I would say Japan. They have put a lot of effort into continually upgrading infrastructure and aesthetics despite the economic crash and nowhere else compares. The signs are cute but a bit cluttered. A few places in China such as Shanghai come close but mostly they're not in the same league.

The US on the other hand doesn't care about aesthetics with its infrastructure. As long as it's "good enough" it's fine, the really crumbling pieces are getting rebuilt but prettiness is rarely a factor/motivation. Doesn't bother me but most infrastructure is pretty ugly on foot.
