TEMPO Interaktif, Jakartainas Perumahan DKI Jakarta merencanakan pembangunan rumah susun (rusun) sebanyak 2040 buah pada tahun 2006. Anggaran untuk proyek ini sebesar Rp 285 miliar, sedangkan total lahan yang dibutuhkan seluas 49,6 hektar.

“Disewakan untuk kalangan masyarakat kelas menengah ke bawah, tapi sasaran spesifik tiap lokasi berbeda,” kata Kepala Sub Dinas Perencanaan Dinas Perumahan, Suratman, dalam rapat kerja dengan Komisi D yang membidangi Pembangunan, Dewan Perwakilan Rakyat Daerah (DPRD) DKI Jakarta, Rabu (12/9).

Dia menjelaskan, rusun itu akan dibangun pada 4 lokasi berbeda, yakni di Karet Tengsin 292 unit, tipe 21, 12 lantai, di Marunda 1500 unit, tipe 30, 6 lantai, Pulau Jahe 48 unit, tipe 21, 3 lantai, dan di Rawa Bebek 200 unit, tipe 36, 6 lantai.

Kriteria pengguna rusun, lanjut Suratman, adalah masyarakat yang terkena pembebasan tanah untuk rusun, penghasilan rendah, dan belum punya rumah sendiri, memiliki KTP DKI dan Kartu Keluarga, sanggup membayar sewa, dan menaati ketetapan jumlah penghuni. Harun Mahbub

Jakarta to build more low-cost apartments
JAKARTA: The Jakarta administration is set to build some 2,040 low-cost apartments in 2006, Suratman, the head of the planning division at the Jakarta Housing Agency, said on Wednesday.

He was quoted by the city's official online news portal Beritajakarta.com as saying that the construction of the low-cost apartments was aimed at creating a better urban environment and to provide decent housing for Jakartans.

The apartments will include 1,500 units in Marunda, North Jakarta; 292 in Karet Tengsin, Central Jakarta; 48 in Pulo Jahe, East Jakarta, and 200 in Rawa Bebek, also in East Jakarta.

Some Rp 285 billion (about US$28.5 million) will be allocated for the projects out of the 2006 city budget, Suratman said, explaining that the city had acquired 496,857 square meters of land -- some of which was marshland -- for the projects, which would require 49.6 hectares of land in total.. --JP

Great. They should do more of this HDB stuffs. Jakarta will be denser and have more space for greenery.

Karet Tengsin is a low income crowded neighborhood around Tanah Abang area.

This is good that they are building some. I hope as the years progress they will be able to build more in the area of 10,000-20,000 low income apartments annually.

(karet tengsin) kayaknya deket karet...tanah abang deh..

eh, kata "tengsin" dalam kalimat "ah..jadi 'tengsin' gue" apakah emang asal usulnya dari daerah karet tengsin???

JAKARTA - Pemerintah Provinsi (Pemprov) DKI Jakarta akan membangun rumah susun sederhana (Rusuna) untuk 71.000 keluarga miskin yang bermukim di pinggiran kali, kolong jembatan, dan para buruh.

Pembangunan Rusuna tersebut, akan melibatkan pengembang swasta di Ibukota yang belum memenuhi kewajiban membangun fasilitas sosial (fasos) dan fasilitas umum (fasus) selama periode 2000 sampai 2005. "Kami akan segera membangun besar-besaran. Yang membangun Pemprov DKI dan pengembang yang masih utang bangun fasos dan fasus. Mereka (pengembang, Red) harus bayar kewajiban karena itu untuk kepentingan masyarakat kecil," kata Gubernur DKI Jakarta, Sutiyoso, seusai menerima kunjungan Komisi V DPR, di Balai Kota, Kamis (20/10).

Dia mengungkapkan, pembangunan Rusuna itu, akan dilakukan bersamaan dengan rencana Pemprov DKI membangun 3.000 Rusuna pada 2006. Untuk itu, dalam waktu dekat, gubernur akan mengumpulkan para pengembang swasta yang masih menunggak kewajiban membangun fasos dan fasum ini. "Nanti pemerintah pusat dan yayasan sosial juga akan saya minta ikut berperan serta," ujar Sutiyoso.

Sementara itu, Ketua Komisi V DPR, M Sofhian Mile mengatakan, pihaknya akan membantu rencana Pemprov DKI membangun Rusuna bagi warga miskin di Ibukota. "Kalau memang lahannya sudah tersedia dan butuh peran serta pemerintah pusat, silahkan kirim surat dan kami akan meneruskan ke Menpera (Menteri Perumahan Rakyat, Red). Anggarannya ada kok," kata Sofhian.

Sedangkan anggota Komisi V dari Fraksi Partai Golkar, Enggartiasto Lukito mengatakan, Komisi V akan memperjuangkan rencana tersebut untuk masuk dalam anggaran tahun 2006. "Dinas Perumahan DKI silahkan kirim surat resmi ke Komisi V, Menpera dan Panitia Anggaran. Nanti akan kami bahas dan usahakan agar masuk anggaran tahun depan. Paling lambat suratnya harus kami terima Jumat (21/10) ini," ujar Enggartiasto. (J-9)

Sutiyoso Asked the Promise of Developer to Build Economy Class Flats

BeritaJakarta.com Governor Jakarta Sutiyoso said that 71 thousand families in Jakarta, who live by the river, were easily to get infected with disease. Therefore, it’s an urgent task to build flats for the people who live near the river.

However, Sutiyoso admitted it’s not easy to bring awareness to the people that it’s not healthy to live near the river. And it takes courage to change their way of life, from living near river to live at flats.

“There’s always pros and cons. And many non-governmental organization provoke the people to stay living by the river. We meant well. We offer them a better place to live,” Sutiyoso explained reorters at City Hall on Thursday (20/10).

According to Sutiyoso, Government had provided the land to be use for flats development. Every month, Sutiyoso said that Jakarta Provincial Government gave subsidy fund amounting Rp. 100 million to pay maintenance cost of existed flats.

Meanwhile, Head of Commission V of People’s Representative Council, M.Sofhian Mile, said that he would help Jakarta Provincial Government in developing flats.

Marunda cleared for low-cost apartments

The Jakarta administration is preparing a site in Marunda, North Jakarta for the development of low-cost apartments next year,to be built in cooperation with private developers.

A senior official with the City Housing Agency, Suparman, said on Tuesday his agency had been readying a 12-hectare area in Marunda for the apartment blocks.

"With three blocks to a hectare, the entire site can accommodate 36 blocks," said Suparman, who chairs the planning division of the agency.

Each block will have between 100 and 300 units.

He said the administration would focus on the development of low-cost apartments in Marunda next year, while the agency would prepare further sites for similar projects.

According to agency data made available to The Jakarta Post, the administration has acquired 56.31 hectares of land across the city, of which 48.94 hectares, or 83 percent, will be used for the development of low-cost apartments.

Much of the acquired land is not ready for construction.

In addition to Marunda, some locations that are ready for construction include Karet Tengsin, Central Jakarta (1.95 hectares for one block of 292 units) and Jl. Pinus Elok, Penggilingan in East Jakarta (2.14 hectares for nine blocks of 900 units).

Governor Sutiyoso's administration has planned to expedite the development of more than 50,000 units of low-cost apartments for the poor by 2010 by dragging developers, which are yet to fulfill their obligations to build social facilities for the public, into the project financing. The administration will assist through providing the land.

According to prevailing regulations, every developer -- which is willing to build housing or commercial premises on a 5,000-square-meter area and above -- has to dedicate 20 percent of the built area for public facilities or non-commercial infrastructure. Or, the developer can settle the obligation with cash.

Those facilities include schools, sports centers, places of worship, markets, parks and playgrounds. Such facilities cannot be converted into building premises for commercial purposes and have to be handed over to the local administration within five years.

Between 1990 and 2005, 163 developers failed to build public facilities or non-commercial infrastructure or pay off their obligation, equal to Rp 894.68 billion in total.

However, City Secretary Ritola Tasmaya said the administration would focus on pursuing those developers who had obligations in the last five years between 2001 and 2005.

"It will be much easier for us to track down new developers than those developers whose obligations are due before 2000 as many of them are no longer active or have moved to unknown addresses," Ritola said.

Between 2001 and 2005, only 27 developers are yet to make good on their obligations valued at Rp 264.87 billion, equal to 18 apartment blocks, he said.

Chairman of the Jakarta chapter of the Indonesian Real Estate Developers Association (REI) Tulus Sawoso said earlier last week that only 30 of the total 163 indebted developers were members of the REI.

Tulus, however, said his organization would approach its members to find out why they had not met their obligations.

BANDUNG : REI Jabar memproyeksikan pembangunan rumah sehat sederhana (RSH) di Jabar tahun 2006 akan mencapai 30.000 sampai 40.000 unit setelah adanya insentif dari pemerintah berupa kenaikan dana subisidi dan perluasan masyarakat yang berhak atas rumah bersubsidi.

Ketua DPD Real Estat Indonesia (REI) Jawa Barat Hari Raharta mengatakan pemberlakuan insentif dari Menteri Perumahan tersebut disambut baik kalangan pengembang.

"Selama ini banyak anggota REI yang malas membangun RSH karena rendahnya daya beli masyarakat, tetapi setelah Menteri Perumahan per 1 Januari 2006 menaikan pagu subsidi uang muka hinga Rp9 juta maka ada potensi pembangunan RSH bergairah lagi", katanya kepada Bisnis hari ini.

Menurut dia faktor pendorong realisasi pembangunan RSH yaitu pelebaran masyarakat yang berhak menerima subsidi. Selain PNS, anggota TNI, Polri juga peserta Jamsostek, buruh, pegawai swasta.

Pemerintah diketahui mengubah syarat berupa kenaikan nilai pendapatan masyarakat yang berhak menerima subsidi dari Rp1,3 juta per bulan menjadi Rp2 juta per bulan.

Dengan stimulus semacam itu, ungkap dia, sejumlah pengembang di Jawa barat yang merupakan anggota REI sudah menyatakan kesediannya untuk menggarap kembali pembangunan RSH yang merupakan program pemerintah.

I think the best place to build rumah susun is in East Jakarta. oya is it East jakarta barely has any Project right?

In an attempt to provide cheaper housing recently the Jakarta government is constructing cheap flats in Marunda (North Jakarta). The project consists of 38 blocks for 38.000 families. 9 blocks financed by the city and the rest financed by central government and a consortium that comprises of 30-50 developpers.

These flats are for rent only --not for sale with monthly rent divided into 3 groups: Rp 90-150K, Rp 150-350 K, Rp 350-500K.

"Penanganan perumahan ini memerlukan bantuan dari pemerintah pusat dan developer," kata Kepala Dinas Perumahan DKI, Dedi M Tisnamihardja, di Jakarta hari ini.

Rencananya Pemerintah DKI akan membangun 38 blok untuk 3.800 keluarga. Satu blok terdiri dari 100 unit. 9 blok dibiayai langsung DKI, sedangkan lainnya akan didanai developer dan pemerintah pusat. Ada 30-50 developer yang terlibat dalam konsorsium di rusun Marunda itu.

Rusun yang hanya untuk disewakan itu diperuntukkan bagi tiga golongan tak mampu, yaitu untuk tarif Rp 90-150 ribu per bulan, Rp 150-350 ribu per bulan, Rp 350-500 ribu per bulan. Semua tarif itu belum termasuk listrik.
