$5.2M eco-friendly elderly home to be built in Utuado

The central mountain town of Utuado will become home to the island’s first affordable, eco-friendly elderly home, which is slated to begin construction in January 2013, at a cost of $5.2 million, representatives of the nonprofit developer in charge of the project, Pathstone CDC de Puerto Rico, announced this week.
The 32-housing complex will feature common facilities, green areas, elevators, air conditioning and parking. The first units should be handed over in mid-2014, said Michelle Sugden-Castillo, urban developer and executive director of PathStone.
To develop the project, PathStone competed and obtained federal funding through the U.S. Department of Housing and Urban Development’s Supportive Housing for the Elderly program. The housing project will offer rent subsidies to qualifying residents who are 62 or older.
“This issue is particularly relevant given that market studies show that 40 percent of Utuado households have a member who is over 65 and 46 percent live under poverty levels,” said Sudgen-Castillo.
The elderly housing project is currently in the design stage, which allows developers to establish their ‘green’ goals and develop a sustainability plan focused on energy, water and environmental conservation. The complex will eventually participate in a ‘green’ buildings certification process, she said.

Desarrollan égida ‘verde’ en Utuado
La estructura se encuentra en fase de diseño y comenzaría a operar en 2014

Utuado tendrá una égida con 32 unidades de vivienda, y su diseño incluirá elementos para reducir el impacto de la edificación en el ambiente.

Michelle Sugden-Castillo, directora ejecutiva de PathStone CDC de Puerto Rico, organización sin fines de lucro a cargo del desarrollo, indicó que el proyecto aún se encuentra en la fase esquemática de diseño, y se espera que la construcción inicie a principios del año próximo. Una vez comenzada, tomaría entre un año y año y medio completarla.

La planificadora urbana precisó que durante esta etapa se fijarán las “metas verdes” que se quieren alcanzar con la estructura, entre las que mencionó sistemas para generar eficiencias energéticas, maximizar la ventilación natural y que el diseño sea compacto.

“Este proyecto está a pasos del centro urbano de Utuado. En cuanto a la localización, está en un área ya urbanizada, y estaría cumpliendo con varios requisitos” para obtener la certificación verde, destacó.

PathStone buscará que la égida sea reconocida como un edificio ecoamigable por el Programa de Comunidades Verdes de Enterprise Community Partners, otra entidad sin fines de lucro que promueve el desarrollo de viviendas a costos asequibles. La organización establece ciertos criterios con los que el edificio tendría que cumplir para obtener la certificación.

PathStone desarrolla otros dos proyectos de alquiler guiados por ese programa, uno de 56 unidades para familias en San Germán, y otro para obreros agrícolas en Lajas.

En el caso de la égida de Utuado, la organización recibió para el desarrollo casi $5.4 millones del Departamento federal de la Vivienda y Desarrollo Urbano, y obtendrá $105,400 anuales adicionales para subvencionar la renta de las unidades.

“Siempre uno tiene que buscar un poco más. Cuando terminemos el diseño, hacemos un estimado formal, y si hay algún ‘gap’ (en los fondos) los buscamos en otros programas federales, instituciones financieras o fondos locales”, sostuvo.

El proyecto contará con instalaciones de uso común, áreas verdes, elevadores, aires acondicionados y espacios de estacionamiento, detalló Sugden-Castillo.

Utuado senior housing project gets $400K federal award

The Federal Home Loan Bank of New York announced Wednesday the award of a $400,000 grant to Pathstone, Inc. to help finance the Valle Dorado project, which will construct a new building providing 32 affordable homes for very low-income seniors in Utuado. Doral Bank, a member of the Federal Home Loan Bank of New York, submitted the application for the funding.

“It is important that we ensure that our seniors have affordable housing, and this grant from the Federal Home Loan Bank of New York and Doral Bank will help bring more than 30 affordable homes for seniors in Utuado,” said Resident Commissioner Pedro Pierluisi.

The Valle Dorado project calls for the new construction of a 32-unit, five-story apartment building, featuring one-bedroom units that will be offered to very low-income elderly residents, with two units being fully handicap-accessible. The U. S. Department of Housing and Urban Development and the Puerto Rico Housing and Human Development Trust Fund will provide additional financing.

“We’re very pleased that the application that we submitted for the funding was accepted. Doral Bank is always committed to supporting our communities, especially low and moderate income,” said Doral Bank’s CRA Officer, José A. Rivera-Urrutia.

El proyecto se llama Valle Dorado Elderly. Cuando puedan Darko o Terick....editen el titulo.
