ISLAMABAD | Progress News & Updates

The Capital Development Authority (CDA) is seeking approval of its four mega development projects from the Ministry of Interior.

The four projects include Zero Point Interchange, three under-passes, Master Plan of Zone-IV of Islamabad Capital Territory (ICT) and extension of Blue Area.

The construction of Zero Point Interchange and three under-passes, to be constructed at Faisal Avenue, F-7 Avenue and China Chowk, would cost CDA around Rs 1.8 billion and could be seen on Islamabad’s map in at least three years time.

The Mott McDonald Pakistan (MMP) has already submitted its recommendations to the CDA regarding the master plan for Zone-IV of ICT which falls between Lehtrar Road and Rawal Lake. The consultant company has suggested development of model towns in this zone. The CDA has also proposed extension of Blue Area up to sector G-11 in which the extended commercial area would include high-rising buildings. "The extension of Blue Area is already provided in first master plan of CDA," Lashari.

Marghazar zoo, Japanese Children Park expansion plan on cards

(CDA) is working on a project to expand the Marghazar Zoo and the famous Japanese Children Park at the foothills of Margallas on the Khayaban-e-Iqbal (Margalla Road).

Director (Environment) told ‘The News’ that the process for launching these projects are in ‘advanced stage’ as over the next couple of weeks reputable architecture firms would be invited for a briefing and would be asked to submit master plans for the expansion, renovation and rehabilitation of the two public facilities in the federal capital.

Aulia Khan said both the Marghazar Zoo and the Japanese Children Park are spread over an approximate area of 25 acres of land each and both would be further expanded by 10 acres each in the northern side towards Margalla hills.

This would provide us with quite a lot of space to add some more attractions and facilities to attract people and children. At the same time the existing facilities would be improved and rehabilitated as well under the same plan.

He said after completing all the formalities the physical work on both the projects is likely to start somewhere early next year and the time of completion of these projects is estimated to be 18 months or two years.

Meanwhile, he said, two more attractions, one crocodile and one turtle ponds have already been completed in the Marghazar Zoo and now correspondence is on with the Sindh Wildlife Department which would provide the two species to be introduced in the federal capital.

Another addition to the zoo is the duck and geese pond and again negotiations are on with the Sindh and NWFP Wildlife Departments as well as with the Lahore and Karachi zoo managements for acquiring new species of water fowls here.

He said at present the main attractions in the Marghazar Zoo are lion, leopard, elephant, yak, blue bull and different species of dears. There are more then 20 species of birds and pheasants as well.

He said the CDA also had a very successful experiment of raising ‘black buck’ in the special enclosures created in the green belt along the Faisal Avenue between sectors F-7/2 and F-8/3. "We brought two pairs of black buck here some 13, 14 years ago. They multiplied in numbers and at this stage we have sold more then 20 pairs to the Wildlife Department of the NWFP and some to the animal breeders in the private sector.

"We have shifted some to the Marghazar Zoo as well while we are still in possession of some 20 to 25 in the enclosure along the Faisal Avenue which are very comfortable and breeding more," Aulia Khan said.

About the expansion and improvement of the Japanese Children Park, he said the new master plan is in the offing and this park will also be expanded towards the Margalla hills on the northern side by another 10 acres of land.

"We are aware that there is an urgent need for repairs and rehabilitation of various children playing and amusement facilities in the park at present which require urgent attention. We are working on it and once the expansion and improvement plan, which is being finalised now, is implemented, it would become a big attraction for the children," the Director (Environment) said.

Being a resident over here, i know what is the situation of the traffice during the peak hours and it surely is a mess. Blue Area road certainly needs to be put into major attention. Underpasses at these points:Faisal Avenue, F-7 Avenue and China Chowk along with expansion of road must be done soon keeping in mind the traffic load that is going to be experienced in the next 20-30 years.

I had heard from some architects working at CDA that these underpasses were part of the master plan long long ago but due to financial reasons as usual the underpasses importance was neglected.

Civic body receives first instalment of commercial land cost for construction of shopping mall in Blue Area

ISLAMABAD: The Capital Development Authority (CDA) Tuesday received an amount of Rs1.55 billion as first instalment of cost of commercial land for the construction of a shopping mall in Blue Area.

The Pak-Gulf Construction (private) Limited and CDA also signed an agreement regarding development of shopping mall that would include a five-star hotel and other allied facilities. "This is the highest ever one-time transaction in the CDA’s account from the private sector," a CDA official told ‘The News’ after signing of the agreement.

The Pak-Gulf Construction (private) Limited — a joint venture of the Al Timimi Group of Saudi Arabia and Sardar Builders of Pakistan — purchased a 6.6-acre plot from the CDA for Rs6.6 billion after an open auction to construct a multi-purpose complex, first of its kind in Pakistan.

The remaining 75 per cent cost of the land would be deposited in the CDA’s kitty within three years. "The project would not only give a boost to the construction and business activity in the metropolis but the amount received as cost of the land would also help the CDA in completing its self-funded projects," a CDA official said.

Sardar Tanvir Ilyas, chief executive of the Pak-Gulf Construction (private) Limited, signed the agreement on behalf of the company. "The shopping complex would comprise high-rise office and apartment towers, a shopping complex and a 5-star deluxe hotel. The total project cost is expected to be around $250 million," Sardar Tanvir said.

He said that through this project, they would open up job opportunities while thousands of workers would be involved in the construction process. "The construction activity is expected to take three years and sales shall commence by the end of the year," he said.

The project is ideally situated in the heart of Jinnah and Faisal avenues. It would be a monument in itself with exceptional design features, state-of-the-art recreational and entertainment facilities, high-tech space for offices and apartments offering an exceptional living experience with breath-taking view.

Furthermore, the project offers a first of its kind an inward looking shopping mall. The sponsors plan to have in place an experienced project management team to implement the project. They have shortlisted renowned architects from Malaysia, Pakistan and the UK, one of which is Atkins who designed the Jumeriah Beach Hotel and the Burj-Al-Arab in Dubai, the only seven-star hotel in the world.

The federal capital would see two hotels and a 20-storey shopping mall after three years. The other five-star hotel would be constructed by the BNP Group of Faisalabad on 13 acres of land, adjacent to the Jinnah Convention Centre. They have already paid 15 per cent (Rs730 million) of total cost of land last month.

"The first installments received from two companies are sufficient to meet the cost of Zero Point Interchange, three underpasses at Jinnah Avenue and some other projects," a senior CDA official said.

The Project Management Office (PMO) of the CDA, headed by Dr. Faisal Awan, has been supervising these two projects on behalf of the civic body.

$20mn Modern flyover for capital city ( Islamabad )

August 17, 2005 ISLAMABAD: Pakistani capital Islamabad is all set to have an impressive international standard flyover at the entrance to the city at a cost of $20mn, official sources said here yesterday.

The consultant hired by the Capital Development Authority has finalized a design for the construction of the much awaited Zero Point Interchange to be undertaken at a cost of Rs1bn to address the long standing problem of traffic jam in the federal capital.

Currently, the design is being reviewed by CDA, which would be sent to the Planning Division for active consideration.

According to CDA Member Engineering Brig (retd) Ghulam Akbar Bukhari, a Karachi-based firm, Loya Associates, has prepared the final design for Zero Point Flyover that will be presented to the CDA Development Working Party (CDAWP) after being approved by the Planning Division.

He said that Loya Associates made several designs for this project during the last one year, of which the final plan has been selected.

All the financial resources will be provided by the CDA budget for the construction of interchange and no funds to be demanded from the Federal Government, Bukhari said.

He was of the view that for the first time the CDA history, the government has given financial autonomy to civic authority under which the CDA would be able to under take all mega development schemes through its own financial resources.

The CDA has announced a Rs2bn development oriented budget according to which all the funds will be generated by CDA through own resources.

He said that the modern flyover that would cater to all movements of Islamabad or vehicular traffic coming outside.

It is expected that the Planning Division may okay the interchange design in the current month, he said, adding the total cost of the project could also be reduced with the better management of Engineering Wing.

To a question, Brig. Bukhari said that there is no shortage of funds with CDA and construction of Zero Point flyover would be completed in three years.

Referring to the salient features of the project, the CDA Member Engineering said that there would be no traffic signal at the flyover.

There will be separate and in-dependent routes for all and the traffic coming from Motorway, Islamabad Highway and Jinnah Avenue would pass through the interchange without any interruption, he informed.

It will provide a safe passage and junction for drivers and commuters, he added.

To another question, Brig Bukhari said that Zero Point Interchange would be different and modern than the Faizabad flyover a short distance away at the mouth of Rawalpindi city, which would at large facilitate the general public and commuters.

islamabad's main avenues certainly needs projects like these

the vehicle movement on the islamabad highway during the peak hours is heavy and congested.

if u have seen the CITIBANK plaza on the BLUE AREA AVENUE.....the new building is going to be constructed in the DIAGNOL direction, infront of F-8/4 Blue Area Zone.

Islamabad: Development of Fatima Jinnah Park

ISLAMABAD: The Capital Development Authority (CDA) has mobilised its machinery to prepare Fatima Jinnah Park in Sector F-9 for the gigantic development work.

"We have moved heavy machinery to the F-9 Park for levelling the surface. The park would be spruced up. It would have recreational facilities for the general public," a CDA official told ‘The News’ Thursday.

The CDA Board had already approved the revised master plan of the park prepared by renowned architect Nayyar Ali Dada. It would be implemented with an estimated cost of Rs3.5 billion.

CDA Director General Environment Mazhar Hussain, however, said that the actual cost of the mega project would be known after 15 days after submission of the PC-1 by the consultants to the CDA. "After getting a ‘green signal’ from the CDA Board, the PC-I will be sent to the CDA Working Party for its final approval," he said.

The director-general environment said that both master plans designed by Japan International Cooperation Agency (JICA) and revised plan prepared by Nayyar Ali Dada have been displaced at the two main gates of F-9 Park to seek public opinion.

The CDA official informed that the civic body has also planned to hire a project director to monitor and supervise the mega project, the work on which is likely to commence within two months.

CDA Director Environment Malik Oliya Khan said that under the revised plan, the F-9 Park would be divided into different zones with the general park covering an area of 746 acres. The other zones would include a zoo and a safari park, a cultural zone and a sports zone

Malik Oliya Khan said that along with levelling the earth, they would also plant sapling during the ongoing monsoon season.

The revised master plan is different from the JICA’s plan as it does not include any exclusive area like a club with less construction plan and a major portion has been dedicated for open area of general public park.

DG Environment said that the project would be completed with the public-private partnership saying that the CDA was expecting investment from private parties.

He said that they were also considering to advertise both plans in newspapers and hold a public convention inviting people from all walks of life to hear their views. "We will accommodate valid views of people in the development of F-9 Park," the official said.

Itz not cool spot, its 'HOT SHOTS'. Yes it is still there like old times. And there hasnt been any other development in the park except for some jogging tracks added, tennis courts, cricket ground and practicing net established over the last few years.

Got this from an insider.

The Al-Faysal Hotel in G-6 Markaz (Melody) has been bought by the Avari Group . And i think it will obviously be called Avari Islamabad.

The design of the Zero Point Interchange is complete. The Kashmir Highway is going to be widened to 8 lanes from Convention Centre to Zero Point while the Suharwardhy Road is going to be used as a service lane. The project is being handled by a Karachi-based firm, Loya Associates.

We need to build a stronger transportation system in Kashmir. Inshallah, next time the earthquake occurs we wont have as many problems.
