Yes they do. They also own Scott's, Tessuti, Blacks, Millets and Size? so they have a lot of stores in Liverpool!

Store Twenty One has collapsed with its remaining stores to close. It never really gained a foothold in our area, with stores only appearing in Huyton and Belle Vale. The Huyton store closed and became a Poundland a while ago.

The forthcoming closure of the Belle Vale store creates another headache for that centre. After a few good years with the new extension at the front, with new and expanding tenants such as New Look, EE, Home & Bargain and Poundstretcher, things were looking good. However in more recent times, despite one or two worthwhile new additions like Holland & Barrett, empty units are becoming harder to ignore, including the former Blue Inc, Bright House, and Perfect Home units, all adjacent to each other, and all long-term vacant. Belle Vale is sufficiently far enough away from the city centre that many non-bulky goods retailers could make a go of it here without cannibalising sales, so it makes you wonder what the issue is.

Belle Vale Centre IS the problem. The locals know what is in there, but anybody driving past just won't be drawn to go in, it doesn't look appealing under any circumstances, and unfortunately is filled with discount stores. Very similar to the cherry tree centre in Liscard. The difference is this has a Primark which draws in the crowds, Even though its a busy centre Belle vale would need a large anchor like this or it will be destined for the bargain stores, of which all the big ones are already represented.

Baldyman has it spot on, I live in south-east Liverpool and haven't been in years. Its the type of place nans and middle aged women shop, that's about it.
