Summary:
Longest: 15T > T6B5 > T3
Widest: T3 > T6B5 > 15T
Heighest: 15T > T6B5 > T3
Passanger cappacy (T3 and T6B5 counted as a train of 2 trams)
More Seats: T6B5 (2x40=80) > T3 (2x36=72) > 15T (61)
More standing place: T6B5 (2x120=240) > 15T (149) > T3 (2x59=118)
Full cappacy:
Tatra T3 - 190=2x(36+59)=2x95
Tatra T6B5 - 320=2x(40+120)=2x160
Škoda 15T - 210=61+149

Personal summary:
Counting on the passanger cappacy and the number of seats, to my mind, the best tram for todays Riga could be Tatra T6B5. I was even shocked by the passanger cappacy of those 2 tram trains. I mean 320 passanger , but if I think about it - I have never seen them as crowded as T3. But since they aren't build anymore then the best of these three is the Škoda 15T. But that's just if we look at these three tram types, there are much more trams and maybe some others are better. But we aren't the ones who decide

Thanks Hybrid 87! that's really put me in the picture. It's going to be a wonderful to have the new trams, although during peak times they don't appear to have the capacity. Hopefully it won't mean people waiting in the cold for the next tram. Perhaps they can run more frequently during those times.

Standing capacity also depends on how many people there are on a m2. Today's standards usually set the bar to 4 people/m2, but in some places it's 7 people/m2. So it's pretty difficult to compare. It would be better to have floor space figures for each tram.

It's counted on an average of 5 people/m2

Well, there definitely seems to be very mixed ways of counting standees.
If you compare the two standard types we have now, they should definitely be about the same as both measurements of the cars and seats are very similar.
There is no way you could fit in twice as many standees in that car!

This number is for three segment tram, however you can add more middle segments. The advantage is each wheel has it's own engine.
For Prague 300 passangers capacity is enough, since it is better if you provide trams with lower capacity going more frequently.

In Riga it will be no problem with capacity. Fortunately most of trams are half - empty even on rush hours. They are full for first 4-5 stops and than get emptier fast.

Looked at the wiki link again and found a couple extra links at the bottom of the page.
This one gives a plausible explanation:
# Kapacita (5 osob/m2): 210 (61 + 149)
# Kapacita (8 osob/m2): 300 (61 + 239)
I guess osob means standee or person.
