think its not so much a case of engineers not allowing trees near houses, more a case of whether building owners are prepared to pay for the additional structures required should the engineers design to accommodate the trees?

There are root barriers you can use, that direct the roots down into the soil before they send out laterals. Not sure how effective they are though.
