Could you expand on this a bit for someone who is completely clueless in regards to this subject?

The council has to make decisions what can be added and where. I think every building can automatically recieve rights to add on, but on preservation buildings they can sell off those rights to other projects and use that to do renovations without adding floors.
The article raised a number of other issues like tax benefts of this plan that mean less taxes.

You mentioned something about buildings under preservation-but isn't the problem that these historic areas are not protected under such 'preservation'? That's where I was confused.

historic buildings are listed. some can have added floors and some cant. it depends also on the structure. under the tma38 you can add floors to renovate any building to make it more eathquake resistant. the developer adds floors and renovates the rest. What happens in strict preservation is that you can maybe sell and transfer those added floors to another project. its done in tel aviv. If the buildings are just old not for preservation they can either do vacate and build or add 2 floors. In these projects the residents dont pay anything so it doesnt matter what economic status the residents are it matters if theres demand by developers to do it.

Finally something usefull for the place (the carpark is usefull but ugly).

The building is modern and stands out.
I would have made the floorplan somewhat different, the building is just a few meters away from the windows from the Jaffo-street buildings. And the square at the end of ''Even Israel'' in front of the tower I would have made bigger as a public hangout place, with a fountain or something nice.
At the other hand it's not blocking the view so much for the people in the high apartmentbuilding next to it.
But lets see. And hopefully it gives some life to centre of town...

Great idea that skatepark, looks good.
But I feel a bit to old to skate, maybe I use it as a golfcourse... Well, when the skaters are not there.

עיריית ירושלים, באמצעות חברת עדן, החברה לפיתוח מרכז ירושלים, יוצאת השבוע במכרז להקמת פרויקט מעונות של דיור בר השגה להשכרה, למאות סטודנטים במרכז העיר ירושלים. הפרויקט יכלול כ-200 מיטות, עם אופציה להרחבה במאות מיטות נוספות והוא צפוי להתאכלס בתוך 3 שנים. הפרויקט יקום בבית אגרון הסמוך למדרחוב נחלת שבעה. היזם שיזכה בו יקים את הפרויקט ויתפעל אותו במשך 25 שנה. הפרויקט ישתרע על שטח כולל של כ-7,500 מ"ר, מתוכו כ-6,300 מ"ר מיועדים לשטחי מגורים וכ- 1,200 מ"ר מיועדים לשטחי מסחר. בשלב הראשון נערך מכרז בין מוסדות ההשכלה הגבוהה בעיר לקבלת עדיפות ראשונה עבור הסטודנטים שלהם ובמכרז זכתה האקדמיה לאמנות ועיצוב "בצלאל". הסטודנטים ישלמו על 1,200 שקל בחודש.
