commerce hub” in the region. It will be home to information technology companies, business-process outsourcing companies, corporate offices and a 500-seat training center. Slated to open in 2008, the Embarcadero’s masterplan includes a future boutique waterfront hotel and convention center. Meanwhile, Bicol’s tourist arrivals and receipts have been steadily rising as more foreign tourists learn to appreciate the region as a primary tourist destination in the country. “What is remarkable is the 114-percent jump in foreign tourists in 2007, primarily due to what we call the ‘three icons of Bicol’: the whale shark [butanding] in Donsol, Sorsogon; wakeboarding in Camarines Sur; and the Mayon Volcano,” said Secretary Durano. Camarines Sur alone accounted for some 51 percent of 897,680 total arrivals in Bicol last year, up 41 percent from the 637,127 recorded in 2006, data from the Department of Tourism’s (DOT) Bicol regional office showed.

But the establishment of Discovery Bay Misibis, he said, is expected to attract a more upscale crowd with higher spending power, pushing tourist receipts in the region to reach P530 million. The resort is accessible via one-hour land travel from Legazpi City and soon, via 20-minute fastcraft, from the Legazpi Port. With this remarkable performance, the Bicol region, Durano said, is expected to hit its tourist arrivals target this year of 974,000, up 8 percent from last year’s 898,000. Tourist receipts this year are also projected to reach P481 million from P444 million in 2007. According to Maria Ravanilla, regional director of the DOT, about 318,000 jobs were generated last year with the expansion in tourism opportunities. She added that “even former insurgents of the New Peoples’ Army have turned to tourism,” becoming tour guides or whale shark spotters because these jobs pay decent wages.
